The issue of Peace and Security in Mindanao is a formidable challenge that the new P-Noy Presidency will face in the coming months and years.
To begin with, there are the two peace platforms vis-a-vis the Bangsamoro fronts – one for the MNLF and the other for the MILF. The two platforms are hard to reconcile given the competing leadership and ‘claims’ over the same peoples, same territories and transitional mechanism for governance. The present geography of the Bangsamoro peoples is the Autonomous Region in Muslim Mindanao (ARMM) consisting of five provinces (Basilan, Lanao Sur, Maguindanao, Sulu and Tawi Tawi) and two cities (Marawi City and Isabela). The other complication that the new government needs to face is the fact that the ARMM and the LGUs therein are presently the domain of the traditional leaders. They have legitimate claims over the leadership issue on the basis of elections. Then, there is the issue of geography that draws lines between what is inside and outside the ARMM. As in any conflict involving ‘territory’, the issue of geography is a very contentious one. In fact, boundaries and territories are at the heart of the conflict in Southern Mindanao. The hottest issue in the peace talk is precisely the proposed expansion of the said geography that includes portions of Lanao Norte, North Cotabato, Sultan Kudarat and the three cities of Cotabato, Iligan and Zamboanga. A key factor in the botched 2008 Memorandum of Agreement on Ancestral Domain is precisely the vehement objection of the above territories to their inclusion to the proposed Bangsamoro Juridical Entity. While there is progress in the peace talks between the GRP and the two Moro Liberation Fronts, the two issues of territories and governance remain the major challenges for the new administration. Then, there is another important peace talk that affects the peoples of Mindanao outside the ARMM. This is the GRP-NDF Peace Talks. For the most part of the Arroyo administration this ‘table’ is ‘suspended’. The talk is national in scope, yet the impact on security is felt locally, particularly in many rural areas of Eastern and Northern Mindanao. The GRP and the NDF has inked the Comprehensive Agreement on Human Rights Law and the International Humanitarian Law or CAHRIHL. However, the implementation of the said agreement has remained contested. Except for establishing joint and respective secretariats, the agreement is largely in paper only. The Visiting Forces Agreement and the inclusion of Jose Ma. Sison and the CPP-NPA in the US list of foreign terrorist groups froze the discussion on the economic, social and political reforms that would be the main agenda for the comprehensive peace agreement between the GRP and the NDF. No doubt, the implementation of CAHRIHL remains a formidable challenge for the new government. But the clear imperative is for the peace talks to move forward. The real formidable challenge for the new P-Noy Presidency is to shape its own understanding of SECURITY. In not a distant past, the security sectors (the AFP and the PNP) largely defined what security is. In a police and military view security referred to the security of the state and government. Today, most states are beginning to abandon the more restrictive and narrow understanding of security. The United Nations Commission on Human Security has taken the lead to expand the concept of security that is more inclusive of other basic issues that make the community or nation secure. The UN Commission on Human Security (CHS) prefers to use human security. Human security means protecting fundamental freedoms. It means protecting people from critical and pervasive threats and situations. It means using processes that build on people's strengths and aspirations. It means creating political, social, environmental, economic, military and cultural systems that, when combined, give people the building blocks for survival, livelihood and dignity. The UNDP's 1994 Human Development Report's definition of human security argues that the scope of global security should be expanded to include threats in seven areas: Economic security requires an assured basic income for individuals, usually from productive and remunerative work or, as a last resort, from a publicly financed safety net. Unemployment problems constitute an important factor underlying political tensions and ethnic violence. Food security requires that all people at all times have both physical and economic access to basic food. Health security aims to guarantee a minimum protection from diseases and unhealthy lifestyles. Environmental security aims to protect people from the short- and long-term ravages of nature, man-made threats in nature, and deterioration of the natural environment. Personal security aims to protect people from physical violence, whether from the state or external states, from violent individuals and sub-state actors, from domestic abuse, or from predatory adults. For many people, the greatest source of anxiety is crime, particularly violent crime. Community security aims to protect people from the loss of traditional relationships and values and from sectarian and ethnic violence. Political security is concerned with whether people live in a society that honors their basic human rights. Trackbacks

The only way to resolve the claims of MILF and MNLF is to pit them in a battle, old school style...Settle it once and for all.
Whoever win, gets the opportunity to take the territories of ARMM. RULEs: 1. Lastman standing 2. Never take prisons 3. Fight Site should be free of civilian populate 4. I am particularly skeptical to this statement. If we trace-back the MOA-AD controversy, there were no massive movements in the above cited areas against the MOA-AD before the scheduled signing for being included in the proposed BJE. We can remember well, that ONLY Pinol with selected allies, Lobregat, Drilon and Mar Roxas went on media blow-up up to the Supreme Court filed a petition to stop the signing...In all their act against MOA-AD, we cannot proved that what they did was a general sentiment of the people in the above cited territories...as there were no massive consultation made by these "spoilers of peace" before they did it. Therefore, it is an exaggeration and misleading to say that there is "vehement" opposition by the territories to their inclusion to the proposed Bangsamoro Juridical Entity. Let me refute some points you noted in your blog.
1. You wrote that there were NO massive movements against the MOA-BJE BEFORE the signing. -The reason behind there were no massive protest rallies BEFORE the signing is because people or residents of the affected areas to be sequestered by the MOA-BJE were kept in the dark and never knew that their city or province will be given to the MILF. It was only on the last minute that they have learned about the FACTS on the agreement. 2. You wrote also that the we can not prove that it was the sentiment of ALL the people of the affected regions to be given to MILF control. - Mr. Ali, I don't know if you have a television in your house or radio but there were in fact several significant protest rallies and marches done to condemn the "Secretive" Agreement. In cagayan de oro, bukidnon, iligan city and neighboring municipalities had protest rallies on the streets. Self-rule by these islamic extremists will never prosper nor will it give progress and development in their respective areas. A very good example is ARMM. It was made to appease the MNLF but look at what happened. Only the leaders became richer like Nur Misuari and the AMpatuans. The government should stop recognizing the legitimacy of MILF, MNLF, NPA it only divides the country as a geography and a culture. It only cause more problem and wasteful spending in the part of GRP. The biggest waste and flop is ARMM, it never served its purpose.
Mindanao should not be divided in fact Philippines should expand its territory towards the whole islands of Borneo, celebes and moluccas. Just like Germany invaded Sudetenland and Austria to unite all Germans. Recognizing such exremist group only shows Philippine Governmanr weakness against another armed organization. It's either eliminate them or let them do the function as legitimate armed forces on the land. Abolish Armed Forces of the Philippines for being worthless not capable of doing what they are suppose to do. What a waste of money...

it is not only Mindanao needs peace and security but the Luzon and the visaya´s as well as far we all know there are more crimes committed in luzon and the visayas than those in mindanao which mostly are all about survival of their clans and religions. Mas maraming krimen sa luzon at visayas compare sa mindanao? Taga mindanao ka ba? Balita lang ba sa dyaryo at TV ang sources mo? Well, kung hindi ka taga mindanao at umaasa ka lang sa media, I say you have dig dipper...... maraming krimen sa mindanao ang hindi napapabalita lalo na sa kamusliman.

EFFECTS OF 9/11 After watching the documentary stories of the war between the years of 1914 up to 1945, I saw the destructions of vast infrastructures, the ruin of beautiful landscape and trees, the misery that people inevitable undergone, the annihilation of animal race, and the tanks and airplanes that kill thousand of human beings. I told to myself that thanks Allah because I was not born during those eras. Then I realized that what might be the future Muslims after a hundred of years would think after having watched the documentaries relating to how MUSLIMS are treated by none Muslims today? Believe me some of them would say thanks Allah because I was not one of those who were oppressed during the time of my ancestors. It has been said that in every era of oppression, disasters, and war there is some one who will arise among his people as their hero. In USA George W. Bush, after the fall of World Trade Center became known as the American revolutionary. His brave words like ‘’whether against or with us,’’ ‘’Saddam Hussein and his sons must leave Iraq within 48 hours or else face the American military,’’ and ‘’we will not be intimidated by thugs and killers,’’were liked and loved by his people. The American people were blinded by the dust of the twin tower and until now are still blind of the fact that their war in Afghanistan and Iraq has no ending and good future in favor of their interest. Abdul Qadir, the Iraqi defense minister, announced that "his nation would not be able to take full responsibility for its internal security until 2012, nor be able on its own to defend Iraq's borders from external threat until at least 2018." Which mean that the American troops will stay in Iraq for another decade or more. After the 9/11 the American views have changed, they are no longer the people who championed human rights and defend the international laws. They accepted no other solution, no other culprits, no other consequences, but to punish and invade all Muslim countries if necessary and in whatever outcome, as if they are the only offenders. They listened to no one except to their President along with his companions like the VP Dick Cheney whose aim from the very beginning (before 9/11) is to topple down the regime of Saddam Hussein in Iraq so that OIL will be on their foot. They hear nothing but ISLAM is terrorist, evil, barbarian, islamism, extremism, killer, bad, Al-Qaida, Jamaa Islamiya, krung krung and etcetera. Without noticing that the intention of that propaganda is to demonize ISLAM and implant to their minds that Islam is the menace of the world and therefore must be erased from the map. September 11, 2001 is the beginning of the new chapter of Ummah. My world, your world, our world have change forever. We can no longer pass through in airport without removing our shoes, we need to leave our toothpaste, and other materials that has the capacity to blow from the security guard. Everybody is terrorist, the youth cannot easily voice out their resentment against the Government because of threat that they might be tag as terrorist. The Muslim parents who are not strict when it comes of giving ample ideology to their children regarding the truth of Islamism produced children who cannot even call themselves as Muslim because for them it is nice to be addressed in a Christian name than as a terrorist. The women, with the exceptions of the other, are no longer wearing Hijab or the Islamic prescribe dresses especially when they are in the Christian areas. Actually the fundamental reason of the creation of the world exterimism/Islamism is to warn or prevent the other none Muslims to be converted to Islam. Because the directors of that propaganda knew that within few decades Islam would be the dominant religion in the world. Second, is to pacify the anger of the Muslim if ever they have seen the massacres of Muslim civilians in IRAQ, AFGHANISTAN, LEBANON, and PALESTINE by the allied forces. And the worst of all is the fact that the Muslim leaders are divided depending on their interest. Those Muslim countries whose leaders are unpopular among their people and under threatened by the revolutionary group within their territory or invasion from their neighbours whose aim is nothing but to return the Caliphate, allied themselves to the enemy to make sure that their throne will stay so long as they are alive and subsequently blindfolded their eyes in all oppression against UMMAH. In some instances we cannot put all the blame to the Arab KINGS and EMIRS because they don’t have the choice when America started to invade Afghanistan; they were given an offer which they cannot refuse like the movie in GOD FATHER. The Arab leaders could side with the terrorist but their country will surely return to Stone Age, they could choose to side none of the two terrorist, I mean the allied forces and Al-Qaida, but they will soon be ousted from their throne like of what had happened to SHA of Iran. The Arab countries are now buying various weapons from foreign countries in preparation for war against Arab brothers, Turks, or Persian which are all Muslims, these Arab leaders’ aim is to maintain their sovereignty. On the other hand the weapon manufacturers are also enthusiast in selling their new invented weapons not just for profit but they think that they need not to destroy the Ummah through their muscles because the Muslims will destroy themselves. However, they failed to realize the fact that soon the policy of their allied Arab Countries will change. When the youth unite and topple the kings or Emirs like of what Muammar Qathafi’s experience in Libya. THE WEAPONS WILL BE AT THEIR SERVICE, THEY COULD AGAIN USE IT IN FAVOR OF ISLAM AND END THE OPPRESSION. Oppress daw ang mga muslim sa mga democratic nation or ang mga non-muslims ang oppress sa mga islamic states???
Kapag nag rebelde ang muslim sa Islamic states tinatwag silang 'secessionist' pero kapag sa democratic countries sla nag rebelde tawag sa knila 'freedom fighters' Ang pag claim ng bangsamoro sa Mindanao ay may tonong relihiyon and yet hindi lang naman islam ang relihiyon duon diba? logic lang pow jejeje friend ko muslim pero ayaw niya sa bangsamoro leaders mas gusto pa tumira sa peaceful davao sa proteksyon ni duterte
para magkaroon ng peace and security dapat tanggapin ng mga muslim na hindi lang para sa mga muslim ang Mindanao dahil bawat pilipino o dayuhan man may karapatan tumira sa Mindanao,ang mga moros lang naman ang masyadong panatiko sa kanilang relihiyon dahilan para magkaroon ng alitan between muslim and non-muslim people.
