(Following is the transcript of the segment “Analysis by Winnie Monsod” which aired on News on Q on October 13, 2009. Prof. Winnie Monsod is the resident analyst of New on Q which airs weeknights at 9:30 p.m. on Q Channel 11.)
A book entitled “40 Centuries of Wage and Price Controls” traces price control attempts from as far back as to the Old Testament of the Bible, to the Code of Hammurabi, to the Roman Republic and Empire, to medieval Europe, to the first centuries of the USA and Canada, to the French Revolution, the 19th century, world wars I and II, the Nazis, the Soviets, including rent controls in the US in the 1970s under Nixon and Carter. The Philippines is no exception. Republic Act 4164, which was passed during the Commonwealth Era, aimed to prevent excessive price increases after public calamities – which is exactly what this government is attempting to do at present, after the ravages of Ondoy and Pepeng. Both typhoons have damaged regions that account for over 60 percent of the country's GDP, over 40 percent of our agricultural production, and close to 40 percent of our rice production. What do the lessons of history tell us? Have price controls over 40 centuries been successful in achieving the objective of ensuring that the poor get their basic commodities at reasonable or affordable prices? The answer, unfortunately, is a big fat no, whether for the Philippines or anywhere else in the world. In fact, the complete title of the book is: “40 Centuries of wage and price controls: How Not to Fight Inflation." Not only did imposing controls not work, they also caused additional damage, such as continued shortages and crime, and the encouragement of corrupt practices. Let us explain once again, using a market demand and supply curve to illustrate the issue. Suppose that the demand and supply for a basic commodity, say rice, are balanced at the current price, and that the government then fixes a lower maximum price. The quantity of rice supply will decrease because the producers – whose costs are higher than the maximum price – cannot, of course, be forced to sell their products at a loss. In the meantime, the quantity demanded will increase. The result will be an excess in demand. The problem will be: how are you going to allocate the limited supply to those who want to buy? Obviously, not all who want to buy will be lucky enough to purchase the rice at the lower price – those who are ahead of the long queues, those who have connections with the sellers (maybe long-time customers), and of course, those who are willing to pay a little cash on the side. The creation and operation of black markets would be next. Or government could issue ration coupons, which will require additional bureaucracy with, of course, the incentives for corruption or "patronage politics" coming to the fore. This essentially means that the poor, marginalized, and unconnected are not going to be among the lucky ones. On the part of the suppliers, the imposition of price controls provide incentives to evade those controls. One of the simplest forms of evasion is quality deterioration. In the Philippines, when there were price controls on paper, the quality of notebook paper and pad paper was so bad that you could not use both sides of a sheet of paper because the ink on one side would show on the other side. Newsprint was the same way – anyone reading the newspapers had to wash their hands because the inkprint would come off onto their hands. Of course, the excuse for price controls is that they are temporary, and will last only a very short time. But again, history does not back up that claim. If price controls are not the solution, what alternatives are there to make sure the poor are really being helped through hard times? For one, one can have a program targeted specifically at the poor instead of general price controls. Last year, when the price of rice was spiraling up, the [Department of Social Welfare and Development] had already identified households that comprised the "core poor" or the "food poor." Why not build on that? And have the government purchase basic commodities, either here or from abroad, and allow the poor to use their cards to qualify them to buy these commodities at subsidized prices? That way, the price system is allowed to work, there will be less distortion in the allocation of resources, and the poor are at least assured of access to food at prices they can afford. Trackbacks

The price control system will not apply in a country like ours which is fundamentally working under the competitive type of economy where basically current price of commodities in the market is dictated by the natural law of supply and demand. Price control law is a communistic approach to economic management, designed under the guise of protecting the interest of the poor. True to what is being claimed here, its implementation would only motivate entrepreneurs to think of selling a vey low quality products priced in compliance with the price controlled level, all to the disadvantage of the general public, particularly the less fortunate members of our economy. For me, nothing replaces an economic system that is purely democratic in nature, except in certain cases like monopoly where our government must enter into the price control system
Your response made sense until you started using the term 'communistic' - a red scare, propagandist term good wich are only for those living in a Cold War mindset. There is sufficient longer term economic logic on the cons of price control to counter the short term benefits of such a move. Red scared zealot arguments are less credible. - DLSU Professor
One reason why locals (same with us, expats) have Iqama (ID) in this kingdom is to identify the social status, rich or indigent, educated or not, good citizen or not, doctor or not, engineer or not, etc etc; and in times of calamity or any social disturbances, the government can identify solutions immediately, and in many cases, the ID did not failed them.
Same is true, if we had implemented the National ID systems same as in this kingdom, we could have identified the "core poor"/"food poor" the direction of the relief efforts, price control, allocation of government funds, social problems, etc etc....and no more pork barrel. And its not limited there, we could have identified the criminals, the people with unknown sources of wealth, terrorist, non-filipinos, single-mothers?... I agree. However, leftist (and even People with Marcos-Era mindset) thinks that it will be used by the government to spy on them.

Your argument is superficial and your economics are faulty. In terms of price controls, rationing in Britain during World War Two was essential for the war effort and worked very well. Your argument against prices and incomes policies are both false and well-worn however, as they presuppose that unbrideled market forces and capitalism are the answer to poverty and shortage of basic goods to the majority of the population, when infact, they are part of the problem. Needless to say that your arguments have always been rehearsed over and over again by those who control the economy. In fact, all of the things you mention which you say will happen as a result of price controls are common place in the Philippines now. As for your alternative policy of restricted price control via coupons, this simply begs the prior question of, who are the "core poor", and in fact is not in any fundamental way economically different than any other form of price control. For one thing, after identifying the "core poor", you will soon find that just about anyone who can't afford to live in places like Makati, Forbes Park and the like, would qualify and just as much open to corruption as any other scheme. The problem in the Philippines is not prices of goods, but massive disparity in income and wealth caused by the fact that about four families own 80% of the economy and make sure that they keep control by controlling the political system and the media. To remedy this, as a start, I suggest the following. 1. Tax the rich at 97% of their income (this worked very well in England until a thriving middle class, which you don't have in the Philippines, was allowed to emerge); 2. Get rid of the senate and the Presidecy and replace it with a parliamentary system not based on personalities but political parties who have to be accountable to real people in barangays and who can dump them if they perform badly in government. As it stands now, anyone with money can get elected to the senate, particularly if they represent one of the rich and powerful families who own the Philippines. Who could possibly imagine someone standing for Parliament in England and seriously trying to be elected on the slogen: 'my sister is the host of "Deal or no deal, and my mother's just died"'?; 3. Get rid of the present constitution of which its only purpose is to maintain the semi- feudal society in the Philippines, thus keeping the poor in 'their place' and the rich with their wealth and power. Introduce real competition into the Philippines to blow away the monopolies of the ruling families, thus at the same time introducing massive influxes of foreign capital and investment which will create real jobs; that is, jobs with with a decent salary for ALL Filipinos so that they can live a comfortable life without segragated price controls designed to offer crumbs from the tables of the rich families, while the latter's kin are campaigning for the senate and the Presidecy in order to make sure that the crumbs are never turned into more equal distribution of wealth. Gee Patrick, you seem to be one smart fella... managing to solve the country's problems in just one long paragraph.
If only your examples were applicable to the Philippine setting. Oh, and do you want to see a preview of what a Philippine parliament would look like? Imagine Congress... without the Senate and just the House of Representatives. Oh, and tax the rich by 97% What makes you think that they will stick around for that? Nicely said Uzisero. In my opinion at least, winnie's idea could be easily executed and implemented not compared to your utopian dream. my 2 cents. I appreciate your concerns and suggestions for the Philippines, however your suggestion no. 1 to tax the rich by 97% is not possible as you cannot implement it without a law otherwise this will be dictatorial, undemocratic and unfair. The Senate and/or the House of the Representatives are the "Legislative" part of the Philippine Government and unfortunately DOMINATED BY THE RICH and/or members are working for the rich. How generous of them if they will pass a law to tax themselves by 97%.
I wish we can have your suggestion no. 2 implemented, specially removing the senate and the house of the representatives who are just wasting our money in their daily and neverending mud slinging activities. However, it is almost impossible here that the Prime ministers and ministers will be coming from the poor sectors. It seems irreversible here that the poor will be the one controlling the rich. What will replace the present constitution? A constitution that will favor foreign companies that will keep the poor in 'their place?' A constitution that will introduce massive influxes of foreign capital and investments that in disguise creating "DECENT" jobs. This is killing the poor instead as we are controlled by foreigners. I wish we can stand alone and have our own companies here exporting our own products and not importing goods. In that way we can say that we can have "REAL DECENT JOBS." If ever there will be a new constitution, that surely be for the rich disguising as poor man's charter. The poor has no chance of making a law here in the Philippines not even in a dream. Philippines has many problems to solve as well as Britain and other countries. Not all solutions however will be applicable and/or effective to all as there are different circumstances to consider. It will take time and hardwork. The problem of the Philippines are the Filipinos itself. If each and everyone of us are willing & committed wholeheartedly to change for good, from the President down to the simple citizen, then that would ensure genuine change for the better. For now price control by the govt. is badly needed to help the poor and the victims of the typhoons. Filipino's need an urgent solution for the current problems.

Price Control and Price Manipulation are two different animals...to control price Manipulation by unscrupulous traders to create demand and artificially create "shortages" during emergencies thereby necessitate mandatory Price Control is different from Price Control per se that doesn't Work in Normal Times..what is happening in the Philippines in times like now in not Normal Times and Controlling Price Will Work duration of Emergency. And this is the Time that Responsible Authorities may declare and exercise Estra Judicial power to impose Price Control...it worked during the Sars Crisis where not a single store or supplier raised the prices of their Masks or other "Virus or Bacteria" fighting merchandise, duration of the Crisis...it does work, Ms Monsod, I doubt if anything will ever work in the Philippines though...
i´d believed "price control" has its advantage and disadvantages to the consumers and the manufacturers,as well as to the gov´t and to its country´s coffer.
isa lang masasabi,ko magmahal o hindi ang apektado ng mataas na presyo ang mga mahihirap dahil hindi na nila mabibili ang mga bagay na gusto nilang bilhin dahil sa mataas na presyo nito,ang mga mayaman may mga pera yan at laging may perang pambili kaya kawawa talaga mga taong walang permanenteng trabaho,walang buwanan suweldo at lalong-lalo na ang mga taong mahirap pa sa daga. kaya tama rin si madam Winnie dapat ang gawin na lang ng gobyerno magtayo ng tindahan para sa mga mahirap kung saan ang presyo ay abot kaya ng mga mahihirap at hayaan ang mga mayaman mamili sa pangmayaman kung saan mga mayaman lang ang pwedeng maka-afford ng presyo. doon madali maregulate ng gobyerno kung tama ang presyong pinapatong ng mga negosyante at dapat bawat paninda may presyong nakasaad para hindi nalilinlang mga mamimili. The thing is the general price control. What Mareng Winnie means is that the ones who are not targeted to be helped by this will abuse this. They will buy in huge quantities (hoarding) and then change the flow of the demand-supply. Tama si Mareng Winnie. Hindi masyadong makikinabang yung mga mahihirap talaga diyan. It will all end up in the same direction, prices up because of excessive quantity demand.
I dont think it's a good idea putting up shops for the poor & another for the rich. No doubt the poor end up eating double dead meats or out of date foods. These things are imminent in a third world country. Where's the equality?????

I would be interested how the DSWD came up with identifying the core poor and/or food poor list of households. If this list is existing, this could be very useful in establishing food banks. Ms. Monsod, do you if this list is ready, updated? I might have a use for it, soon or in the future. I applaud your idea in regards to food banks...yes it works for so many years in Canada, particularly in Big Metopolis such as Toronto...But, we must take note that Food Banks are not meant to be a Primary Source of Daily Bread for our Poor and Low Income and Social Recipients (the Disabled and non-working Single moms and Unemployed)but a Supplement so they can use some of their social assistance to other Basic such as entertainment, clothing, transportation, etc...but Still there are Many Well-to-Do Middle Income individuals in the Philippines..granting there is a comprehensive identifications (our is easilly done by their income Tax Returns) of the core Poor that need the assistance, the Food Banks is One Great Idea...large Grocery Store can participate in the program...
MRS. MONSOD IS CORRECT. BUT TO FIGHT INFLATION DIRECTLY, IT'S ACTUALLY VERY SIMPLE BECAUSE THESE CONDITIONS, CAUSED BY MAN OR NATURE...THEY'RE ALL TEMPORARY. THOUGH IT MAY SEEM LONG FOR THE POOR. SO WHAT'S THE REAL SOLUTION? WELL...
THE REAL ANTIDOTE FOR HIGH PRICES IS HIGH PRICES. THE PRICE OF ANY INFLATION CAN ONLY GO UP SO HIGH. SUPPLY WILL INCREASE VS DEMAND BECAUSE NO ONE CAN AFFORD TO BUY. THEREFORE, PRICES HAVE NO WHERE TO GO BUT DOWN. I agree that imposition of price control breeds quality deterioration. It also discourages fair competition in the market.
Almost similar to what Prof. Winnie suggested, a food coupon program for the poor will help them purchase goods at subsidized prices. However, the poor will buy from the same places or stores where the rich shops. The government does not need to buy or import products specifically for the poor. The poor will buy the goods at the merchant's general price, discounted by the amount of their coupons. The merchant will then redeem the used coupons from the government. Of course, elibility criteria and guidelines need to be set up to qualify for the food coupons. #2 USA-United Saudi Arabia
Tama lang na magkaroon ng ID system sa lahat ng Pinoy..malaking bagay talaga ang ID at napaka lawak ng pakinabang sa lahat ng transaksiyon maging sa pagkaka kilanlan sa isang tao..kung may ID ay madaling malalaman ang mga mayayamang pamilya at mahihirap na pamilya..at maging sa mga kriminal at hindi taga Pinas ay madaling malalaman.. The problem w/ us is: we focus much on the problem but we never realized the purpose of the problem. Did we spend time asking the Lord why these things happened to our country? Idol!!! Ma'am winnie very well said. Di natin kailangan ang price control. Bakit di na lang maglabas kaagad ng pondo ang gobyerno para sa calamity? Kung election nga nakakagastos ng limpak limpak na salapi, bakit ngayon walang perang lumalabas bilang tulong sa mga nasalanta ng Bagyo. kung sa 1 milyong pilipino na nasalanta ng bagyo, pagbibigyan ng gobyerno ng tig 1,000 pesos ang suma total ay 1 Billion pesos or 22 million dollars. Panis iyan kung ikukumpara sa mga ginagasta ng ating mga opisyales ng gobyerno. Ang kaso mas malaki pa ang nakukuhang tulong ng mga nasalanta sa mga private institutions gaya ng GMA na nagtala ng halos 100,000,000 pesos na donations sa mga private citizens.

The RP has an established policy to import foreign rice as a primary means of supply. They followed the UN's recommendation to do so. So how would price controls affect the importers? Would the govt then step in and subsidize? This problem is a little more dynamic because supply is heavily weighted on imports. If you sum up the idea of Ms. Monsod, simple lang. Una, sinasabi nya na hindi pwede at hindi maaring mangyari. Sumunod, sabi nya ganito ang solusyon, pwede pala...Ano po ba talaga tita? In fairness, magulo ha?
Lets look at the ID SYSTEM; I worked before for an electric cooperative, our main job is to gather data from Sub-Station up to the end consumer. Part of the Distribution Systems Loss(A Republic Act BLAH..BLAH..BLAH), managed/supervised by NEA. And the fund comes from the cooperative’s offset budget annually. Now, if the DILG will create the same “scenario”, making it into a law the data gathering of personal identity of each citizen by the LGU, siguro mapadali ang ID System natin. We will not be spending that much, it will directly create jobs, and in 5 years max, we can have concrete data of people in each municipality, provincial, and national government, plus their ID’s This data can now be utilized to allocate budgets, relief goods distribution control; control for, goods and services, the safety and security of citizens, reduce drugs trafficking, mga anak sa labas na kelangang masustentuhan…..Ayaw din nating yung lasenggo s kalye sa hatinggabi na humihiyaw…prostitution…mga taong pumuga sa bilangguan. We have nothing to fear, as long as we are law abiding citizens. ISA PA!!! Sawa na rin ako sa FOREYNERS na nagbibigay ng suggestions (at sinusunod naman ng gobyerno natin). Kalimitan kasi, gusto nilang magaya sila. Samantala, hindi naman applicable sa local setting natin. PROMISE LAST NA!!!Tignan mo ha? Bakit hindi tayo gumawa ng batas na kung saan lahat ng public officials, government employees, and media people ay kaylangang gamitin ang national dress natin? Yes you are right, price control is not going to work. What then? When one deals with a problem one should look first at the root of the problem. As in this case of helping the poor, temporary aiding and helping measures can be done( let us forget first the root of the problem which is corruption and mismanagement and misgovernance which created this tremendous poverty). The poor can be aided to buy basic commodities at a lower price with the combined help of the church and the government. Its now time the church should get involved in the practical aspects of lending a helping hand rather than wordly and prayerly deeds. The church can help identify, segregate the real poor and open their spaces as to would be stores for subsidized commodities. Of course the well to do and the rich wouldnt have the kapalmuks courage to register to their respective dioceses as poor and avail themselves of the poor identification status. Its up to the church and the government to come up with what income ceiling to be categorized as poor. The government in its part can help by tax exempting goods that will be sold in such stores. Mis printed or wrongly labeled products from manufacturers locally can be donated by companies in exchange of tax deductions. Definitely with this system price can be reduced, This is just a suggestion for an eye opener in dealing with prices for the poor.

The poor's standard of living here is far comfortable than what the poor we have. We Pinoys have lots of good ideas but the kind of leadership we have is outwardly beauty-concious. Their govt. makes nice shelters for them like a multi-storied apartments. Why should they settle for cardboard boxes when they can plead the govt. to make houses for them? Of course not everyone will be given a house if you can afford to have a decent one. I wouldn't post it here if it's not a generalized fact, it will only make my comment too long.
