Nakakatawa talaga ang mga pulitiko sa atin...sa kahit anong paraan talaga ay ilalagay ang pangalan nila..oo tama ka dyan Howie..galing sa pondo ng gobyerno yan...hindi galing sa sarili nilang bulsa...kung galing nga lang sana sa sarili nilang kayamanan yan eh di walang issue...
Dito sa sa UAE, ang mga pangalan ng mga public establishments, ay nakapangalan sa kung sinu-sinong mayayaman na tao it's because contribution nila ito sa society...nothing to worry naman..kasi wala naman election dito para sa posisyon sa gobyerno. Howie,
Ang galing at nahighlight mo ang mga ganitong practices ng mga pulitiko. Nakaraming ganitong nangyayari sa mga probinsya lalo na sa Balud,Masbate. Halos lahat ng Plaza at waiting shed dun sa amin nakapangalan sa mga pulitiko. Dahil sa ang mga tao mostly di nakapag-aral akala nila galing talaga sa bulsa ng mga pulitiko. Ilang generations na ang nag titiis sa mga pangungurakot ng pulitiko d2. hindi dapat lagyan ng pangalan kung sino ang nag sponsor ng project, kc ang nangyayari naiiba na ang pangalan ng school, parang sila ang nagpagawa, but ang totoo ay pera ng taong bayan.ang kapal naman ng mga mukha ng mga politikong yan............
kapal ng mukha nya na DPWH idea. sino niloko nya. oi hindi nyo pera yan. pera yan ng mga pilipino kaya wala kayo karapatan na ilagay pangalan nyo. ang ilagay nyo ay "PROJECT OF FILIPINO PEOPLE FOR THE YOUTH OF LIPA CITY..." actually hindi lang naman ikaw eh. all of the government official is the same as your style pero ang nais lang namin ipaalam sa inyo e WALA KAYO KARAPATAN ILAGAY ANG PANGALAN NYO KASI HINDI SA INYONG PERA YAN. goverment official do that stupid thing kasi gusto nyo na lagi kayo magka-posisyon sa gobyerno. mahiya naman kayo... that isn't different from Ateneo's Manuel V. Pangilinan Center for Student Leadership or the John Gokongwei School of Management (Ironically i think mga santo na rin ata sila kasama nina Berchman, Bellarmine, Cervini and Eliazo, Gonzaga, etc) OR kasama ng mga Jesuits (Schmitt, Masterson drive).
Good blog, Howie Thanks Carlo. The difference is that Pangilinan and Gokongwei donated money to put up buildings named after them. They didn't take public funds and spend it like it was their private wealth.

pero as you said sa post, to "thinking" persons.... but reality bites (ouch!)... karamihan sa mga voters lalo na sa mga provinces, they still believe na ang nagpagawa nun yung nakapangalan dun, na as if sarili nilang pera iyun and undertaken for the community's benefit, when in fact these are things (whatever infrastracture it may be or renovation...) that actually benefits them more... at yung mga funds nila should have been channeled for better projects that would truly address the needs of the people. sana pwede ang cumulative voting, yung tipong twelve slots eh sa iilang gusto kong candiadates ma-spread... para makahabol yung ilang gusto kong manalo na wala namang kakayahan or hindi ganyan ka unscrupulous ang diskarte just so maalala ng mga botante. Alam nyo, yung type na ganyang school sa batangas ay marami. Hindi lang iisa, pagpumunta kayo sa mamalayo katulad ng Lemery, San Juan, Lian, at sa iba pang lugar, makakakita ka ng ganyang type ng school. Matagal na yang mga schools na yan at nagsimula nang maging senator pa lang si Sen. Recto. hindi lang ngayon. Mabuti na ng makita kung saan pumupunta ang pera kaysa ibulsa na katulad ng senator from aurora province e galit sa kanya dahil walang nagawa (DAW) sa lugar nila. Lalapit ka lang naman kay Senator at pagbibigyan ka nya, katulad ng mga daan, halos sementado, depende na kasi yan sa barangay chairman nyo na gumawa ng request. E yung ibang senador, may nakita ba kayong pinagawa nila?

yes thats very true, nakakalungkot at nakakagalit. alam nyo dear howie and dear readers taga batangas ako. tagal ko ng nawala dyan sa pinas since 1980 pa dito na ako sa canada. when i left our beloved place sto. nino, taysan, batangas, ang pangit ng kalye namin lubak lubak. hnaggang ngayun lubak lubak pa rin 2007 na. nakakagalit, nakakapanggigil. the last time na umuwi ako early part ng january pagbalik ko the same pa rin. di ako nakatagal sa amin dahil sa sobrang alikabok at lubak lubak na daan.

Kahit naman hindi nila ilagay ang pangalan nila dyan ay malalaman din naman kung sino ang "nag-initiate" ng pagpapawa niyan. May I comment on the subject of the school buildings funded by public funds, and most probably part of a loan from the World Bank but which are used by politicians to carry their names and sway public support during elections. In your future follow up work, please try to get a comment from the World Bank representative in the Philippines on their rules of engagement so to speak, on whether they require government counterparts or users of loans to have rules against the use of World Bank loans to serve as conduits of a political campaign. I was surprised when I saw more than one building named after Senator Recto and I was really surprised and little bit bothered by "Sen. Ralph Recto Type School Building," is it the name of the school or what? And if it's just a type of building why is it displayed in really BIG LETTERS??? di ba?

I just passed that same building the other week, and was wondering what the "type" stood for. i guess the same holds true for all those street lights and lamp posts with various mayors' initials at the base (JB, SB, etc.) We work hard and pay our taxes, then you have a couple of fools who take advantage and make it look like they are doing us a favor!

Paano ba natin maipapaabot sa mga constituents ko na tayo nag-request niyang Schoolbuilding na yan'. Ang sabi ko" Sir! hindi na po namin trabaho yan'. Nagalit ba naman ang sabi sa akin "Hindi ako namumulitiko ha'. Ang sa akin lang " Eh ano ang tawag mo dun!. Gusto niya ilagay namin ang billboard sa newly built school na siya raw ang nag-request sa DEPed.

Now I live here in Canada, I can't help but be dissappointed with the practice of politicians in our country. i have nothing but utmost disgust with politics in our country. makes me wonder what kind of gut these people have or how they ever sleep at night. one word and nothing else -> HYPOCRISY. they cover it up with sweet talk or some other legalise term to justify such actions but that's all it is. plain and simple. all the glory they give themselves won't make the fires of hell burn cooler or breath lighter on them. i hope they know it.
In China, as you know, no public facility -- a building or a street or an airport -- is named after a person, living or dead. I believe it is the same thing in Japan.
Incidentally, I hope contributors to your blog would write in English, Tagalog, Ilocano, French, Chinese or whatever but not in a mixture of languages. Mixing languages confuses readers and betrays intellectual confusion on the part of the writer. I think that politicians just use that as a marketing tool for them to be re-elected. I've also donated closed to $15,000 (I think about P700,000) to a development of a school in the Philippines and I never asked them to put my name on there because I don't care about popularity... I care about education. I've lived here in the US for quite a while and I am just cracking up seeing that the Philippines is run by actors & actresses, some does not even have a degree in law or public service. What qualifications do we limit our decisions to create a high-quality governance? Do we even care that the country is down-the-drain? But going back to those "popularity tactics," I think that it is not right unless they really spent millions to erect that building from their own pockets. We must otherwise name those building to deserving individuals... heroes, inspirations of science, historical figures... otherwise, just like our schools here, name it after it's closest street or whatever that place used to be known.

I grew up in a remote areas in bicol where school is made of bamboo with anahaw leaves,then comes the typhoon with flood,it was washed out instantly.Finally the Guest of Honor on our graduation day had tried hard to get a budget for school building, during Marcos rule and she wasnt dissapointed and that school up to now helps poor childrens learned to write,read and understand what is generally needed by every humanbeing,but it was sad that the Guest of Honor we never know who she was because she will not reveal her identity to anyone as she want to be remember as a fair lady who is thankful enough she was choosen as guest of honor.That is a real help that do not seek praise but love of mankind.Čither she corrupt or done what is right only God knows her character but people will always remember that through her a concrete school was built,and that what matters the most.Finished School Buildings Projects is better than broken promises.

Ganoon din sa comment ni Adrian na nakakainis ang alikabok sa daan, if you had a chance to pass from Manghinao going to the town of Mabini. The worst is the section of the road in Brgy. San Francisco. (na hindi man lang inayos since my early childhood) I am now calling the attention of Sen. Recto and Batangas DPWH or the town of Mabini's Mayor, baka naman pwede nyong bigyan ng pansin ang kalsadang yon, dahil it can really help the tourist and specially to our kababayans who will surely spend their usual summer escapades sa mga resorts like those in Anilao. I gonna ask everybody; Is it really a bad thing or illegal to have their names on public properties????? Infact the family made the city from third to second class city right now......

in our small town in pangasinan, the present representative to congress named a covered court in honor of his relative ..dad or lolo i really am not sure. i guess whoever puts up a structure first, gets the first crack at naming it after whoever he chooses. and to think that for along time the town plaza was just called that..a town plaza. naming a structure after a live person really is the eight of hypocrisy. i guess they earned it because even if it is not their money, the power to disburse belongs to them. in that case, let's name it sen. recto memorial school? para naman sa lolo nya ang honor. i hope the senator agrees. if not, sweet sixteen school na lang... why should i? Infact everybody knows already this kind of practice; is it for your benifet?? just asking howie.... Im no longer optimistic wether the country will get out of the dirt in the future. The fact is getting worst & worst, so i wont be surprise if the hi-way on my way home will be filled up with stupid politicians' names. The thing i do now is to convince people to work for their arse, get out of the country offering financial assistance- no interest............ I find it boring dude... You're a politician are you? Cant find light no more in the political arena in the country coz you know what, corruption exist in every department of the gov't. If each one of us will change towards this form of system then thats it, may pag-asa pa. The head of the state, Escudero,or anypolitician can't do it alone.
There may be corruption in every department, but not everyone is corrupt. I know because of a previous life as a factotum in the bureaucracy. The challenge is to encourage the uncorrupt and isolate and weed out the corrupt. The alternative is to sit around moping because of the defeatist notion that there is no hope.

We are still Pinoy no matter where we are and what we have become. And we will still call 'Pinas our Motherland. I beg to disagree on that. First, I lived in the Philippines before we stayed in the US. And a few months in a year, I still go back to the Philippines. I went to a private school in the Philippines but I have done volunteer works in public schools there. It is myopic to conclude that since we left the country, we do not deserve to recommend improvements to be done for our country. Actually, the more that we should... not that we are obliged to do so; but since we have seen how they do it in other countries, I think we must also try to help. Some of us did not leave out of hatred... some had diplomatic duties & businesses abroad which would benefit the country in one end. Still, I strongly oppose those unwarranted names on our school buildings. Here in the US, I've probably seen a lot of ads (and also Rotary) on waiting sheds but never our governor's or mayor's name. I don't know what gives our politicians the guts to display their names there but they must remember that they have already been gratified for that with their income (and believe me, bigger than my mother's salary who was a high corporate officer) as a government official.

Just read your entry regarding the naming of public edifices after politicians. I'd like to think that this is my political pet peeve. Politicos believe that they're entitled to a fair share of the glory or fame simply because they were instrumental in the construction of said edifices. It's high time that our civil "servants" grab a dictionary and find out the exact meaning of the quoted term above. Serving the country is one's choice, one's responsibility. It is not thrust into your lap as if you have no choice in the matter. It is a privilege granted to those who believe that they can truly make a difference even when no acknowledgement stems from their efforts.
On the eve of this year's election several questions cross my mind. What does this batch of candidates have to offer this country? When Prospero pichay declares that he doesn't care how much money he spends for his campaign doesn't it make you think? To what lengths will he go to to recoup his investment/s in the event that he wins? How many candidates know what they're fighting for? How many lies have been told? Will still be told? Are being told? The collective mind of the average pinoy must be awakened. Unless we realize that this country belongs to everyone, not just to a group of fascists, then maybe, just maybe, we will have a chance. But if you're to ask me, I don't think so. What is wrong is wrong everyone knows that!,Yes it is hard to accept that politician especially are racing for popularity to get more votes through the showcase of their finished project.Money they used to built those project are public money but with out their courages to build those project even there is budget for it,it can be just wasted on useless projects like travelling the world looking for Jose Pidal ill-gotten wealth.Many pork barrels are wasted by politicians to projects that not even needed and to think some of these money just goes to the owners of casinos,professionals prostitutes ect.

Ralph Recto? Six years ago he had to struggle in his first bid for the Senate. He didn't belong to any party with a national machinery. He hitched with our party, PROMDI. He had such a very bad name in Batangas then and the whole Southern Tagalog voters. And it showed in his votes from the area. HE LOST THERE! The whispers in the area at that time was that everything had to pass through him should anybody want anything from the Lipa LGU. Probably unfair. But he lost miserably in the area.
It was our command votes from Region VII that gave him the puhunan to land in the magic 12 and win. Putting up those inane super bold announcement in shiny metalic signages is probably his only way of announcing PLEASE VOTE FOR ME THIS TIME! I think it is working for him. Once again he is popular in Batnagas. Let us see if he will have their votes. Roland, so it's your party's fault, hehe! Can you publicly disown him? what I can't understand is how someone who inherited such an illustrious name will dirty it just for money. Or is it power? Still, what will his children now inherit? That practice of Politicos naming public infrastructures after themselves is just their way of telling people that they where the ones who got the TEN PERCENT (or maybe more) COMMISSION (or KICKBACK) for the construction of that infrastructure. The bigger the infrasctructure, the bigger the kickback. Garapalan talaga ano? This penchant of Philippine politicians to resort to gimmicks like naming taxpayer-funded public facilities after themselves is more than a matter of being thick-skinned (kapal mukha) or dishonestly taking credit for something that does not belong to them. It speaks of political bankruptcy, of a failure -- or refusal -- to proffer answers to valid political questions like: Why does medicine in the Philippines cost so much more than in other countries? Why are Filipino workers periodically shunted off to live many kilometers from their place of work? Why are so many Filipinos compelled to leave the country to find work? Why cannot so many Filipinos find jobs? Why is the quality of education deteriorating? And so on. In place of answers to these questions, we have blatant appropriation of taxpayer-funded public facilities.
Isn't that what democracy is supposed to do, make politicians accountable? At least that was what was promised back in 1986 when people power threw out dictatorship. With elections, we are supposed to be able to get rid of the thick-skinned and morally bankrupt. But elections seem to entrench them in power. Is the problem then deeper than political system? Is it cultural? Are we culturally damaged?

Noong panahon ni Marcos, yung mga public school buildings na pinatayo, ang tawag nila doon ay "Marcos Type Building" pero hindi mo makikita na nakalagay yung "Marcos Type Building" sa mga pinatayong classrooms. Pag sinabi mong Marcos Type, alam mo na kung anong design yun at anong function nung building. Pero ngayon talagang lantaran nilang pinakikita sa publiko yung pangalan nila at hindi lang sinsasabi sila ang nagpagawa kundi sa kanila pa nakapangalan yung mga gusali o infrastructures na pinagawa.

In my opinion, the name of the school building is secondary to the main purpose of why it was built - which is to provide classrooms to students. I do not see anything wrong with the names and whose names it is as long as the building is there for our students.
Naming schools in that manner has been practiced since I am in elementary when the "Marcos-type" School buildings cropped up of our school in the late 60's. The building has served many students and has moved on with their lives. "Sa loob at labas ng bayan ko sawi,

Yes, Gabaldon is long dead. He was part of the first Philippine Assembly. He authored a bill in 1907 releasing funds for the construction of school buildings all over the country. Those schools are called Gabaldon-type buildings and have a distinct architectural style. I hope we highlight these schools since it's the centennial of the Gabaldon Act this year. Remember the issue of Mayor Atienza naming the San Andres Gym after Manny Pacquiao? He would have gotten in trouble. If you check the book on heritage laws, there was an earlier law that banned the naming of public property in honor of living persons. I wonder if that old law was a result of the naming the new capital city after Quezon. The proposed name of QC was Balintawak City. But lobbying by Ramos' and Mitra's fathers in National Assembly succesfully led to the naming of the new capital after Quezon. But for crying out loud, Quezon was the sitting president! Now isn't that self-serving? Quezon did not sign the bill and allowed it to lapse into law. Now that was a convenient excuse too since he could have vetoed it. Oh well! I hope you cvan expand on this issue? Maybe you can get the Senator recto to defend himself. I really would like to hear how he would try to fool Filipinos again with his explanation.

Didn't Senator Miriam Defensor Santiago propose a prohibition on this once? (use of public funds to paint or otherwise display the names of public officials) on publicly funded structures? I don't know when this started exactly but I remember being taken aback at such displays when I was working on the field as an NGO/ environment lawyer in 1996, around the time Ramos was president. I saw his name all over the school rooftops then. You could see it approaching the school, several meters away and in some cases, when the road was higher than the school grounds, even several miles away...

I asked which Guingona it was named after, and I was informed that it was named after the former Vice-President Guingona. Why so? I asked. Did he come from here? The answer was no, but the funds for the construction of the park came from him, and the very "imaginative" mayor at the time called it "Guingona's Park" which was reduced to just that.
In the same town were a "Reyes Park" and a structure named after a "Damian Reyes." I asked if the person also donated for the construction of the same, and the answer was no. The person was the late father-in-law of Carmencita Ongsiako Reyes, the current governor of the province (running for congress, a position she already held during the Marcos years). And shades of the Marcos administration (remember the numerous streets, highways and structures named after Mariano Marcos, and the town after Remedios Trinidad?), the provincial hospital, I was informed, has been renamed the "Damian Reyes Memorial Hospital." well, this is much better. at least, the building IS THERE. In the province where I come from, a billboard is put up there but after two months it's gone. .... and the budget's gone, too.

I was informed that one structure was the old public market that was demolished and given a new roof (becoming a multi-purpose hall in the process), and the Provincial Hospital was an existing one given a new name. No funds for medicine. There is a structure being built to expand the hospital which was resumed after 3 years of inactivity. Why was it halted? Naming a public place, street or structure after a living person is not a violation of Art. 13(d) of R.A. 7160 otherwise known as the Local Government Code of 1991. The same provision of the law also provided an exemption wherein it states that “…unless for a justifiable reason and, in any case, not oftener than once every ten (10) years.” Art. 13(e) of the same Code provides that “A change of name of a public school shall be made only upon the recommendation of the local school board concerned.” So there is nothing wrong with what Mr. Severino had observed there in Batangas. They have not violated the law nor the spirit of the law.

I hope one time, in your good program, you will inform the people about the law these officials violated. that these projects MUST be Muntinlupa Health Center, and Muntinlupa Sports Complex.... We are not happy with these projects, the projects are fine, but not the names. The funds came from the citizens of Muntinlupa, and not from his own personal money... he is not a charity, nor a philantrophist like Oprah, oh please.... naturingang attorney/lawyer siya, he violated too many rules, and to think na ung mga projects na yan eh publicly pinakita niya and ganyan pa yung pagviolate niya.... eh what about kung sa kanyang opisina? anung pang violations ang ginagawa niya?
These things must be stopped. Public School names must be named to deserving persons only and not just to any person.
