The widespread violation of rights of domestic helpers in the Philippines, the non-enforcement of wage laws, and the dismal living conditions of many -- that's the real outrage. But lawmakers would rather fulminate against a columnist in Hong Kong.
Chip Tsao finally apologized for saying what many in Hong Kong already believe, that the Philippines is a "nation of servants." Surely that is an exaggeration, since I know many Filipinos who are not servants. But if you lived in Hong Kong, never stepped on our shores, and have a simple mind, that is an easy conclusion to make, since over 100,000 Filipinos in Hong Kong are indeed servants, and on Sundays when tens of thousands of them gather in public parks it could seem that Pinay domestic helpers are taking over the city. Imagine all of them wanting to strangle Tsao for his sneering remark. So his apology was in his self-interest, especially since he himself has a Pinay in his household who can easily plant red ants in his underwear. Once the outrage subsides, our incensed officialdom must know that the truth hurts. If it is Philippine government policy to encourage millions to leave and work overseas, many of them as servants, then Tsao's artless notion is what much of the rest of the world is going to think. Despite one man's public scorn, Hong Kong is actually a better place than the Philippines for Filipino servants. It has high compliance with a minimum wage law even for foreigners, a labor tribunal that addresses complaints against employers, a legal obligation by employers to pay for medical care, and one day off a week required by law -- safeguards that are absent in their country of origin. A few notable regulations regarding the employment of foreign domestic helpers include: Employers' requirements and obligations - a household income of at least HK$15,000 per month for each foreign domestic helper employed; - a levy of HK$9,600 for employing a foreign domestic helper, for the duration of a 2-year contract; - payment of a monthly salary of no less than the minimum allowable wage set by the government. Helpers' rights and obligations - required to only perform the domestic duties outlined in the employment contract. - not allowed or required to take up any other employment with any other employer during the effective period of the contract; - required to work and live in the employer's place of residence, and to be provided with suitable living accommodation with reasonable privacy; - entitled to one "rest day" every week, with the rest day being a continuous period of not less than 24 hours According to an employment web site: Aside from their monthly salary, Hong Kong domestic helpers are also entitled to a one day off every week, a food allowance of not less than HK$ 500 or US$ 65, medical and dental services, and leave pay when they are sick. They should also be given a seven-day paid vacation leave when they have already completed one year of service. In the wake of the Tsao controversy, my friend Alan Robles circulated the Arab News clipping below, published last year before its text made the egroups rounds. Only those who look down on servants and/or treat them badly would be offended. Don't government officials call themselves servants of the people? Don't high officials of the Church call themselves servants of the Lord? So what's so wrong about being a servant of other people? Ever read East of Eden and Steinbeck's eloquent account of why one of the most compelling characters of the novel is a servant (despite his many rare and marketable qualities)?
I think our export of nurses, caregivers and "servants" is a testament to our caring as a people. Well doing a servitude duty to other countries like Hongkong might be the only possible issue can be use against the Filipinos, but actually Philippines Government should focus on giving the Balik Bayans a chance to have office skills, trainings (business skills, or likewise) to shift to another high paying jobs worldwide, blue collar jobs as well as white collar jobs should implies to all Balik-Bayan. In the US Navy mostly Filipinos are in the service for the USA well it doesn't mean we Filipinos are slaves or servants by the USA? we are giving our contributions to the world by means of manpowers, skills etc..The bastard chinese (Mr. Chao) who commented that Filipinos can't in any matter to have the rights for the Spratly issues is basically out of context. Mr. Chao made an uncorrected insults not to the Filipinos working in Hongkong but to the present administration of Arroyo. Political motives of Mr. Chao aren't for the red China but, for himself only and his magazine circulations. And he is against the Arroyo government for the Baseline Law passed by the Philippine Congress just months ago. Now if I were the Philippine Administrator I would make a better life for the 90 million Filipinos rather than embattling with one person Mr. Chao. Let's make a change for the Philippines once and for all for the survival of the people and this Nation we are too far behind now.
Hey, guys in the United States we heard in the news about the US policy against Mexican immigrants who crossed the US border without legal papers. Did you know that 90% of Mexicans are working in the farmlands, constructions, small paying jobs like house cleaners, janitors etc..in the USA. And they showed numbers and voices to the US immigration laws, and what happened they got their rights. They were also insults and discriminated like the Filipinos today but at the end US government realizes their contributions to the US economy. So, Filipinos should also shows numbers, voices, and legal tactics to prevent any stone throwing slur against Filipinos. Filipinos are all smarts and affectionate, we should take care of each other like the Jewish people/Israelis, and like the Americans for their fellows. In other words, I have to sacrifice my position and profession. Sa ngayon, hindi ako makahanap ng job. It takes us four months just to comply with all your requirements just to prove to all of you (CONSUL) that we have strong ties to go back with our home town (Philippines) but what do you do (CONSUL)? With my girlfriend experience you don’t even mind asking something to her proving that she has strong ties with our country. Do you know (CONSUL) how much money we are spending just to have an interview in front of you? Do you know what? It cost us $131 for the interview proper plus $10 for the appointment proper and the money we have save and prepare for the last four months just to prove to you (CONSUL) the we have adequate funds for her business trip. Do you think that we are rich that we always have that kind of money and ending up just asking that ARE YOU MARRIED? DO YOU HAVE CHILDREN? Do you know (CONSUL) how to read? It clear state there in the DS-156 form that she is SINGLE it just a factual outline that you don’t even mind READ the forms submitted to you before interviewing a person! ARE THEY BLIND? IS BEING SINGLE A BIG OFFENSE TO ALL OF YOU (CONSUL)? Does she have to get married first and have children before she can enter to your country just to have a business conference to practice her rights as a member of an American organization in your country? However, he showed guts in going to the RP consulate and apologizing to the very people he offended. Sincere or not, at the very least he knew how to properly apologize. Dito sa Pilipinas, karamihan sa mga politiko, artista, bayarang media, etc. hindi marunong humingi ng paumanhin sa mga kasalanan , kasinungalingan, at kabulastugan nila. Deadma lang. The problem with us Filipinos is that we are all opinionated. Masyado tayong bilib sa ating mga sarili to the point that we don't listen to the opinion of others, kasi ayaw natin malamangan. We create laws only to find a way on how to go around it. Ginagawa nating mga tanga ang sarili natin cause we think we have out everyone or the law. Only few of us has love for our country. So let's not complain about naming us servants or country of servants because this is what we project to the world. This is better than being named as the most corrupt country in the world.
If we want to be respected by other race, we should respect ourselves first and our country. And if we want change it should start from us (individuals) not from others or from our government. Let us leave the crab mentality in us so we could move forward as a race and us a nation. There are poorer countries in the world that do not send their people to become maids in other countries.
This work as a maid mentality has become so ingrained in the mentality of our people that even teachers , engineers , nurses and others accept the job like its the only job in the world. So easy to get into but so hard to do. Now we are whining about what others think of us. You can not blame them. Why are the poorer countries surviving without sending their women to slave work for other nations ? Where is the dignity of Filipinos ? Your protests rings so hollow since we are the biggest source of servants. Stop the practice and then you protest. Good comment so far. Ang sitwasyon ng ating bansa sa ngayon ay reflection ng ating lipunan at klase ng pagmamanage ng gobyerno sa loob ng 5 dekadang nagdaan. Kung ano mang positibong pagbabago na ating hinahangad ay di natin kayang maisakatuparan sa napakaikling panahon lamang. Sa aking opinyon kagaya sa karanasan ng S. Korea, kailangan natin ng 10 o 15 taon para lang magkaroon ng magandang ekonomiya. Iyan ay kung walang korupsyon, matitinding kalamidad, coup d'etat, insureksyon, political scandal, abusayaf at mga welgang magpaparalisa sa produksyon na siyang malalaking hadlang sa hinahangad nating pagbabago ng ekonomiya. Tayong mamamayan- gusto nating magkatrabaho dito sa atin pero in reality di naman natin sinusuportahan ang produktong gawa sa atin. Wala tayong malalaking industriya na siyang maaaring makapagbigay ng trabaho sa atin gaya ng produksyon ng kotse, barko, eroplano etc. Kung meron man e puro mga dayuhang pangalan pa rin. Ano ang kaibahan ni Sarao ng Pilipinas sa Hyundai at Daewoo ng S.Korea....Bagamat namayagpag si Sarao pagkatapos ng WW2 pero nanatiling ganun pa rin ang disenyo ng jeep eversince, walang pagbabago maliban lang sa pintura,haba ng kaha at surplus na makinang kinakabit. Samantalang ang mga Koreano eh dinivelop pa nila ang pwede nilang gawin mula sa simpleng sasakyan, sa ngayon namamayagpag sila sa produkyon ng mga kotse, barko, heavy equipment, at construction na siyang nagbigay ng trabaho sa mga tao nila. Pero ito ang tutuo......nuong panahong kritikal silang nagsisimula. Ang gobyerno ng S.Korea ang siyang nangunguna sa pagsuporta at pagtangkilik ng mga produkto ng mga kumpanya nila at pagkatapos ang mamamayang Koreano ang mga sumunod na namimili. Filipino domestic helpers in HK are relatively better paid that other DH elsewhere (Middle East, Taiwan, Singapore) I seldom hear news about domestic helpers physically abused by employers and many support groups provide assistance to unfortunate kababayans (sick, terminated, accused of crimes, etc). HK shares the same timezone with the Philippines, so DHs in HK can easily communicate with their families at their convenient time Weekend day offs, paid statutory holiday and insurance are paid for by employers Philippine consulate and labor attache in HK are very supportive of Filipinos in Hong Kong Filipino community in HK is very vibrant; many religious, regional and social groups exist, and cultural shows and sports activities are a common sight during Sundays and public holidays. Celebrities and entertainers also come on a regular basis to stage shows I think Filipino domestic helpers love HK more than they hate it. It's not a perfect place to work but many are happy to work here. They find efficiency in HK that they can't find in the Philippines. Many DH I talked to are not affected by this Chip Tsao article. I wonder why many in the Philippines have such furious reaction. Huwag naman sana tayong agad mapikon. I takes 7 years of continuous residence in HK for a foreigner to be eligible for permanent residence. Unfortunately, no matter how long a Filipino DH works in HK, they are not eligible for permanent residence. Maybe this is a way for the government to control overpopulation of foreigners.

In the first place, government should not encourage people to go abroad to find decent jobs. Dapat sana’y may sapat na trabaho sa Pilipinas nang hindi na sila lumabas pa at mapahamak sa ibang bansa. Maraming dapat sisihin kung bakit kaming mga OFW ay nasa abroad. pero eto na naman tayo parang sisihan sa huli. bakit na lang tayo mabuklod buklod at itaguyod ang minimithi natin pangarap. uuwi na ako sa pinas, dahil sa epekto ng krisis, descriminasyon at tingin ng mga ibang lahi sa atin. malungkot mang sabihin malaki ang suweldo dito sa gitnang silangan kaysa sa pinas. pero uuwi ako na may dalang pagasa na alam kong mahihirapan ako itaguyod ang pamilya pero alam kong sa susunod na henerasyon ay matatamasa nila ang pangarap nating mga filipino. siguro panahon na para tayo naman ang magpayaman sa pinas at itaas ang dangal natin. isa lang sana ang hiling ko, sana ang gobyerno maramdaman nila kung paano maging OFW at sa ganun makilala nila ang kanilang sarili kung ang klaseng pagtingin ng ibang lahi sa kanila.

Some of them doesn't even know how to speak English of Tagalog. Some even doesn't have the necessary permit and working Visa to engage in business. They like here cause Filipino's buy their product. Why don't they just stay in China? Cause its hard to conduct business in their place. Cause why should they come here if they earn much in their place? So in reality Philippines is a good source of 'bread and butter' to these Chinese people. What will happen if Filipino people Boycott all Chinese businesses in the Philippines? What would happen to this Chinese Businessmen? Maybe they will lose some of their income. Maybe some will go bankrupt, then what? They go home to China? What will they do there? What happened after the Melamine scare and now the salmonella on peanut butter, where most of the raw material came from China? Many business in China has closed and many Chinese in China lost their job. Where are they now? They went back to the province not knowing what they do there. Cause most of their life all they know is work in the office and factory. They have no idea about farming. The point is, what is the problem if we earn some of our bread and butter from china and from the Chinese? What about the Chinese who earns their income from Filipinos? Should we also call them some degrading terms? What will we call them Mr. Chao. All people deserve some dignity no matter how small they are.. Maybe Mr Chao doesn't deserve dignity. Cause he has nothing for himself and for others. Look around you Mr Chao. In this word of uncertainty, maybe diplomacy is the best weapon. Life is weather weather. Sunny today, rainy tomorow. Siguro nga it is a matter of perception whether the phrase " a nation of servants" is offensive or not. But the truth is, the article itself imposes hierarchy not just by calling the Philippines a nation of servants but by referring to themselves (Tsao and the rest of Hong Kong) as our masters. I was a DH for 10yrs in HK (1st worst employer 2yrs, 8yrs for 2nd employer), before came down to homeland for good, when I met my husband & ask me to.. She is actually a graduate in Economics and has finished units in Education. But due to scarcity of jobs in the Philippines, she was forced to work as a DH abroad. Apparently, this lodging house is where servants experiencing troubles with their employers run to. They stay here for a couple of days until they find another employer or until their money allows them to.This made me doubt whether the rules for the rights of servants are really implemented in HongKong.
Most of them, according to their stories, have been mistreated by their employers, not being fed properly, overworked and verbally abused. So as a person who is used to fighting and arguing for my rights, i asked them why not go and complain to the authorities or the Philippine Consulate? Their answer was unanimous : "If we go to the consul, they (philippine consulate) will send us back to the Philippines right away. How about the placement fee we loaned? How are we going to pay them? They will not support us because it will take a lot of money and effort to prove what our employers did to us." And so these employers can easily get a replacement from agencies without any trace of what they've done. I went to my sister and she called me on the phone to buy something to eat. I asked her why hasn't she eaten lunch when it's already 3 pm. She said, "how am i going to eat the leftover fish from my madam's plate itself?" In fairness, when i met her employer, she was very nice to me.Maybe they just assumed that since she's only a servant, she will eat anything. My sister said she will not complain because if she does, they will watch her every move and might check what she ate from the fridge (that's how she managed to stay with them for almost 4 years). I think my sister was just the kind of person who does not allow anyone bullying her, or luckier than those staying at the lodging house. If they give her leftover food (or food for the pets, as we call it), she secretly puts it on the trash and cooks her own food secretly. Never complain, just outwit them in order to survive. Narinig ko na rin sa mga white people na mababa ang tingin nila sa mga pilipina dahil ang alam lang nilang mga pilipina ay yung mga DH, japayuki sa japan at yung mga nagpapakabit sa middle east....eto ang dinaanan ko...na judge ako dahil sa mga kagagawan ng mga ibang pilipino...ganon ba tayong kababa? I am an OFW here in Hong Kong since Jan. 1993, really a better place to work as a maid, especially during the British era. As of now, Hong Kong is still the easiest country to go in and apply for work as a maid, not only from Philippines but also from the other country. I, myself, consider as one of the luckiest OFW who had the chance to get a job here in Hong Kong, not much ability in housework but day by day, time by time, I did cope. My bosses are Chinese, they are one of those professionals with humanitarian feelings, they can treat OFW as one of their family members, of course still expecting a work well done from me in exchange of my salary. Before I leave Philippines, my only hope is my safety, money is what we all OFW aim to get because we admit or not placement fee put as in huge debt. Now year 2009, i'm still here working in the same Chinese family, whom treated me well, gave me good comfortable bed to sleep, appreciate my act according to my own culture, they eat what I cook, they gave me their full trust for their kids life, they asks for overtime in advance so I can arrange my own schedule during my day offs, and now, i'm using my own computer to answer and join this blog, my own computer that they allowed for me. Maybe i'm not the only maid who has own a PC, but I do proudly telling you that i'm "in" to the world of bloggers using this modern technology. Now, way back my homeland, I do missing it, my family, my relatives, my friends there... but what is the reason holding me here? It's not the money now because in 16yrs. of working here in Hong Kong, I did pay my huge debt, I did support my son's education, I did put a budget for my parents medication, and still can support my only sibling. Yet, i'm still here... WHY???? Being an OFW for 16 long years, naranasan kong umiyak ng walang humpay, maawa sa sarili, magdamdam sa panahon, makipagplastikan sa ibang OFW na mahilig magyabang. Pero they are still my own kababayan, nakikita ko rin silang kumain ng mga pagkaing Pinoy na nakakamay at nakalupagi sa semento sa isang lugar na tambayan ng mga OFW during day offs. Hong Kong Gov't. allowed some place in the Central district to be close for public transportation during Sunday and Public holidays as to be a place for OFW's conveniences. It may have an advantage and disadvantage for those pedestrian passers, but for OFW... who cares? this is our day, this is the day which we can laugh out loud, we can dance, we can sing, we can even drink and eat what so ever we like, we can dress up as much as we can do, we can put make up, perfume... day offs is OFW's time to release the weekdays work pressure or homesickness. Mga kababayan kong Pinoy, lalo na yung mga nasa Pilipinas, isipin poh sana natin na ang OFW ay kagaya rin ninyo na tao lang, may damdamin at marunong ding mapagod pero karamihan sa amin, hindi makabalik sa bansang Pinas na pinanggalingan dahil na rin sa takot na walang trabahong mapasukan, walang maibigay na suportang pinansyal sa pamilya, at higit sa lahat, takot din kaming umuwi na pagtawanan at libakin ng kapwa natin.
