(Following is the transcript of the segment "Analysis by Winnie Monsod" which aired on News on Q on August 14, 2009. Prof. Winnie Monsod is the resident analyst of News on Q which airs weeknights at 9:30 p.m. on Q Channel 11.)
There is no question that cheaper and quality medicines for the Filipino people are a consummation devoutly to be wished, and the enactment into law of RA 9502 in June 2008 is certainly an accomplishment of this administration. Chapter 3 of RA 9502 deals with the price regulation of drugs and medicines, giving power to the President to impose, upon the recommendation of the Secretary of Health, these maximum retail prices. This was supposed to be a last resort, to be taken only if the pharmaceutical companies refuse to voluntarily reduce the prices of very important drugs and medicines, which studies had shown to be highly overpriced in the Philippines, compared with the prices of the same drugs in various countries in Asia, including Thailand, Taiwan, Malaysia and India. But, the drug companies made no move to reduce their prices, and only did so when it was clear that the DOH meant business. But their response came so late, and they dragged their feet so much that President Arroyo went ahead and signed the executive order imposing maximum retail prices on 5 medicines Maybe, my threshold of satisfaction is too high. But, I don't see why cutting the prices of certain medicines by fifty percent should be considered such an achievement by our health officials. Why? Well, some of those medicines cost in the Philippines ten times what they cost elsewhere. So, why should I be happy if they now cost 5 times what they cost elsewhere? It is therefore sincerely to be hoped that these drug companies are forced to bring their prices down some more – not by law or fiat – but by making the local market, dominated by multinational companies, a contestable one; which means, by the exercise of parallel importations, where the cheaper, same quality goods are imported from abroad. The government should show the way by making these parallel importations, so that the companies are forced to bring down their prices some more than that, or lose their share of the market. And while we are on the subject, the Private Hospitals Association of the Philippines has threatened to declare a "hospital holiday," where they will only accept emergency cases, unless the government gives them more time to sell their inventory of medicines, bought at the old prices, before having to cut their prices. They claim that they are facing financial losses that will force them to retrench their employees or even close down. That is nothing more than blackmail. This seems to be a favorite ploy of the PHAP to get what they want, because they threatened the same thing about two years ago. It is irresponsible and unwarranted. Irresponsible, because it jeopardizes the health and well-being of citizens, and it is unwarranted because: (a) these hospitals knew since June of 2008, when the bill was passed into law, that maximum retail prices could be imposed and they should have been planning ahead on their inventories since then (b) they were in on the consultations that were being conducted by the DOH and never said a word, and (c) it is impossible that they have such large inventories of costly medicines Why? No hospital worth its salt would tie its money down on large medicine inventories, particularly when, the turnaround time between order and delivery is only 24 hours! In any case, I challenge the members of the Private Hospitals Association of the Philippines to open their books for audit by the COA or certified public accountants from the NGO community, who can then attest to the accuracy or inaccuracy of their claims. Stupid!!! Haaaay! Mr King kasalanan kasi ni Mam Winnie dapat tinagalog na lang nya para naintindihan mo, sana mag isip ka naman bago ka nagkomento and even kahit tumakbo o natalo sya sa pagka senador wala ka ng pakialam dun at least she tried her best.

I hope the government can do something to control the prices of medicine and not be threatened by anyone who is trying to do business only but not their duty. HOPELESS. My friend could have had a longer life if this high priced medicines were at its HONEST PRICE. Matagal ng problema ang presyo ng pamilihan ng gamot sa buong Pilipinas panahon pa ito ng mga naunang Presidente at bakit itong si Winnie ang nakikita kang lagi ay Si Gloriya gayong ito ay matagal ng problema..talagang masama ang loob ni Winnie at ang GMA kay Gloriya..lahat nalang ng hindi dapat palakihing problema ay pinapalaki..gayong iyong mga nakaraang Presidente ay hindi niya nababangit..

Tama ka sa puna mo sa kanila dahil di nga naman tama yung reason nila na malulugi sila sa mga stocks nila.kalokohan yun dahil gusto lang nilang maibenta ang gamot nilang nabili ng mura at ibenta sa pasyente sa presyong gaya ng dati. Its been the country's problem that the multinational drug company have the monopoly (cartel) of the drugs in the Philippines..they have blocked the parallel importation of the same drug from other countries that could have brought the price down to almost 1/3 on like for like drugs..Its the governments job to have an affordable drugs esp. the DOH for the sake of its citizens health.... but they are in the payroll of this cartels.....thats why the commercial is right....BAWAL MAGKASAKIT SA PILIPINAS...
and why cant we do what other countries are doing...the government is subserdizing the price of drugs...you pay half of the amount of the medicine and the government pay the rest....this is beneficial for the lower class.. but then again wala ng makukurakot ang mga buwaya na nakapwesto sa gobyerno... Magandang Gabi Araw mga kababayang Pilipino.
The reason behind why the medicine in Philippines is so expensive dahil lahat yata ng mga pagawaan ng gamot ay nagalisan na sa Pilipinas.(eg.Astra). -Reason why they are living, Cost of energy, palaging brown out. One more thing our health care plan in Phlippines is poor, Nagbabayad tayo ng contribution sa Philihealth di naman natin magamit, magamit mo man ang daming hocus focus ng mga Hospital at Pharmacy sa atin. Dito sa Japan I'm just only paying 30% for the cost of Hospitalization and medicine just to show your valid health card. What we need in the Philipines is a good system,Wag iboto ang mga taong di naman karapat dapat na maglingkod sa bayan. Just focus on the next election kahit magingay tayo ngayon walang ng mangyayari sa atin dahil nakalipas na at lugmok na nag bayan sa utang, naway imulat natin ngayon at ating mga mata at isipan kung sino ba ang dapat mamuno sa Inang bayan ng walang sariling inisip kung hindi papano maibalik ang lumipas at kumupas na nining ng Perlas ng Silanganan na siyang naging gabay natin para sa ikakaunlad ng bayan. Wag na po tayung mgabangayan at magbigay ng mga salitang di naman nakaktulong sa atin naway tayuy magkaisa tungo sa ikakaunlad ng bayan. Unity is the best weapon for one country. I really love it seeing Ms. Monsod giving her commentary about issues affecting our government now.
For you guys who keeps on quarrellings about what Prof. Monsod has written, I would like to ask you a question which goes this way, "What are you doing in this blog site then?". If you are a real open-minded guy who opened this site for information about views (remember that blogs were made for opinions and commentaries) then you're on the right track. If you are then in this site with just the fact that you like to see how senseless you are, then go laugh at yourself now. Please be respectful for people giving opinions. Not all people you meet have the same opinion as yours. Sorry but I don't buy PHAP's cr*p. Everybody in the retail/trade know that impending price rollbacks are shouldered by the supplier, not by the retailer. Thus, if there are price rollbacks, the manufacturer gives the retailer the lost income.
All profit margins extended to the retailer and are pre-arranged with the manufacturer. What the drugstores/private hospitals don't want to do is share the decrease in the margins with the manufacturers since 50% is really big a cut. GREED GREED GREED. Tama yan..dapat mas mababa pa ang mga price ng mga gamot sa atin bansa. Sinasabi ng mga drug company na yan na malulugi sila,, wasted..malaking kasinungalingan...mas mura e di mas maramin na bibili..kung P1 ang ang kita nila kada isang gamot at kung million naman ang bibili e di kikita pa rin..Mahirap na bisyo talaga ung GREED,
Pareng Winnie hindi mo ba nakikita ang the other side of the barya, na kapag nag lobby itong mga pharmaceutical and medicine sa kanilang ninanais makamit sa konsumer sino ba ang kanilang nilalapitan. Katakot takot po na pabuya sa ating mga bureaucrat sa gobyerno. Samantalang itong ating mga government official eh sa Amerika nagpapagamut. Saan ba naggaling ang pera meron ba silang health insurance sa america.
Maraming bansa sa asya meron silang parang universal healthcare para sa mamayang mahihirap. Meron ba tayo, kung meron man marami yatang namamatay sa simpleng kapansanan. Ibig sabihin kahit sa murang midisina hindi pa rin sapat ang sakripisyo at hinanakit ng mga mahirap. Murang medisina ay hindi pa rin sapat, dapat murang hospitalization pati. Nasaan ang pera na laan para sa PGH mukhang mapuputulan ng tubig at kuryente ang ospital. 'tang na pati health care benifit ng mamamayan kinurakut, next time puso ng healthy na pasyente nanakawin ng kurap na opisyal. Dapat I like Mareng Winnie's commentaries. She always makes it a point to view both sides---a real professor. She's one of those persons on TV that I listen to whenever they make commentaries. And i don't criticise her if had said something against my belief. She's credible for me.
Anyway, may I suggest that we refrain from attacking the blogger or anybody else personally because of what he/she has said. Let's stick to the topic being discussed. Everybody is free to voice out what they think is right and bad.
This blog site is meant for those who have somethings to say and opine. So, every single opinion is supposed to be welcomed. There comes a lot of different kinds of observations, ideas, and opinions coming from different individuals. In this light, we are not supposed to limit or judge anyone's opinion. May it be against ma'am Winnie or about the issue. After all, it's what they or we believe. However then, here is the thing - everyone is accountable for what he or she says or said. I agree with Ms. Winnie about parallel importation of affordable medicines so that ordinary people can purchase the medicines they need. I have hypertension and I'm taking pritor as advised by my doctor, I get 50% off if I buy it in Mercury drug by just presenting the discount card. I was happy when I heard that the government is cutting the prices to half hoping that it would lower down the price to around 25% of previous price (50% of 50%). Then a couple of days ago I received a text message saying I no longer need the discount card to purchase the medicine at half the price. That stinks right?

Comment: PITC, (since the time of Obet Pagdanganan have done that), but it is NOT effective because the mother company of MNCs have ordered their branches from other countries NOT to sell beyond their area operation. hendi ako bayaran ha at lalong hendi ako nagpapabayad.lahat nalang yatang genawang tama ne gma male or may kulang,kapag wala naman genawa sabehen walang kwentang pangulo hay ewan ko penoy.big deal talaga ang 1m pesos na fine denner daw.deto sa europe if you go 5 star restaurant you pay for 2 person not below 2thou euro thats enclud with champain,bodo or shato wine, elan ba selang nag denner i dont think 1m pesos for 15 or more poeple is luxos.
its almost 1 year i pay 450 euro a month for my health insurance, if mag kasaket then ang babayaran molang below 2500 euro walang repond from my health insurance.last year i got 2 times fever that was winter time deko seguro na kayana ang labeg its my 2 second winter time here, last winter napaka lamet at ang haba pa. i pay 200 per check home service plus gamot ang mahal then, i try to look another health insurance na mas morai feel sayang ang benabayad ko every month.
kudos mareng winnie! as a doctor whose advocacy is primary health care and universal health care, i find your blog article timely (pwede pa nga pong timeless), true and inspiring.
drugs should never cost too much. health is a right. it is recognized as such in the declaration of human rights (of which practically all nations are a signatory), the WHO constitution and our very own philippine constitution. i believe that this is one of the underlying reasons why healthcare (in virtually all its aspects, hindi lang sa pharmaceuticals) cost TOO much, effectively denying MAJORITY of the people from receiving such a RIGHT. governments, transnationals, HMOs, pharmaceuticals, etc consider health as a commodity THAT CAN BE PROFITED from. as long as this is the framework that our governments, agencies and institutions operate on, health care WILL REMAIN EXPENSIVE. what we need is radical reform. HEALTH IS A RIGHT AND SHOULD BE REGARDED AS THUS. HEALTH FOR ALL! |
