Monday, July 12. 2010Mindanaw Agenda for P-Noy Administration
This week, Mindanao leaders gathered in Davao City to hear the Mindanao programs of the new administration. Presidential Adviser ‘Ging’ Deles reiterated P-Noy’s two lines in his inaugural: ‘My government will be sincere in dealing with the peoples of Mindanao. ‘I am committed to a peaceful and just negotiated political settlement in Mindanao that is inclusive of all – Lumad, Bangsamoro and Christians.’
Sec. Deles outlined the four pillars on which the new administration will lay the foundation of its policies. These are the following: delivery of basic services, good governance, and security sector reform. C is the letter to describe the character of the P-Noy government – CONVERGENCE, COMPLIMENTATION, COMMUNICATION, and COMMUNITY. Convergence means the many and diverse initiatives whether peace or development or rehabilitating the internally displaced persons have to meet. As is, many of these moves, including the foreign-assisted run parallel that shows more the organizational agenda and interest than the community’s. The other C – word that defines convergence is complementation. This would require a lot of preparatory talks and consensus - building, specifically on the kinds of intervention for peace and Mindanao. It is tragic that the interventions in the local community are done without the knowledge and at times with complete disregard for the local government nits in the affected areas. Interventions should build or compliment local capacity. They are NOT meant to supplant the local government or local initiatives. The third C-word is communication. The P-Noy administration will develop the communication blueprint that will guarantee the articulated policy of transparency, participatory approach and accountability. The last C-word is community and this defines the real bottom line in the P-Noy’s administration. All interventions, ultimately, must redound to safety and prosperity of communities. For the peoples of Mindanao the major concern is peace and development. Peace means to bring a common and coherent platform to the diverse on-going peace processes in Mindanao – MNLF, MILF and NDF. The other urgent concern is Mindanao’s share in the national budget. At present, Mindanao’ share is about 16% to 17% as against to the 25% contribution of Mindanao to the national GNP. Peoples of Mindanao believe that they deserve, at the minimum, 25% share in the national budget. Mindanao has to see more public spending, especially in places where private investors do not dare venture, because of security or stability concerns. In safe and stable places, government should no longer spend or intervene to meet the required infrastructures. The Private sector takes over these investments and government simply facilitates and create the environment for the entry of the business sectors. Government should be more pro-active in many depressed areas in Mindanao, especially in building the community basic infrastructures in health and education. The idea of state-led enterprises in the depressed areas also surfaced to address the problem of lack of development and progress. The last challenge that the Mindanao peoples pose to P-Noy administration is to work with them and come out with new ideas and new paradigms to old problems. The territorial approach and the drawing of a new map are very divisive. While geography matters, it is also a very divisive issue. A more creative conception of territory or domain is to follow the natural eco-system that includes all. A more natural regional or territorial division is the one that follows an eco-system instead of the arbitrary divisions that followed either the politicians’ interest and agenda or the discredited principle of ‘separate’ development. A good example of eco-system mapping of territory is to follow the river basin approach. The other example is the archipelagic approach in development that ‘connects’ the islands. Definitely, Mindanawans need new approaches to solve the long years of ‘divisive’ approach and ‘separate development’ that simply creates greater divide between and among peoples of Mindanao. I Hope theses 4 C's are the solution in mindanao. baka kasi maging C- for corruption yan , talo na naman ang mga mindanaowan at ang mga pinoy. Kasi ilang milyong ang ginagastos ng Goverment natin para punduhan ang militar laban sa mga lowless element (ABUSAYAF, MILF break away group, NPA at iba pa.) sana mag karoon na ng kapayapan jan para ung pondo ay mapunta sa social services.

Kailangan pa bang Imimorise yan???? we the bangsamoro people are claiming our ancestral domain. the question is ano itong ancestral domain. this is the bangsamoro dominated areas. magsip nga kau. hindi namin sinasabi na kasali ung davao dahil hindi namna muslim dominated areas un. sinasabi north cotabato ni pinol. not all north contabato is included a portiion of it kung sann naka settle ung mga moro, zambuanga city, hindi naman boung zambuanga ay kasama, and also iligan city, hindi lahat ng iligan ay kasam ung mga areas lang na dominated by muslim.
Any good in the 4-Cs remain to be seen. But I doubt any approach either developmental or peace base on what is applicable and acceptable to the "whole" people in Mindanao will redound for the good of majority - the Filipino settlers.
In most cases these approaches are and were detrimental to the welfare of the Bangsamoro or the Indigenous Peoples of Mindanao. hindi namin inaangkin ang boung mindanao, we are just interested on the bangsamoro dominated areas, kaya nga hindi magkakaintindihan dahil jan eh. ang ancestral domain na sinasabi namin ay hindi boung mindanao kundi ang bangsamoro dominated area lamang at sana irispito niyo un.
Now i foresee that their is no chance of negotiation with the government with the PNOY administration. He did not address the real and root cause of the problem. The present admin is not committed yet to peaceful political settlement to bangsamoro areas, they will negotiate until his terms ends with nothing finish. My sources (official statistics) say that Mindanao, which has about 25% of the Philippine population, gets about 28%, not 16% of the national budget net of loan repayments, while contributing only 8% of the taxes.
With what Mindanao is already getting, it should be developing at a faster rate than the rest of the country. And it should, save that the people there cannot let go of the internecine conflicts besetting the island. Hand-in-hand with this is the local mis-governance and tribal attitudes to development that contributes to the climate of uncertainty, lawlessness and fear which in turn depresses economic activity. Business instead favors the more peaceful Luzon and Visayas to take root in. In fact for several decades now a reverse exodus of people from Mindanao migrating to the northern portions of the country to seek jobs and a more peaceful place to live in has been going on. he is talking about the 25% GDP... if you compare it to population of Mindanao it's obvious that Mindanao is more productive... but if you compared it to taxes being paid it's obvious in NCR... in terms of population...
as of now, its not advisible to move the capital of Mindanao in Marawi.. for its people and politicians are not fully matured...Marawi is such a nice place but the safety and security is questionable.. i would rather say, the government should create CDO and Davao as CBD's like what happen to Cebu then followed by Butuan, Zamboanga and Gensan, after that Cotabato, Sulu, Dipolog and Surigao... then that would make Mindanao the land of promise... for the update, i think Ayala is already in CDO and Davao... starting their malls... and so on.. Assuming your figures are right--that Mindanao contributes only 8 % of the national tax take--the biggest reason for that is that the big companies that have huge operations in Mindanao (banana plantations, pineapple plantations, mining companies, etc.) have their head offices in Metro Manila (mostly Makati), and they pay their taxes there.
Further, companies that have numerous branches in Mindanao (and other parts of the country) such as banks, malls, drugstores, etc. have their head offices in Metro Manila--again they pay their taxes there. I sincerely wish Congress can enact laws that require companies to pay their taxes in the cities/provinces/municipalities where they earn their revenues. It's very unfair for the city of Makati to be getting fabulously rich from tax revenues when it is not significantly contributing to the production of economic goods of the country. Kung ganon eh mas maganda na palitan ang systema natin at palitan sa Federal system of government. para may power ang bawat provensia na gamiting ang nakuha nilang taxes sa provensia lang nila.

National Capital should move in Mindanao, in Marawi. Build a lot of infrastructure, like a expressway and railroad that will connect Cities of Zamboanga, CDO and Davao. Bring more foreign capital easily, cut a lot of bureaucracy. Manila will remain as entertainment and industrial capital. How can you put up an investment in Mindanow if there is no orderly and peacfull situation especially in Magaindanow, Marawi, Sulo and etc. Sigurado mga bussinessman matatakot sila. Ang kailangan ma resolved muna ang mga conflict diyan. Kailangan mgakaroon ng Matatag ng pundasyong pang kapayapaan. Mindanow is a good place for Investment and tourist spot. sayang ang ganda ng mindanao. I went there before in Sulu ang ganda ng mga Beaches nila white sands talaga. Kaya lang nakakatakot, every individual or sa isang familya may pagaari sila ng baril. anytime kung magkaroon ng hidwaan barilan na. I was looking for another C "COMMERCE" which is lacking in almost every aspect the government and NGO's initiative in rebuilding our war torn region. A more od a Marke-Based solution would help much.. Helping out to the poor Mindanawans by means of Infra and Aides surely help out lots of people but teaching us how to save.. how to do business.. financially manage our money.. would do more good to us.. but we cannot always rely on goods distribution..

Even in GDP, Mindanao, in particular ARMM is seriously lagging behind the national average. On a per capita basis GDP in ARMM is about a quarter of the national average and an eighth of Manila+Region 4's. (Regional GDP I agree is a better indicator of the productivity of a region than tax take because it only counts the added value imputed to products by regional factors of production). Since there is no disparity between the natural resources of Manila+Region4 and ARMM( in fact, Luzon is more typhoon-prone and as many aver, ARMM has its share of the country's natural resources) the anomaly can only be explained by conflict, lawlessness and persistent and pervasive mis-governance in the latter. For such mis-governance to persist and pervade for a long time now means it has cultural roots. I am talking about the culture of the gun and the culture of the clan. To ka berth and yoyoboy: with regards to federalization, let us be careful what we wish for. Yes, it will result in more self-determination by regions. But the other side of the coin is that regions will have to more or less subsist on what taxes they can collect locally.Which means the budget for Mindanao can crash to about a third of what it is presently getting. Congress can craft a federalization law that would grant poor regions subsidies from the richer ones, but would it? Remember, Congress is a national assembly with representation also from the richer provinces. you're right man!

Let the people of Mindanao and NOT the imperialistic Manila work the common ground beyond diversity and decide what is best for the island. Historical and cultural context simply overshadow Mindanao's peace and development imperatives, hence, any effort to bring peace should take that into account. Otherwise, it's sure as the sun rises in the east that Mindanao will continue to endure THREE BIG C's Fr. Jun failed to note: CULTURE and CYLCLE of CONFLICT.

Ang paksa ng naturang tagisan ng kuro kuro ay ang ‘’Federalism ba ay ang siyang sagot sa matagal ng problima sa Mindanao.’’ Ang mga anak nina Donya at Sultan Dikapuno ay nasa panig ng hindi sumasang ayon sa Federalism, samantalang nasa kabilang panig naman si Ayesha at isa ring babaeng maituturing mayaman sa kagandahan, kabutihan sa mga mahihirap, malasakit sa mga naaapi, at higit sa lahat ay ang kanyang taglay na tapang sa pagtatanggol sa mga karapatan ng Bangsamoro, siya ay kilala sa pangalang Fathma. Pagpasok na pagpasok nina Hashim sa gate ng Gym ay narinig nila ang ‘’are we not free,’’ mula sa mga katunggali nina Fathma at ang sumunod nito ay masigabong palakpakan. Ang sagot naman ni Fathma ay FREEDOM!!! Where is freedom when you cannot go out in 3 o’clock in the afternoon because of fear from bad elements? Maituturin bang kalayaan na ikaw lang ang kumakain ng masasarap, nakakabili ng sasakyan at bahay, at nakakagawa ng kahit na ano, labag man ito sa batas o hindi, dahil sa may pera kayo pambili ng JUSTICE. Samantalang ang napakaraming Bangsamoro ay nagdurosa hindi lang sa physical na mga bagay kundi sa pangamba na balang araw ay mabubura sa puso ng mga susunod na generation ang Islam, ang culture at ang nakaraan ng Bangsamoro. Magsisimula mawala sa kanyang kalayaan ang bawat Bangsamoro kapag sila ay pumasok sa paaralan, mula elementarya hanggang high school ay lahat na malalaman mo sa Sibika at Kultura at Aralin Panlipunan o kung ano pa man jaan ay lahat patungkol sa mga kabayanihan ng mga tao sa Luzon. Wala kang maririnig na patungkol sa Islam, patungkol sa ating mga ninuno, sa ating mabulaklak na kultura, o mga bagay na may kinalaman sa ating pagiging Bangsamoro. Kung may marinig ka man sa iyong mga guro ay yon ang Moro ay unggoy o tao na may buntot sa likod, mga pangit ang mukha, mga tulisan, at lahat ng masasangasang na salita ay tumutukoy sa Bangsamoro. Hemmm…!!! Dapat malaman ng pamahalaan na hindi magkakaroon ng kapayapaan kapag nagpatuloy ang ganong pamamalakad sa paaralan, dahil paglaki ng bata ay malalaman din niya kung sino siya, at kapag nalaman niya kung ano ang kanyang pinagmulan ay magkakaroon ng galit sa kanyang dibdib, dahil kahit sinong tao ay hindi papayag na yapak yapakan lamang ang kanyang kultura ng ibang tao. Napasigaw ng malakas si Hashim ng PALAKPAK…!!! Yan ang hinahanap ko… Ang sagot naman ng isa sa mga katunggali nina Ayesha ay eh kung nagpapatayan nga tayo sa napakaliit na position paano pa kaya kung makamit natin ang Federalism? Sino ang mamumuno sa mga tribo? I am sure that there would be a blood shower between and among the Bangsamoro. Hehe, napatawa ng kunti si Ayesha, I cannot believe that until now your are still blind of the real meaning of the cause of Bangsamoro, bear in mind that it is an IDEALS. Thus, the only people who are authorize to lead the Bangsamoro if ever we have our federal are those who vanguard the ideals that give us freedom at sa mga naniniwala rito. Everybody is allowed to run irrespective of their status or karats in the society, provided that the ideals of the revolution is their ideals also and if they divest from it their head will be beheaded, even they are the governor or prime minister. Tuwing papalitan ang prime minister, governor, president, slave, o kung ano paman ang itatawag natin jaan ay dapat manggaling sa ibang tribo ang kandidato, hindi pweding tumakbo ang tribo na dati ng pinuno. Pipili ang mga kinatawan ng nasabing tribo ng tatlo sa kanila na gusto nilang mamuno at ito ay ipapasa naman nila sa Central Committee na binubuo ng ibat ibang tribo ng Bangsamoro kung saan sila ang magdi decision kung sino sa tatlo ang dapat na maging pinuno. Ito ay ibabasi sa kanyang karanasan at katapatan sa idealismong nagpapatakbo ng revolution. Bakit ang Central Committee ang pumipili sa kung sino ang magiging pinuno? Hindi ang mga tao kung presidential system ang mayroon tayo o ang Parliament kung parliamentary system ang mayron ang Bangsamoro!!! Ang pagalit na tanong ng isa sa katunggali nila. Simpli lang ang sagot jaan sabi ni Ayesha, iiwasan natin ang divide and rule, it is easy to manipulate the people, bigyan mo lang sila ng pera at mga baril din gagamitin nila ito laban sa revolutionary government. Ikalawa ay upang maiwasan na maging public officers ang mga taong hindi alam ang tunay na diwa ng Bangsamoro Ideology. Ang mga Muslim na naninirahan sa ibat ibang parti ng bansa ay makakabuto sila sa kahit na anong election sa lugar na tinitirahan nila basta lang naka register sila doon. Ang mga Christian naman na nakatira sa Bangsamoro State ay maaari rin bumuto sa election kung sila ay register voters din, maliban lang sa kataas taasang position. Magkakaroon din tayo ng election para representative natin sa National Perliament kung ang ating saligan batas ay maaamend ito at gagawing Federal-Parliament ang system ng ating pamahalaan. Ang mga kabataan ay bibigyan ng choice kung ano ang gusto nila sa buhay, kung gusto nila maging abogado, then pwedi silang mag-aral ng law school sa Manila, Cebu, Davao o saan man sulok ng Pilipinas, pero kung gusto nilang mag practice sa state ng Bangsamoro ay kailangan muna nilang mag-aral ng Sharia law sa UP o sa mga law schools na may Sharia law subjects. Tingnan mo ang codal mo sa Civil Law, makikita mo jaan ang tinatawag na THE CODE OF MUSLIM PERSONAL LAWS OF THE PHILIPPINES. Ang nasabing batas ay epektibo lang sa mga Muslim. Kung mayroon tayo niyan, bakit hindi tayo pweding gumawa ng THE CODE OF MUSLIM PENAL LAWS OF THE PHILIPPINES ng saganon ay mawala na ang gulo sa Mindanao? Ang nasabing batas ay magiging epektibo lang sa mga Muslim na nakatira sa Bangsamoro State, hindi kasali yong mga muslim na nakatira sa labas ng naturang state. Maliban sa nasabing dalawang batas ay lahat ng batas ng Pilipinas katulad ng Lababor law, Commercial law, at ang iba pang mga batas ay epektibo sa mga Muslim at sa Bangsamoro State, pati ang Constitution ng Pilipinas kung saan ito ay naamend narin angkop sa pangangailanagn ng mga kapatid na Muslim sa Mindanao. If there is an AUTONOMUS REGION under Sec. 15, Art. X of the Supreme Law of the land, na kung saan nagbigay ng ARMM sa mga Muslim sa Mindanao, bakit hindi ito pweding palitan ng Federal State tulad ng sa United State of America ng saganon ay mawala na sa problima ang gulo dito sa Mindanao. Ang nais nyong mangyari ay labag sa batas, ang sabi naman ng isa sa mga katunggali nina Ayesha. Tumingin kayo sa mga mata ko ang sabi ni Fathma sa dalawang debater, makinig kayo ng mabuti dahil ang sasabihn ko ay ang gustong sabihin ng buong Bangsamoro sa inyo. Ang buong Bangsamoro ay gustong bigyan ng kahulugan ang isa sa Ideals ng 1987 Constitution, which said that the government should ‘’promote the common good’’ of all the Citizens of the Country. Ang ibig sabihin niyan ay walang pinipinili ang batas, eh mahirap o kung anoman ang tribo at elihiyon ang mayron ang mga tao ay sakop parin sila na dapat protiktahan at epromote ang mga bagay na ikabubuti ng takbo ng buhay nila. Taliwas ito sa ideal ng diktador na Constitution ni Marcos kung saan ang sinabi niya ay ang pamahalaan ay dapat e promote ang ‘’general welfare’’ ng mga tao. Ibig sabihin ay ang epinipromote ng 1973 Constitution ay ang kapakanan ng mas nakakarami. Dibali ng magutom, mamatay, o matapakan ang karapatan, dangal, at relihiyon ng mga Bangsamoro, basta lang nasa ayos ang pamumuhay ng mas nakakarami. Makikita na nasa dugo ng mga taong lumikha ng ating Revolutionary Constitution ang kanilang pagka bayani at pagka maadhikain para sa ikabubuti nating lahat. Dahil mapapansin natin sa Preamble ng People’s Constitution ang TRUTH, JUSTICE, FREEDOM, LOVE, EQUALITY, AND PEACE. Yan ang pinaka simbolo ng ating Republika. Ngunit bakit yan ipinagkakait sa aming mga Bangsamoro. Pagsilang ng sanggol sa mundong ito ay gyera ang unang unang maririnig niya, nasaan ang peace? Paglaki niya ay di siya makakahanap ng trabaho sa mga Christian areas, kung siya ay papasok sa National Election ay mapapahiya lang siya, nasaan ang love at equality doon? Maraming batas sa Qur’an ang di nasusunod, nasaan ang freedom of religion doon? Marami na ang naiulat na Muslim massacres ngunit hanggang ngayon ay di parin napapansin o nabigyan ng katarungan, at ang mga lupaing inagaw sa mga Moro ay wala paring action ang pamahalaan, nasaan ang Justice doon? At ang kwento ng aming nakaraan kung saan ay pilit na binura sa mga libro ng history, nasaan ang truth doon? Kaya ba ipinagkait yan sa amin dahil sa kami ay Bangsamoro people, dahil sa ang may karapatan lang sa mga salita nayon ay ang mga Filipino na kung saan ay malinaw na sinabi sa naturang batas ang ‘’We, the sovereign FILIPINO PEOPLE’’ and so on and so on. Am I a Filipino? Ang tanong ni Fathma sa kanyang kadebate. Ang sagot naman ng kanyang kadebate ay yes, we are Filipino and at the same time Bangsamoro. Then, I think those people who never understand the true meaning of the Ideals of Freedom Constitution are the one who violated the Laws of the land. Said by Fathma.
