(Following is the transcript of the segment "Analysis by Winnie Monsod" which aired on News on Q on November 4, 2010. Prof. Winnie Monsod is the resident analyst of News on Q which airs weeknights at 9:30 p.m. on Q Channel 11.)
Main protagonists in Makati fuel leak incident 1. West Tower (WT) - Condominium in Barangkay Bangkal 2. City of Makati (City) - office of the Mayor, City Engineer, etc. 3. First Philippine Industrial Corporation (FPIC) - owners of the sole commercial private pipeline in the Philippines, completed in 1969, which transports fuel and petroleum products from Batangas to Sucat and Pandacan, Manila 4. National Institute of Geological Sciencies (NIGS) - headed by Dr. Carlos Arcilla through GeoScience Foundation Time Line: July 28, 1976: FPIC sends a letter to DPWH Secretary Baltazar Aquino, to the effect that substantial portions of the 14-inch pipeline will be affected by the then proposed overpass (SLEX) project - 110 meters of the pipeline will be affected by the project's retaining wall. Comment: No reply May, 2010: a resident of Capinpin St. in Barangay Bangkal detects the smell of gas or noxious fumes emanating from his deepwell. Tells City. Comment: Nothing done. July 9, 2010: WT residents detect smell of fuel fumes in the basement, stairwells, lobby and finally living areas of the condominium - traced to cracks in basement wall and in sump pit in the lowest basement (Basement Level 4). July 12, 2010: FPIC digs up area of pipeline in front of WT to determine if there are leaks. Results are negative. City asks FPIC to dig 13 "Test Pits" (1.5 m diameter, 2m deep) parallel to pipeline along Bonifacio St to determine presence of gas and/or petroleum products. Tests turn out negative for the soil samples, but positive for water samples. Comment: FPIC stopped pipeline deliveries from July 12-14, and from July 21-24 to allow for the tests. July 21, 2010: Noxious smells stronger in WT. City orders WT residents to vacate, cut off electricity, and shut down sump pumps used to pump water from basement into city drains when water in sump pit exceeds a specified level. Comment: City says WT is told to siphon off expected water buildup from basement using alternative methods to pumping. WT says City informally suggests that they use the pump at night when nobody is looking, but WT demurs. And cannot find the proper contractor. Result: water build up (with fuel on top) floods basements 4 and 3. July 27, 2010 press release/news report comes out with following: 1. Flooding of WT basement prevents authorities from determining cause of leak. WT given seven days to siphon out water, or else. 2. City Engineer also "rules out the FPIC pipeline as source of the gas leak leaving the basement of the condominium as the only area not thoroughly investigated" 3. Mayor Binay approved a proposal to: (a) hire a private company to check for presence of pe,troleum products in water samples from Capinpin St where residents had complained of fumes as early as May; (b) soil boring tests in the area conducted to locate the presence of petroleum products and the source of the leak. Comment: It takes WT 39 days and P7 million to execute this order (fuel must be separated from water before water can be discharged into city drains). In the process 8-11 drums of fuel a day are collected from the water at 200 liters per drum or anywhere from 1,600 to 2,200 liters a day of - in separate batches -- gasoline, diesel and kerosene- and in the past two days, the amount had gone up to 14 drums. Furthermore, the proposals approved by Mayor Binay were not carried out, until two months later. August 9, 2010: In a meeting between WT and Mayor Binay in the Mayor's office, City tells WT that FPIC is not the source of the leak - based on the FPIC letter regarding the findings of the diggings and Test Pits. Comment: The working hypotheses of the City, at this point, is that WT is the source of the leak - the speculation being that WT has drums of diesel buried under basement 4 for emergency purposes, and that these were the ones leaking. WT claims it has nothing buried underground. What it had was a tank for its genset that had 2.5 drums of diesel, plus another three full drums for reserve. At 200 liters per drum, we are talking about 1,100 liters of diesel in basement 4. Sept 7, 2010: WT informs City and DENR that basement water is now confined to sump pit, but fuel continues to leak into basement. Comment: remember that WT still does not use sump pump, but gets an outsider to separate fuel from water so that the water can be drained. Sept. 13, 2010: Inspection team -- composed of various City agency, DENR and DOE representatives -- verify that WT can be eliminated as source of leak. City still wants to check on gasoline stations and car and motor repair shops in the area as possible sources. Comment: Which of course doesn't make sense. Gasoline stations that would lose 1,600-2,200 liters a day would soon be out of business, and would at least try to find out how they were losing that much. Repair shops don't use that volume of kerosene. On the other hand, the pipeline transports over 8 million liters a day of a mixture of gasoline, kerosene, and diesel. Sept. 20, 2010: FPIC hires two separate firms to conduct "Ground Penetration Radar Scans " (GPRS) tests. GPRS tests are "not definitive" but may "point to some possible areas for further examination. Results, upon further examination, included an underground object that had the dimensions of a storage tank, were negative. October 15, 2010: The results of another test - part of FPIC's quinquennial pipeline integrity check, are submitted to City. This test, conducted by the independent contractor NDT Middle East, (at a cost of $2 million), used the most modern and universally accepted magnetic flux and ultrasonic technologies. Findings: There are "no metal loss areas that would indicate any leaks are present." Comment: Faced with an impossible situation, that neither WT nor FPIC are the sources of the leak, City finally brings in the marines by sending a letter to President Emerlinda Roman of the University of the Philippines, who assigns Director Carlos Arcilla of the National Insitute of Geological Science (NIGS) to conduct an independent review. Even without a written contract, Arcilla and his team of geologists swing into action. Arcilla quickly realizes that given the volume of fuel that has been leaked, given the pattern of the leakages - alternately gasoline, diesel and kerosene that mimic the pattern of what is transported in the pipeline, it cannot be anything but the pipeline. He and his team bore holes, along the pipeline and use "explosimeters" to measure the extent of explosiveness of the fumes that may be found. October 28, 2010: Early morning - in an area of the pipeline directly under the ramp of the flyover, the dig shows a strong stream of gasoline gushing out. All doubts are erased. The pipeline is the source of the leak. Comment: The extent of the leak has not yet been determined. The work is hampered by the fact that the leak seems to be right under the flyover - which, 34 years ago, FPIC warned the Marcos government about. With the benefit of hindsight, here is what happened to the protagonists: we see that the Makati City Government seems to have drawn the wrong conclusions too early in the game; and that it did not implement until almost three months later, the proposal approved by Mayor Binay to get an independent contractor to do the tests. The West Tower allowed the water to flood their basements, the siphoning out of which wasted 39 days; FPIC believed their digging and their hi-tech tests, and refused to realize the significance of the volume and the pattern of the fuel leaks - until faced with the evidence of gasoline gushing out of the hole bored by the NIGS Team. NIGS must be congratulated - because they came in even without a contract signed, realizing how large the stakes were. I understand that Dr. Arcilla used his own money to purchase those crucial explosimeters. Arcilla does UP proud. Honor and Excellence. ENIGMA BOOOOOOOOOOOOO ka din 99999XXXXX ..... !!!!!!!!! goes to show the two conflicting sides of public (MCgovt) and private interests (WT mgt & FPIC). the MCG would want to put the blame on the WT management while FPIC doesn't want to be blamed, even hiring the services of 'independent' contractors. But were they even independent or were they paid to look the other way so that the blame won't be on FPIC's lap? only when the NGIS came in did FPIC 'realized' the leak when they should have admitted it long ago so that the whole episode have been resolved earlier and the residents of WT could have gone back to their units much earlier. I think FPIC should be sued by the MCGovt and the residents of WT should demand disturbance compensation from FPIC for all the troubles they went through!
This is the big difference between business people and scientists. Corporate people tend to put the interest of money first while scientists puts life first as the primary reason of their existence. I salute NIGS for the job well done but for the others,never mind. This is one of the dark side of capitalism.

hangga´t kayang itago ng FPIC ang katotohanan ay itatago nila buti na lang nagduda rin si Binay sa mga isinasagawang test ng FPIC,at mabuti na lang mayroon isang Dr.Arcilla and his team na may kakayahan maglantad ng katotohanan na FPIC ang source ng leak at ang findings nila ay isang malaking sampal sa mga binayaran ng FPIC na magsagawa ng test at kahit alam nilang FPIC ang maykasalanan pilit nilang pinagtatakpan for $2 million dollars they are willing to cover-up a crimes.

It took WT 39 days(?)to siphon contaminated because
1. WT were not allowed by Makati and DENR to directly discharge contaminated water to the street storm drainage. 2. DENR accreditted contractor need to constuct a special oil-water separator tank to comply with DENR guidelines. 3. It is not easy to siphon gasoline contaminated water. WT need to be cautious with gasoline. 4. It was WT residents sole effort to siphon the contaminated water. Director Carlos Arcilla of the National Insitute of Geological Science (NIGS), Saludo kmi sayo,Kahit walang kuntrata tinarabaho mo pa rin, d tulad ng iba puro pera ang habol, ikaw ang buhay na bayani Para sa bayan ang ginawa mo, at kina ukolan dapat lang mabigyan ng cridet ang tao na to sampo ng kanyang mga kasama, brabo zulo...............
Why don't we ask who owns FPIC? Maybe then we will know why it took so long to pinpoint the problem to them....
the lopez´es owns the FPIC but there are several foreign and gov´t officials that are also stakeholders of the said oil industry,so what ever the expenses, the FPIC has to pay for the damages its pipelines cause to WT and to some residents of Makati that are badly affected of the said pipeline leakages.

Dapat yang lahat ng lumang pilines ng FPIC ay e condemn na at palitan ng bagong pipelines at bagong ruta for safety considerations ng mga mamamayan along the lines, hinde yung sa mga matataong lugar ang dinadaanan ang linya ng mga oil products. Isabay na din ang paglilipat ng oil depot jan sa Pandacan para iisa nalang abala. Dapat jan long time solutions ang isagawa at hinde yang partial repairs e napakaluma na pala ng mga oil lines na yan. FPIC ang Philippine govt. must do a long time solution for this dagerous oil pipelines issue.

What is our government doing? No sanctions..no concerns? This is a clear gross neglect of the Millennium goals our country is working hard to achieve - in order to receive more aid from rich nations. Wala rin silbi ang lokal na gobyerno nagcomment na agad na walang basehan kaya mukha sila ngayon T-nga.
very good analysis winnie, the palpaks and the bayani were defined. But, I think the analysis needs conclusion, what will be done to palpaks, they put the whole residents of Makati in danger. What shall be done to the defective pipeline? What alternatives should be done about pipeline route. The government should step-in in this issue to avoid same incidents. Maybe there are some areas along pipeline route now which is about to fail as the same in Makati area. FPIC should have a thorough examination of their pipeline integrity. All suspected areas of failure should be tested and examined.
Nasaan ang DOE at DENR, do they set a standard inspection for this pipeline. Kaso wala eh, walang leak detection system ang pipeline, or else nag intelligent pigging, kune meron mang standards corrupt nmn, yung ibabayad ko sa inspection ng pipeline bigay ko na lang sayo yung five percent wheww instant yaman kagad si Inspector...Yan ang Pinas Go Pnoy!

The pipeline was laid ahead of the construction of fly-over. Common sense dictates that a concrete encasement should have been placed as protection on this portion of the pipeline or re-routed the pipeline affected by the fly-over.
The leak could have been located earlier if someone had called the Chileans. Seriously.
Color me pessimistic but hey, would you really count on corrupt officials to handle this? Heck they could not even locate much of the taxpayers' money. Let alone their moral bearing. Pathetic. the oil pipelines leaks took place as it is all so old and got too much pressures from passing heavy vehicles.
solution: FPIC should build anew pipelines in safety routes where it will not compromise any property or individual lives. DPWH should also considered the importance of pipelines safety as its one the source of energy everyone in the country needs...sabi nga ng isang driver,mapupuntahan nya ang alinman lugar sa maynila na hindi dadaan sa fly-over pero hindi nya mapapaandar ang kanyang sasakyan kung walang gasolina. saganang akin mas importante ang gasolina keysa sa mga fly-over na nagdulot ng pinsala sa mga pipeline ng gasolina...pero ang mali rin ng FPIC alam nilang may mga tubong dadaanan ang mga fly-over na mga proyekto ni FM pero nagsawalang kibo lang sila sabagay mahirap nga naman banggain si FM lalo na panahon pa yata ng martial law ng umpisahan ang paggawa ng mga fly-over na ngayon ay sinisisi ng FPIC sa pagkakaroon ng leak sa mga pipelines nito. aminin na lang nila na lahat naman ay nagkakamali,at ngayon na ang panahon itama ang mga pagkakamali ng sa gayon hindi na magdulot ng pinsala sa mamamayan. ang trabaho ng DPWH ay siguraduhin ligtas gamitin ng publiko ang mga fly-overs,tulay,highways at kalsada dahil sila ang gumagawa ng mga yan. ang FPIC naman dapat siguraduhin nilang ligtas ang mamamayan sa mga depo,pipelines at outlet ng kanilang mga gasolinahan para hindi ito makapinsala ng ari-arian at buhay. ang ayaw sumunod sa mga safety measures ng gobyerno ay kailangan makulong,magmulta at maparusahan para wala ng gumaya sa kanila,hanggat walang mapaparusahan sa mga kapalpakan nila walang gagawa ng matino dahil wala naman napaparusahan sa mga katarantaduhan pinaggagagawa nila kaya tiyak uulitin lang nila ng maling paraan ang isang pagkakamali,ang labas nyan 3 or 4 decades after ganyan senaryo naman ang poproblemahin ng mga darating na henerasyon. iyan ang paalala sainyo ni FM dahil hindi man lang daw nyo sya naalala nong undas at hanggang ngayon ayaw nyo syang bigyan ng hero´s burial kaya kinakarma na ngayon ang mga lugar na nakinabang sa kanya pero hindi man lang sya naalala at pinarangalan dahil kahit naging isa syang diktador at tinagurian kurap marami naman syang proyektong naipatupad at hanggang ngayon pinakikinabangan ng taumbayan. sa totoo lang matalino,matapang at may determinasyon si FM dangan nga lang may kababayan syang nainggit sa magarbong lifestyle nila kaya ayon napatalsik tuloy sila sa palasyo sa di inaasahan panahon,ngayon kahit sinong ponso pilato ang umupo sa palasyo ang mahihirap lalong dumarami dahil walang ibang alam gawin kundi magparami ng biik este anak pala,dahil iyan ang misyon ng CBCP to populated Philippines of Crocodiles,Bitches,Cochroach and Pig generation. buti na lang hindi lahat ng residente ng pinas naninigarilyo kundi matagal ng sumabog ang mga leaks sa pipelines ng FPIC. yong mga magnanakaw ng gasolina dapat pala sa mga leak ng FPIC na lang kayo sumisipsip hindi sa mga tangke ng jeepney ng mga kawawang pobre nyong kabababayan na nabubuhay na nga lang sa pamamasada nanakawan nyo pa. malaki-laki rin babayaran ng FPIC na danyos sa WT residents at sa city gov´t ng Makati at sa ilan pang lugar apektado ng oil leaks at ang gastos ay babawiin naman ng FPIC sa mga consumers ng kanilang produkto....over all winners ang mga giant oil lords at ang mga talunan ang mga pobreng mamamayan,walang mga trabaho,walang mga pera,pero ang presyo ng mga bilihin lampas na langit sa taas ang presyo dahil sa patuloy na pagtaas ng presyo ng langis. bakit kasi hindi na lang hydro o solar power na sasakyan o makina ang gamitin para hindi na aangkat ng langis ang pinas,tuloy ang pinas ang namumulubi habang ang mga oil rich countries patuloy sa paglago ang ekonomiya. panahon na para turuan ang mga industrial scientist na gumamit ng tubig o kaya sikat ng araw sa mga gusto nilang gawin sasakyan,spaceship o robotic equipment para huminto na sa pagtaas ng presyo ang mga bilihin. its a fact: Everytime fossil oil prices goes-up,all the prices of commodities goes-up as well. dapat pala i-shut down lahat ng oil mining fields mayroon ang buong mundo para bumaba ang presyo ng mga bilihin....kaya lang unang-unang aangal ang middle east,americas,europa at Tsina....ang pinoy hindi aangal ang mga pobre dahil wala naman silang mga sasakyan at matutuwa pa nga ang mga yan dahil mawawala na ang mga hambog na kung magmaneho kala sa kanila lang ang kalye kontodo buga pa sila ng nakakalason mga usok ng kanilang mga bulok na sasakyan masabi lang mayaman,kahit-karag-karag na sige pa rin sa pag-arangkada kahit itim na usok na ang ibinubuga ng mga sasakyan nila wala silang paki dahil hindi nga naman sila ang nakakasinghot at nagkakasakit. life sucks....only the dead don´t need to work for they don´t need to eat. A lot of work has to be done here for Mr. President to consider and a good opportunity for him to make a difference.
The issue of the source has been tackled and identified thanks to Arcilla and his NIGS team. Since the issue has been identified, I hope that the government will response and give report to the public on how they will tackle the root cause of the problems arising from this. We already spent so much so much for this (and still counting).Let us make up for all the losses and turn them to gain by making this as an educational tool for our engineers and students to increase their competency, enhancing government processes etc... Let us unite, go Pacquiao! This is an engineering problem that requires engineering solution; not political that is full of talking and media publicity.

You are right yhebo,as per my analysis on the system the line has no shut off valve, flow meter to monitor if there is such changes regarding the flow of the liqiud on the system, they need also to place a shut off valve since our country is prone for earthquake.usually the line is easy to repair using the swagelining technique's..The team of FDIC need some seminars and training for leak detection and course they need to invest for the equipments.Please set aside the political issue here we the Engineers of the Philippines need to share our experienced on how to solve this kind of problem.. If they need my technical knowhow regarding the technique's I'm willing to make the necessary design just for the sake of all those people affected by this incident..2M USD for the leak detection is huge...The Engineers of NT Middle East probably they forgot to do some sounding test @ evey 5m strip along the pipeline where there is a purported leak.....I salute our own Engineers from UP for a good Job... Maraming Salamat Po.

Media always keep waiting for such news and start criticizing the governments and public servants. I think media work is to focus the news after that whole work is about engineers.
