(Following is the transcript of the segment "Analysis by Winnie Monsod" which aired on News on Q on November 17, 2010. Prof. Winnie Monsod is the resident analyst of News on Q which airs weeknights at 9:30 p.m. on Q Channel 11.)
The Bus Operators who were involved in that lightning bus strike on Monday should be shown the full force of the law. I agree. Their perfidy, the deceitfulness that marked that strike, makes their actions even more contemptible. I agree. But if we think that the so-called Unified Vehicular Volume Reduction Program or UVVRP, also known as the number coding system, will be a major contributor to solving our traffic problems, let us disabuse ourselves. Let the numbers speak for themselves: “EDSA can physically accommodate up to 1,600 buses. But 3,800 city-franchised buses currently ply EDSA”. This from the MMDA itself, quoting from a study conducted by the Japan International Cooperation Agency (JICA). We have to add to that the number of colorum buses, or those which have no legal franchise to operate. And here, from the MMDA (August 5, 2010), we are talking about another 2,200 buses, because “...at least 6,000 buses pass through Edsa and other major roads every day, a considerable number of which are colorum”. So, doing the arithmetic, the UVVRP, if implemented successfully, will reduce the amount of buses by 1,200 a day, which still leaves 4,800 buses moving up and down EDSA, still three times EDSA’s carrying capacity. Now then, let us suppose that the MMDA is 100% successful in its anti-colorum program, meaning to say, it manages to remove the estimated non-franchised buses from the road. That will still leave, with the 20% UVVRP coding, 3,800 minus 20% or 3,140 franchised buses plying the streets, or almost double the capacity of EDSA to carry. But unfortunately, we cannot assume a 100% successful anti-colorum program – because from the recent experience in August, the MMDA was only able to round up 117 vehicles –which included not only buses but taxis and AUVs – in the first day, another 76 in the second day, and then one or two a day for the next fifteen days in August. After that, there are no more news reports. And in the meantime, we must expect a sudden surge in the demand for fake license plates. Given all the foregoing, I think it is safe to say that the UVVRP, as an answer to Metro Manila’s traffic problems, is sadly wanting. It may not be worth the effort of putting out 1,800 enforcers, as MMDA has fielded. Fortunately, there is a better solution – in the sense that the cost-benefit ratio is much higher, that apparently has the approval and cooperation of the bus operators, and one that MMDA already has in its arsenal. What is that? I suggest that Chairman or Secretary Tolentino resurrect and put the final touches on the project that his predecessor Bayani Fernando was working on and had been working on for three years, and had almost completed before he resigned to run for national office. I don’t know its name, but its main objective is to rationalize the entire bus transport system in Metro Manila. The MMDA will take over the bus dispatching activities, using the latest technology which includes Radio Frequency Identification that will allow it to identify and track the movement of every single bus in the system and ensure the proper scheduling and smooth timetables for the various routes. As Chairman Fernando explained to me, the project has seven bus terminals around Metro Manila, with almost half of these built by private investors – such as the one in Alabang which was put up by Filinvest, one in Malabon put up by the Oretas, and another one in Fairview. As explained to me, the project hoped to achieve the following: 1. bus riders will know, as they do in bus transport systems abroad, the schedules and routes of the buses they will take. 2. because of non-duplication, buses are assured of a load factor of 60% (where currently, 30% is the norm). 3. which means that buses can accomplish their objectives with four trips rather than five or more. 4. which further means that there will be less pollution, not only because there will be less buses plying the routes at any given time, but that there will be less waiting time and pollution time as buses try to increase their load. Former Chairman Fernando has informed me that all the equipment were in place when he left, all the systems were ready to go. Plus he tells me the World Bank was ready to give the MMDA P50 million a year in so-called carbon credits because of the reduction in pollution. Now, the big question is: How come it wasn't pursued when Fernando left? Dinky Soliman had the good sense to continue and expand what her predecessor, Espy Cabral started, because it is a good project. I fully agree to this article of Ms Monsod. I hope the govt will adopt her suggestions. The bus system in Metro Manila should be computerized so that a system-wide route schedule can be made. MMDA should study how the public bus system in other country works. I have worked in the Bay Area (California) and also rode the bus in New York and they are so efficient. Why can't we do it in Metro Manila?

Get lost faggot. My wife opined the UVVRP may not have lessened traffic much but it certainly did help and reduced EDSA traffic. Why not continue to implement this scheme and enforce the odd-even scheme for the weekend? Even numbered buses should not be allowed on Saturdays and Odd numbered not allowed on Sundays. This will reduce the weekend traffic and conserve fuel wasted by buses which otherwise plies EDSA with just few people onboard. Private vehicles must may also be included so that we have even lesser traffic on weekends!

What a waste of time! also, the color (green) makes the fences almost invisible at night and so there are increased incidences of car crashing into the fences. radical solution #1: create new roads solely for private vehicles. Allocate the current road network to public utility vehicles. Para sa mga commuters mahalaga din na marami kang pagpipilian or at any time may masasakyan ka at komportable. Most of the commuters are from the middle class who belongs to the work horse of the metropolis and needs mobility walang sariling sasakyan na anytime ay pwedeng gamitin. Karamihan sa nagrereklamo pag sobrang trapik ay yung may sariling sasakyan.
Majority ng mga buses parang sardinas tuwing rush hour, kung maraming buses hindi kailangan magsisksikan by the way hindi rin tatagal at dadami ang mga operator kung wala silang pasahero this shows that current supply is not enough to support the demand. Yes may problema din sa distribution na hindi binibigyan pansin ng LTFRB at MMDA this clearly shows that the regulator fails and must come out to solve the distribution issue. I did see the bus dispatch mechanism installed at Starmall a few years ago. While it is still there, as Bayani has claimed, it is no longer in tact and functioning. Sadly, another white elephant that has become eaten up by politics.
While I do believe that bus dispatching has its merits, what is tricky here is whether or not franchises (and drivers themselves) would easily agree to the scheme. It would work in countries like Singapore where public transpo is govt subsidized. It is a problem here in our country where the boundary is high and bus drivers feel the demand to earn more- hence, have more trips, although sometimes running half-empty This is the problem in this country (gaya ng sabi ni Chiz Escudero)basta bago ang administrasyon ay gusto ring baguhin ang lahat. I believe him. bakit nga naman dapat baguhin ang lahat? dapat sana ay yung mga panget na programa lang ang baguhin pero ang maaayos ay ituloy. Bakit pinuputol ang continuity ng lahat pati na ang maaayos na programa? sana yung mga palpak lang na programa. maraming Dorobo sa panahon ni Gloria pero marami rin ang magagaling. the big question now is, alin ang mas marami sa panahon ni Noynoy? ang mga DOROBO ba o ang magagaling?

drivers do not obey the traffic rules, kahit red light at dapat huminto sa iba "Go".At kapag heavy traffic naman ang daming namamalimos na tao tapos pipilitin ka pang hingan ng pera kahit sarado ang window ng vehicle.Sana naman ipagbawal din yan sa Phils.At saka halos banggain na rin ang ibang mga vehicle. Sobra talaga dyan sa Manila.Kaya kapag nagbabalik-bayan kami,we stay out from the city instead we just go to the provinces.Masyado masikip sa city ng Manila kaya dapat bawasan ang mga vehicles or palakihin ang mga kalsada upang mawili ang mga tourist.Yan po ang reklamo ng mga tourist kapag pumuponta sila dyan sa bansa natin at dapat ay magawan din sana ng tamang paraan....... Noong ginagawa ang elevated U-Turn dito sa Kalayaan-C5 intersection, maraming galit kay Bayani. Ngayon, tapos na at maayos ang daloy ng trapiko, ni isa, wala kang narinig na papuri kay Bayani.

May special lane dapat ang mga buses, kahit anong sasakyan, di pwedeng pumasok sa lane na ito. Dapat sunod, sunod ang takbo ng buses, walang unahan para ma-maintain yung isang linya ng bus at di makuha ang ibang lane pag nag-overtake. kung traffic pa rin, eh siguro, mga private vehicles naman ang bawasan. siguro kailangan mag-build na elevated road sa EDSA, specific lang sa mga lugar na heavy ang traffic. Ang elevation nito pwedeng tatlo, para mas maraming sasakyang ma-accomodate. ang elevation ay parang sa London Bridge, magbubukas at magsasara. Magbubukas pag heavy ang traffic, mag-close naman kung kaunti ang sasakyan. I probably live in much bigger city

Kung lalagyan ng coding ang mga bus ok..e kung yung mga kolorum hindi hinuhuli..pano ang mga tauhan ng LTO at mga pulis ay "na lalagyan" kaya bale wala rin yan..maaring may kinalaman din yan sa LRT para lumakas ang kita..kaya gustong ipatupad ang color coding..!
Ang dapat ipatupad ang batas sa trapiko..at ang pinaka malaking problema pa ay yung mga pulis na nangongotong ..kaya hindi maayos ayos ang mga kolorum dahil narin sa mga maraming "kabit" na pulis..!! All the comments here points out to one thing only, "WALANG DISIPLINA"

Nagmamalasakit lang po sa mga kababayan. Mabuhay Po Kayong Lahat ! ! ! ! ! Mass transport please! Railway system is badly needed.
Ikalat na rin ang Manila. concentrated lahat kasi sa Manila. Exploited ang resources ng mga probinsya pero ang mga tax ay sa manila napupunta dahil nandyan ang mga offices or head offices ng mga kumpanyang ito. Isabog ang Manila,ilipat ang ibang Main offices ng ibang ahensya ng Gobyerno sa probinsya at gawin ang mass transport gaya ng Railroad system. Kung ganito ang gagawin,kakalat ang negosyo, makikinabang ang mga probinsya sa tax, dadami ang employment sa probinsya (di na kailangan pang makipagsapalaran sa Manila),bibilis ang distribution ng mga produkto galing sa probinsya, madedecongest ang Manila at mababawasan ang traffic. Para sa akin, ituloy ang sinasabing Mega Cities ni Arroyo. ituloy ang railway projects dahil makakabuti naman ito sa sambayanan. tutal naman ay iba na ang hahawak sa mga project. siguro naman ay di na sila magdududa na magkakaroon ng anomalya dahil sila na nga ang hahawak. I'm after the good projects (or plans) basta makakabuti sa taongbayan. no need to go to this kind of turmoil (bus strikes,rally,..etc..etc..) over and over again. nagiging kultura na eh! Ok yan..dapat nga sa mga probinsiya ang idevelop para hindi na mag siksikan sa Manila..noon binalak na ilipat sa Clark Air base ang airport..kung natuloy sana hindi yung nag sisiksikan lahat sa Manila..dadami ang mga negosyo at trabaho..nagawa na yan at nasubukan..ang China airline ay nagamit na yang Clark Airbase..wala namang problema malapit pasa dagat at maluwag na maluwag ang Clark..di hamak kung ikukumpara sa NAIA..

As with other problems plaguing the Philippines, it all boils down to lack of discipline, next to non-existent enforcement, inconsequential penalties, and all compounded by corruption.
Given 2,200 colorum buses, assuming an eight hour shift, 480 minutes, law enforcement would likely see one colorum bus every 12-15 seconds; how do you round up less than 117 buses per shift with 1,800 traffic officers along EDSA? Are the colorum buses so well disguised that they are not recognizable? Why do colorum bus operators consider it profitable to operate - is it because they consider penalties as acceptable cost overhead or more aptly the bribes are acceptable costs of doing business? Increase the fines, impound the vehicles, burn them if necessary, simply enforce the law. Simply 'motivate' traffic enforcers and say that rounding up less than 117 colorum buses is unacceptable and that unless they ticket 1,000 colorum buses per day, they will all loose their jobs. Enforce the law, measure enforcement performance, increase the fines and penalties all around including private vehicles. Wal ring maganadang patutunguhan yang color coding sa mga bus..sa dami ng mga pasaheromg sumasakay malamang sa malaking problema din kukulangin at malamang pasa magalit ang mga pasahero na di makaka pasok sa trabaho..at mapipilitang mag LRT..lalong na letse sa taas ng pamasahe..
Ang pinaka mabuti pa lagyan ng sariling lane or kalsada ang mga bisikleta para yung mga nagtitipid sa lumolobong gastos sa pagkain ay malaking katipiran..excercise pa..! Yang mga bus operators tiyak na gagawa yan ng paraan para maka biyahe pag nagkaroon ng coding..! Metro Manila is OVER POPULATED! The local and National Government should have realized it even before and should have made actions to this case, but to this day no action.

At tungkol naman sa "kutong" na sinasabi dito sa ibang "commment" ay problema pa rin.Here's the proof: Nagbalik-bayan kami dyan this year a few months ago,and while I was driving on the highway a cop pulled me over for nothing and asked him "what did I do"? he didn't say a word instead he turned around and tried making notes,then I showed him my driver license but he refused to take it.Then as I recalled from what the police used to do "kutong" I inserted $$$ american dollars,mabilis na tinanggap at tinanggihan ang license at ok na raw na makaalis kami...... Sana rin naman mabasa ito ni Ms.Munsod at ipadating sa namumuno ng "law inforcement"dyan sa atin upang ituwid ang nararapat na batas....... Sana magbago na naman dyan sa Pilipinas at ipasunod ang mga tamang paraan..... In addition with my comment above,
I "Should Not"gave this policeman any "kutong or lagay"dahil I should know better and that's against the law.But being so tired from a long flight I decided just to offer money cause he didn't want my driver license...and what a damn thing I had done....huh ! ! ! ! Here's more,dapat sa labas din ng airport higpitan at bantayan ang mga dumadating dahil maraming "colorum" doon na nag-aalok ng "vehicle for hire". Ito ang syle ng mga colorum,tinanong nila kami kong gustong mag-rent ng vehicle but they have no idea that I own one from the Phils.So tanong ko pwede bang makita kong bago or reliable ang sasakyan?Tapos maglalakad kami papalayo ilang block sa airport (I'm not afraid) dahil gusto ko silang mahuli ng police at saka Filipino rin naman ako maliban sa spouse at anak namin.Pero walang police doon sa labas ng airport na dapat paalaman sa illegal na colorum. Talaga bang ganyan na lang sa bansa natin? ? ? ? ? "WHERE IS THE LAW" ? ? ? Traffic is just a symptom of poor urban planning. It is unfortunate that the bus sector is being emphasized as the cause of the EDSA traffic. Just recently, I read CAMPI registered a 30% increase of car sales compared to the same period last year. How many new drver's licenses or new car registrations were issued the last 5-10 years? We need data, comprehensive information to resolve the traffic situation. EDSA and other MM roads are not increasing. That is a constant. What we need to do is to regulate the growth of residential or business structures within the MM area, and expand nearby cities in the South and North. There is no reason why we should travel daily North to South and back just to study, work or be entertained. With new technologies around like the internet, etc., we should be able to slowly minimize the need to travel and spend finite resources like gasoline, etc. just to accomplish simple daily tasks.
We can start from ourselves. We must follow the rules - signage on the streets - showing the do's and dont's, when we see people who violate the rules, probably we can say a little word explaining the reason why we need to reprimand them. Let's do this for the future.

According to Joey De Leon in his show Mel & Joey. He always say the world before the show end - " Always be a blessing to others". I hope they got my point that instead of throwing words especially those people working in a prominent or rich country, I hope they have a chance to share not only an ideas but an action not for them but for the future. Maybe someday, their sons and daughters may decide to live in the Philippines. to be wealthy,upang makatulong sa mga kababayan natin or sa sariling bansa. Ang mahalaga ay makagawa ka ng tamang pagpapasunod sa iyong mga kapwa Filipino o kaya ay sa mga dayuhan.Be a volunteer from your community upang gayahin ka ng iba,malaking tulong na rin yan sa ating bansa.Dito kapag may time ako or off work I do some volunteer job without pay Tulad halimbawa na pumuponta ako sa nursing home to help the elderly people. I also volunteer to water the plants from the park during summer.You know maraming paraan kong gusto natin na makatulong din.....We also have plan to move back in the Phils.someday for good.I'm not sure about my two kids though,but maybe they will who knows. Honestly I love our country,at sana naman pakisamahan din ng maganda ang mga dayuhan kapag dumadalaw sa bansa natin.Maraming mga foreigner akong alam na gustong manirahan sa Pilipinas dahil alam din nila na mababait at very hospitable tayong mga Filipino.But the place they afraid of is Mindanao....... I will be volunteering next year or this coming summer starting from February 2011. It will be a clean up mission at Puerto Galera. Some of the beaches there need a helping hand to maintain it's status being one of the cleanest beaches. I will be happy to do it... Cheers! That's so nice of you Noel and glad to
hear that....You know I had a discussion with my spouse about collecting stuff here from US that are useful for needy Filipinos in our country like the things they cannot afford to buy but,I wonder if President Noynoy Aquino's sisters are willing to assist me for shipping it to the Phils.I mean a lot of stuff.... Namimili kami dito kapag may big sale at ang iba naman ay ibinibigay sa akin ng mga friends kong american.Alam kasi nila na maraming mahirap dyan sa atin at alam din nila na mahilig akong tumulong sa mga kapwa ko,here and there you know.... Sana kong makakatulong din sila sa akin (the Aquino's)ay mabuti at pwede nilang ipamigay dyan sa mga mahihirap na kababayan natin..... Do you have any idea how to get hold of them? I am taking it easy and I do it only when I have enough time like when I am on vacation leave at the office to make it worthy, I join those groups which I mentioned. The following are the answers to your questions: (1) Do you have any idea how to get hold of them? (Aquino family) - I am sure they have foundation that helps those people in need. I am sorry but I do not know how to contact them but maybe you can reach them through facebook or better yet contact the KAPUSO FOUNDATION. I am certainly sure that what you have for donation can be taken care of by the GMA foundation. You can watch through TFC 24 Oras which they features what the foundation engage in any outreach program. (2) Will you please reply again and let me know? - I have my reply above. Also, you can check using the google and search which foundation Aquino family have or again I recommend the KAPUSO FOUNDATION. (3) Anyway,where are you originally from in Phils.? - I am from Bicol but live now in Cavite but due to my work location; currently, I am renting a small unit here in Pasig City since my work is in Mandaluyong City (nearby Pasig City). You must be very busy with your job. Thought you went to Puerto Galera like you mentioned previously.....Where is that place anyway?
