Friday, July 23. 2010Mindanawans and Muslims – ‘SALING PUSA’ in PNoy’s Governance?
There is no debate about the President’s prerogative in appointing the members of his official family. This is not the issue when the peoples of Mindanao ask the question why PNoy has not bothered to appoint one from Mindanao.
The issue being raised is the question of ‘inclusion’. For years, the peoples of Mindanao, but more specifically Kusog Mindanaw, have advocated for equitable share not only in terms of representation in the national governance but also in the national budget. Mr. Fidel V. Ramos during his Presidency had walked the extra mile in making Mindanawans feel that they were not only items in the agenda but actual participants in the debates about policies that affected them. He organized regular Mindanao Summits with his cabinet secretaries to listen to the peoples of Mindanao in various regions. His budget secretary received marching orders for equitable share in the budget. The Mindanawans actually look at the appropriations. And they are lucky to have Rep. Rufus Rodriguez of Cagayan de Oro City who provides the participants of Kusog Mindanao’s annual conference with the report of Mindanao’s actual share in the budget. The members of Congress from Mindanao, across political lines, have committed to specifically ask each national line agency for the budget allocated for Mindanao. In a similar vein, the newest Senator from Mindanao, Sen. Teofisto Guingona III or TG, in his tete a tete informal meeting with the ARMM top officials has made the same commitment. Mindanao is reported to contribute 25% to the nation’s GDP. Yet, the budget allocations to Mindanao by the various national line agencies range from 9% to 19%. This is an anomaly, especially when seen in the light of poverty and human development indices. But the big issue being raised by Mindanawans is participation in national governance. Some Presidents made appointments of, at least, a Mindanawan and a Muslim to his/her official family. One or two, no doubt, can be interpreted as ‘tokenism’. Yet, even ‘tokenism’ is far much better than ‘NADA’. The important symbol is that Mindanawans are sitting ‘around’ the table and not simply talked about. But Mindanawans’ participation in national governance is always ‘contested’. This is precisely what the peoples of Mindanao mean when they feel that they do NOT belong… Either they are treated as ‘saling pusa’ or junior partners. In many ways, I have always pointed to three things when people ask why the politics of separatism is alive in Mindanao. First is the level of poverty in Mindanao that shows neglect and/or failure in governance. Second is politics of exclusion. Facts show Mindanao’s token representation in the Senate, in the Cabinet, in the Judiciary, in Government Corporations and Financial Institutions, in Constitutional Commissions, etc. Third is the perceived injustice to the inhabitants of Mindanao, particularly to the Indigenous peoples and the Moro peoples. In many Mindanao conferences, I am constanty being asked of Mindanawans and Muslims appointed in Cabinet. The only answer I can give is, give the new President time. He is barely a month old in the presidency and he has NOT completed his appointments yet. But one day would come, when this reason would no longer be acceptable and perhaps there ends the ‘honeymoon’. It is natural that when victory comes, the people who believe that they are responsible for the victory ‘claim’ payback. PNoy has articulated a policy that ‘donations’ and electoral assistance merit no entitlements. Yet, we believe that the effects of the original sin are still strong in each one, notwithstanding said policy. In the final analysis, the list of appointees tells the real meaning or translation of the said policy. No doubt, it is very early to judge PNoy’s Presidency. He is only barely a month in office. While many pens are silent during this honeymoon stage, rest assured that they will NOT remain so post the initial stage of the 100 days. Mindanawans merited two lines in the presidential inaugural. They are good two lines! They wonder whether there will be MORE in PNoy’s SONA. Will he give a paragraph or two to the peoples of Mindanao? Abangan! While waiting for PNoy’s first SONA, we give two unsolicited advice… First, TELL THE NATION THAT MINDANAWANS ARE NOT ‘SALING PUSA’ IN YOUR GOVENANCE. Second, COME AND VISIT MINDANAO WITHIN THE FIRST 100 DAYS IN OFFICE AND TALK TO US. Trackbacks

i like this post since i am from Mindanao myself, of Cagayan de Oro City. It is intensely sad to think that Mr. President would once again overlook the developments that may happen in Mindanao.
If only he could atleast balance his focus from the north to the south of the Philippine Islands, I would say that Mindanao is the best place to start. Luzon is saturated already, I think it is time to start building Mindanao. Its a country in its own right; very self-sufficient and if given its independence , we might see a flood of investors in Mindanao. Remember the Mindanao Independent Movement? I bet if that did push through, Mindanao would have been a well-developed and managed country. Anyway, let's not wait for Mindanaoans to say enough is enough. I am quiet disgrace with the attitude of PNOYS Administration, It seems that they are downgrading the capability of Mindanawans in the Government, not all Political Leaders and Academes here are corrupt and tainted with fraud
Filipino leaders has a history of being Narrow minded. Presidents and elected national leaders love to stay within the boundaries of national capital for convenience. They love to travel abroad to attend some sort of parliamentarian certification or intelligence certification in USA at taxpayers expenses, most are wasted. Pasikat lamang.
They neglected Mindanao and northern Luzon. Philippines still lack an infrastructure to spread out the wealth of the nation. NLEX should have been extended all the way to Appari a long time ago, SLEX also sould have reached Sorsogon. In case of Mindanao that too lack infrastructure to speed up the delivery of government services. Mindanao need a Freeway and a Railroad that will connect the cities of Zamboanga, CDO, Cotabato and Davao. There is too much talking and wasteful spending pasikat kuno that there was dialogue but no action was done. When Marcos was deposed, there was soo much optimism that the country will get better. Twenty five years later, all those high rise in Makati that looks like New York is just a Cosmetics compared to the whole reality of poverty and neglect. We need a powerful leader not a PNoy We need a strong Leader not a PNoy We need a charismatic leader not a PNoy We need an action leader not a PNoy We need a get it done leader not a PNoy We need a Dictator for progress not a PNoy. If this leader don't come out to lead lets have a bloody civil war in Mindanao and Northern Luzon. Congrats Pads in bringing out these sentiments re representation in P-Noy's administration and budgetary allocations for Mindanao. We do hope we are wrong in our initial assessment since P-Noy is just 24 day old in Office. But sad to note, first impression normally lasts, as it happened in previous regimes.
With this particular reality, I do believe it is high time for the Mindanaons to do their homework and conlolidate their voices so that people sorrounding P-Noy will have a wake up call. Definitely, we have good materials that can perform in the field of good governance and peace. In the same manner, Mindanaons must have an equitable share in our national budget. That is precisely the point, puro dada. What you and your likes are willing to give to Mindanao is just mere tokenism. Adel Tamano for one may have the blood and heritage from Mindanao, but I very much doubt if he has the heart for Mindanao. He never showed his commitment for the people here. Are you suggesting quick fixes to the Mindanao problem? That will not do.
But the point we are driving at here is whether "people from the North" have a genuine sense of ownership of the Mindanao problem, or do they see it as something we in Mindanao should solve by ourselves? The five poorest provinces in the Philippines are in Mindanao. After all these decades and years, this remains the reality. This is not a testament of the incompetence of local leadership. This is a testament of the tokenism you are supporting and the genuinely nonresponsive nature and indifference of Philippine national government and the people of the north to the people of Mindanao. Have you even cared to read about Mindanao history beyond the one page about it by G. F. Zaide and the two pages about it by T. Agoncillo? Or do you even care to read about it in the first place? Have you seen the plight of the chronically displaced people of Mindanao and how they are treated by the national government and its minions? Pipi ang mga mamayan at mga takot madamay kaya wala talagang maasahang pag-babago matira matibay ganoon nalang..! most of the people of metro manila thought that mindanao is just a barren land and way behind from other cities in luzon. i worked in makati for almost 6 years. all i heard from people who never been to mindanao is that, it is a troubled island with people were always fighting. for your info, only in southern mindanao were peace is unstable but the rest are generally peaceful..the situation in southern mindanao particularly cotabato should be sincerely address by the present administration. we have many good leader here in mindanao that could possibly give peace and unity if independence will be attained. you people in metro manila, you must know and understand before posting any non-sense comments. it is better to shift the system to federal so that each city, or province will have its own representation to national government..e.g. senators.

My only comment about this issue is that you should not view Mindanao as a problem but rather an opportunity. Mindanao is a very rich land, which unfortunately is marred by generations of conflicts. I believe that it the people of Mindanao has every right to demand from the government just like what we always do here in Manila. Not all the people in Mindanao would like an armed confrontation. In actuality, only a few people in Mindanao would like to resort in violent means compared to the people who are quietly building their lives despite all the hardships. As for PNoy, well, I don't really expect much from him, given his previous performance in congress. But I do pray for progress in Mindanao. u are all talking like people who would like to manage Mindanao by the helm & would even consider a shift to federal system of governance my ass

Mindanao is a big area second only in size to Luzon. The conflict in Mindanao is only concentrated 15% of the whole area. Before immigrating here in US, I spent 25 years traveling all over the Philippines and all I heard from people in Northern Philippines is that Mindanao is a troubled area and it's not. I used to ask them if they have been to the Place? And their usual answer is not. There are a lot of good and educated people in Mindanao that i'm sure Pnoy can utilize in his Admin but sound like he has not reach out to them. Sounds like his concentration in his search for his Admin family is in the northern Luzon area. Let's give him at least 100 days on how he's progressing. What we're asking is to be inclusive.

Fully agree with your observation. But we should come out with names highly qualified for the respective positions that we are eyeing for Mindanawan representation. Fame, both in the political and economic dimensions, should just not be the main consideration but the more importants ones are whether the person being nominated posesses the integrity and the intellectual capacity to perform the duties that will be assigned to him/her. While endorsements by specific groups will be important, they should play secondary importance to the track record of the nominee. Let us start with the MinDA chairmanship nomination. Then we can proceed to Presidential Assistant/Adviser if the post will be maintained, then some committee chairmanships and memberships in Congress and the Senate, etc. Fermin Bapa Jun,
I would have to concur with Dr Adriano. It rubbing salt to injury if Mindanawon be accommodated just on the basis of donicilem but also coupled with integrity and intellectual capacity - and I may add - administrative and operational capability.. The question do we have people that fits the bill? Dr. Adriano suggest we instead come of with names of very qualified people. I already submitted the name of Miss Amina Rasul a Tausug, a woman, a Muslim, from the most challenged of our communities. Ms.Amina may not be from the ruling Party but I am certain that her integrity, intellectual capacity, administrative and operational capability more than compensates. Maging matured naman sana kayo at hindi candy na basta na lang ninyo kakamkamin ang mindanao ito ay para sa lahat ng pilipino hindi ito para sa iisang lahi lamang na tulad ninyo. Share The Department of Agriculture (DA) has set aside P2 billion for agricultural infrastructures in 151 towns and P42 million for environmental conservation projects in the region. The projects are part of the Mindanao Rural Development Program (MRDP) for 225 municipalities covering all six regions in Mindanao. MRDP is long-term poverty alleviation program jointly fund by the National Government, the local government unit and a loan portfolio from World Bank. It has four major components, namely: Rural Infrastructure (RI), Community Fund for Agricultural Development (CFAD), Natural Resources Management (NRM) and Investment for Governance Reform (IGR). The Program is conducting this week a series of orientations for new local chief executives (LCEs) in the provinces of North Cotabato, Sultan Kudarat and South Cotabato. Similar orientations will be conducted in other regions across Mindanao in the coming weeks. “What we desire is for the LCEs to avail of the whole investment package to maximize its impact on the community,’ Ramos said. “By putting infrastructure on production areas or where CFAD projects are implemented plus the instituting governance reform to better revenues, it won’t be long to see the social and economic impacts of the program," Ramos added. “We have seen how the program has improved many rural lives and we now fully understand and appreciate its procedures. That’s why we in the province help promote it among the towns in our area," said Sultan Kudarat provincial planning and development chairman Romy Zaragaosa. The MRDP is the flagship poverty alleviation program of the government in southern Philippines. Ganito lang naman yon, ang mga kapangyarihan o ilagay natin sa mas tamang tawag dito, ang function, duty, o obligation ng National Government tulad ng pagbibigay ng bagay na makabubuti sa kapakanan ng mga mamamayan ay ginagampanan ito ngayon ng mga political subdivisions kapatid. Dahil ang Presidenti ay subrang napakaraming trabaho at di niya kayang gampanan lahat ng kanyang obligasyon sa bawat mamayan ng Pilipinas. Ibig sabihin, ito ay gagampanan ng Federal Government of the Bangsamoro ang sa Mindanao, palalakasin lang naman natin ng kunti ang kapangyarihan ng local governments sa Mindanao na sakop ng naturang Federal State upang makamit natin ang tunay na kapayapaan. Bakit masyado kayong selfish sa mga bagay bagay nayan? Bakit puro nalang pagkamakasarili ang nasa mentalidad niyo? Di na niyo inisip minsan ang kapakanan ng ibang tao. Ayaw mo sa Federalism dahil ito ay next to ugliness ayon sa sinabi mo kanina. Pero ang totoo niyan ay makasarili ka. Gusto mo lang kumandidato bilang Mayor o Gobernador, gusto mo lang gumimik bawat gabi, gusto mo lang ng marangyang buhay katulad ng kung anong mayron ka man ngayon. Dahil kapag nagkaroon ng Federal state ang Bangsamoro ay mawawala ang pangungurakot na siyang dahilan bakit mayaman ka ngayon. Kunti lang naman ang hinihingi namin, kapalit sa kung ano man ang tunay na nararapat sa amin kapatid. Ano ba talaga ang puno’t dulo ng problima natin sa Mindanao? Ang tanong ng katunggali nina Fathma. Malalim at malawak ang sagot sa katanongan mong iyan, ako ay nagpapasalamat dahil itinanong mo yan, ang sagot ni Fathma. Dumating ang mga Kastila, ang mga Muslim ay mapayapang namumuhay. Dumating ang mga Americano, ang mga Muslim sa Mindanao ay katulad parin ng dati na masiglang masigla ang kanilang kaharian. Dumating ang mga hapon, ayon parin sa dati ang mga Muslim na tahimik na namumuhay hanggang sa bumalik ang mga Americano at hindi nirispito ang sovereignty ng mga Muslim, sila ay naging mga rebeldi laban sa armed forces ng mga Muslim. Sa kasamaang palad dahil sa high tech ang dala nilang sandatahan at ang mga Muslim ay Bolo lamang ang hawak, ito ngayon tayo, humihingi ng kaunting kalayaan sa mga taong pinag-iwanan ng mga Americano sa kanilang naboong pamahalaan. Sino ba ang may kagustuhan na mapabilang ang mga Moro sa Pilipinas, ang mga Moro, mga tao sa Manila, o mga Americano ba? Ang tanong ng kadebate nina Fathma. Ang sagot naman rito ni Fathma ay unang una sa lahat ay hinidi mga Moro, dahil makikita ito sa BACON BILL noong 1926, kung saan ito ay ipinasa sa US CONGRESS na naglalayong ihiwalay ang Mindanao at Sulo sa Pilipinas, dahil ito sa petition ng mga muslim leaders sa Mindanao at Sulo. Hindi gagawin yon ng mga Pilipino dati dahil sariwa pa sa kanilang isipan ang mga kalupitang ginawa sa kanila ng mga Kastila at ayaw na ayaw nila itong maulit sa kahit nino man. Ayaw nila na may maagrabiyado silang nilalang sa mundong ito dahil alam nila kung gaano ito kasakit. Just for the sake of argument ang sabi ni Fathma, kung iyong mapapansin sa Preamble ng 1935 Constitution kung saan ang nakalagay ay THE FILIPINO PEOPLE, ibig sabihin ay 3rd person ang gumawa para sa mga Pilipino, kumbaga ay ANG MGA PILIPINO ang tagalong nito. Ikalawa ay wala ang salitang SOVERIEGN, ibig sabihin ay hindi pa lubosang nakakalaya ang mga Pilipino sa mga mananakop. Kaya maari nating sabihin na noong maidagdag sa Territory ng Pilipinas ang Mindanao ay hindi ito kagustohan ng mga tao sa Manila, maaring dahil ito sa kagustuhan ng mga taong (Americano) nagdidikta sa mga ilalagay bilang provisions ng Constitution. Pansinin natin ang 1973 Constitution kung saan ang nakalagay ay WE, THE SOVEREIGN FILIPINO PEOPLE. Ibig sabihin ay first person, ang mga Filipino mismo ang gumawa, ang tagalog niya ay KAMING MGA PILIPINO. At nilagyan pa ng salitang SOVEREIGN kung saan nangangahulugan na talagang may sarili ng STATE ang mga Pilipino. Nakanganga ngayon ang mga kadebate nina Fathma, na parabang bilib na bilib sila. Alam niyo kasi ang sabi sakanila ni Fathma, kapag nagbabasa kayo ay itinatanong dapat ninyo sa inyong mga sarili kung bakit may ganong batas. Hindi yong basa ka ng basa at memorize ng memorize. Katulad halimbawa noong nasa high school pa tayo, parati tayong pinapagalitan ng ating mga Guro dahil sa hindi natin maintindihan ang TRIGONOMETRY na subject. Na tanong naba ninyo sa inyong mga sarili kung bakit tayo tinuturoan ng mga ganon? Bakit pinapasakit pa ang mga ulo natin sa kapipindot ng calculator? Ako sa totoo lang hanggang ngayon ay di ko parin alam bakit at para saan ang trigonometry nayan. HAHAHAHAHA, tawanan ngayon ang mga tao. This is my personal opinion, Noynoy simply lacks understanding in Mindanao history, the context and struggle of Mindanawans to peace and development – key indicator (basic) of empowerment (development) is the participation of people from Mindanao to any undertakings may it be a national or local particularly, when it comes to governance.
Maybe he was never told that Mindanao is NOT ONLY rich in Natural Resources but there are bright people out of 21,582,540 from 24 provinces and the eighth most populous island in the world whose capacity indicators are beyond incomparable. Maybe he was not able to internalise completely those subjects in the likes of “araling panglipunan, many others” during his teenage years where the history of Mindanao is tackled. Maybe he wasn’t able to read some important files or documents referring to the plight of Mindanao during his previous years in congress. Maybe, with three terms in lower house and 1 term in the senate, he never brought himself to Mindanao or maybe because Mindanao is a land of promise – “kaya ayon di niya masyado napapansin”. He was forced to visit Mindanao because of his candidacy. That is why; he missed out to meet brilliant heads from Mindanao. These gaps must be filled up by those people who came from Mindanao particularly those close to P-NOY. Make P-NOY aware of what is exactly happening in Mindanao, the clamour of Mindanawans in particular. First, as I noted earlier, I fully support Fr. Jun's position that Mindanaosans should be represented in the central government and should have direct access to the President. However, I think that your sentiments below just went overboard. This is sometimes the problem when one is too concentrated on one's problems without looking at the broader picture. It is case of seeing the tree without looking at the forest. I encountered the same perspectve in my younger days when I treated the Philippines as some of the center of the universe. But when I had the opportunity of studying abroad, I found out that we were not alone encountering the same problems of conflict and underdevelopment (in fact, many were worse than us - like those in the African continent, Central Asia, Central America, etc.) and thus, was able to put the country's problems in a better perspective. Assuming that you are the President of the country and despite having learned about Mindanao history in your history books during your youngers years, and despite being briefed by some of the best minds in the country on the Mindanao situation, what would you do if you are faced with the following problems?: a) You have a national budget of nearly P1.5 trillion, only to discover that a mere 10% is left to spend for the remaining 5 months of the year. How are young going to meet all the demands for greater budget from various sectors (including Mindanao), and God forbids, if there is a calamity that struck the nation again? This will have implications on our financial stability (peso can devalue, inflation might kick again, and interest rates soar - combined, these will bring prices of basic commodities skyrocketing) ; b) Besides the water shortage which affects around a third of your population in Metro-Manila (who are already engaging in panic and riotous acts), you are faced with a serious problem on the possibility of power outages by the end of the year which might become worse by next year. This will have serious implications on our competitiveness and the country's attempt to woo-in more investors. c) You discovered that the problem of hunger is worsening and that poverty worsened rather than alleviated. Yet, you don't have sufficient funds to address the problem in a fashion that will make a serious dent on poverty despite knowing the solution for it. What will you do? d) You want to keep up to your promise of combatting corruption but only to find out that the problem has become so ingrained into the system and you practically have to wage the battle on all fronts and to find the right people to join the crusade with you but you can only compensate them so little. You need to clean up the justice system, police, military, ombudsman, etc. all at the same time to keep your promise. e) You are faced with an opposition who is merely waiting to pounce on you to make a mistake. This opposition does not like you to be serious with your anti-corruption campaign, is accustom to transactional politics (deal-making) , and has the resources to pay media to blow out of proportion any perceived small shenanigans you and your team make, which makes it hardly difficult for you to pursue your reform agendas because you have to always fend off such attacks. f) You have an agricultural system which has practically lost its competitive advantage in many crops due to the combined effects of neglect and wrong policy directions. In the meantime, AFTA-CEPT has lowered all tariffs on agricultural products to 5% making most of our agricultural products uncompetitive. There is a possibility that our livestock and poultry sectors, wherein hundreds and thousands of Filipinos depend, will be adversely affected. AND OTHERS. Though some problems enumerated above will have a Mindanao component, the rest do not. President Noy is barely 30 days in office and you want him to fully attend to Mindanao concerns. Bringing Mindanao to his attention will need the combined efforts of the Presidential Adviser on Mindanao, head of the MinDA, head of Mindanao Confed, MLA, MBC, NGOs and the likes of you. I think this is the reason why I feel that the initiative of Frs. Jun and Bert, and others (sorry for being unable to identify them) is so important. You have to bring yourself to his attention given the many macro or national issues that he has to attend to. And don't forget, offer how you can solve the problems and not merely throw all the problems to him. He is just one person. As FVR once, said: "Unity and Teamwork" can make the accomplishment of the job much easier. The critical national problems should - and will be - the focus of President Aquino's presidency. His inaugural address laid out his priorities and this first SONA will tell us how he plans to address the problems, with the support of Congress. However, the problems and potentials of Mindanao may be glossed over, as they have been over the past decade, if PNoy does not have a strong Mindanao team that will make sure we are integrated into the national priorities. It seems that Mindanao is THE priority when peace and security is the subject. But Mindanao is also central to the other priorities, especially economic. In spite of the fact that we have the most areas of arable land and natural resources still to be developed, in spite of the fact that we are typhoon-free and tourism-viable, Mindanao lags behind Visayas in economic development. We contribute only a fifth of GDP. Why is that? Because investments, technical assistance and other needed inputs to make Mindanao as robust as Luzon and the Visayas have been neglected. Conflict is pointed out as the major barrier for the development of Mindanao's potentials. So, Fermin, PNoy needs people around him who will do nothing but link Mindanao concerns to national strategies and make sure that Malacanang acts on these, as Paul Dominguez used to do during FVR's time. From FVR's time, we have acknowledged the wisdom behind the idea that Mindanao's growth centers (Davao, CDO, Zambo, Iligan, Gensan) should not only be strengthened but become the hub of economic activities of the provinces around them. This has not happened. A strong Mindanao Team should make sure that this will happen under the Aquino Administration. So even as we work with Sec. Ging Deles on peace, or support Sec. JEsse Robredo and Sec. Voltz Gazmin on state security, we cannot let Mindanao be an issue ONLY when peace and security of state. As we all know, everything is tied up. A just peace and human security becomes reality when all citizens are treated equally and all citizens are served by government. Which means poverty, lack of education, unemployment, corruption, corruption and misgovernance are even more of a priority for the areas of conflict of Mindanao. Chicken and egg situation. We can contribute more to GDP if our resources are developed. No investments coming in because of our state of underdevelopment and the armed conflicts. Etc etc. PNoy can cut this cycle. After all, the necessary ingredients for development are present in Mindanao: natural resources, human resources. Kulang na lang fiscal resources. Fermin, balik ka na sa Mindanao from Los Banos! Dahil sa ang mga kapatid naming Christian ay naniniwala sa Biblia tulad ng paniniwala naming sa aming Qur’an.
