The changing of the guards gives a privileged opportunity to both the Government and the various liberation fronts (MNLF, MILF and NDF) to revisit not only the process itself but also the direction of the peace negotiations.
The unfinished agenda in the GRP and the MNLF 1996 Final Peace Agreement is the contested implementation of said agreement. The GRP claims substantial compliance to the obligations imposed by the agreement. The MNLF claims non-GRP compliance. The OIC-sponsored Tripartite (OIC-GRP-MNLF) Review of the implementation of the said agreement has been going on for the last three years but with no end in view. On the GRP and the MILF peace talks, the two peace panels cite the following feats notwithstanding the difficulties and the odds brought about by the August 2008 botched MOA-AD. The new significant additions to discourse are the agreement on civilian protection and the entry of the so-called ‘international contact group’ or ICG in the peace talks. The civilian population are, often, the unfortunate victims of armed conflict. The new agreement, in concrete terms, has obtained the commitment of both Parties to respect the universally-accepted human rights of the civilians notwithstanding the conflict. Outside of the ARMM, the more important peace talk is the GRP and the NDF peace process. However, this talk is, for the most part, an ‘on and off’ negotiation. In fact, it is more an ‘off’ peace process than ‘on’. Mindanao, though not played prominently, is a major locus of the conflict between the GRP and the NDF. At one time, the NDF had nine liberation fronts and it had strong presence practically in all cities of Mindanao including Davao City. Their present true strength is contested claim and counter claim between the GRP and the NDF. What is clear is the importance of this peace talk regardless of what we believe. The present global consensus is that Conflict or political difference is no longer settled in battlefield but in the negotiating table. The most important document that has emerged from the GRP-NDF table is the comprehensive agreement on human rights and international humanitarian law. The tragic comedy about this important agreement is the non-implementation of the same due to the disagreement on the mechanisms that would implement it. With no mechanism and implementing guidelines, the agreement remains in paper. The more ticklish agenda in the GRP and the NDF talks are the political, social and economic issues that would ultimately shape the peace agreement. The first agenda in revisiting the three peace fronts is a simple inventory of all the contested issues and make matrices of the differing positions not only of the parties in conflict but also the major stakeholders. Second is to ‘build’ several platforms to openly hear and discuss these differing positions from the ‘lenses’ of the constituents that the parties boldly represent. Third is honestly assess the so-called relief, rehabilitation or even the claimed re-construction done in the conflict areas by both government, multi-donors and NGO’s. The multi-donors and international financial institutions like World Bank and the ADB believe that they are doing great yet the impact of their millions of dollars is hardly felt by the people on the ground, especially in conflict areas where they claim successful operations. Their reports are well done in glossy papers and with photos that parallel the story of Alice in Wonderland. Based from all indicators currently used from mortality rate to literacy rate and access to health services, the conflict areas remain the poorest in the country and in Mindanao. The major difficulty to hurdle is the belief that political settlement must come first before development. There are strong positions on this issue and these must be put on the table. Then there is the issue of multi donors and international aid agencies. No doubt, the multi-donors and international aid agencies are concerned with the peace process. But goodwill and ‘assistance’ can, at times, be misplaced. There are simply too many foreign players on the ground. For one there is the UN system; then the various international aid agencies that have their own interventions in Mindanao; then you have also the Visiting Forces (US) whose presence have become ubiquitous in Mindanao with their special planes, helicopters, drones, naval boats that shame our decrepit AFP. The new President and his team need to honestly assess what are the real score on the ground. What really work and do not work. But above all, the new administration should see whether we are using the same compass in our peace process and the said compass is pointed to a ‘north star’. Trackbacks

I'm still hoping that a genuine peace agreement will be achieved for the sake of peace and prosperity of Mindanao.The incoming administration must do its very best to uplift the lives of our brethren there.A clear policies must be implemented immeadiately.God Bless Mindanao!

Kung tama ba ang pag iisip ng gobyerno , bakit kailangan pa yong taga ibang bansa ay makikialam ?Hindi ba kaya natin yan , simpley lang yan , Trabaho, trabaho at trbaho...gets nyo?pano ba naman kasi ,madaling gawan ng paraan para sa katahimikan , maraming nasa militar ang gumagawa ng kalokohan , sabagay , cut bidget and return to barracks , walang makurakot.Gaano ba kalaki ang Basilan at hindi madakip yong mga Abu Sayyaf , bigyan ba naman ng information ng mga nasa militar .tsk!tsk! kahit anong gawing peace process, Wala pong mangyayari kung maraming nakikialam .Nakikialam ang mga yan ng dahil sa Deiutirium sa may Surigao , lahat gusto makisawsaw .
CAUSE OF ACTION
When I was a child, I love to see beautiful Hollywood movies, especially movies that show greatness of an empire, the love of the people to their leader, the care of a revolutionist to his compatriot, the bravery of a hero who conquers his oppressor, the humble life of a martyr who died for his cause, and the fantasy heroes such as X-MEN, Batman, and many other of the same. Before I go to sleep at night, I deceived and enslave myself and my happiness by wondering that I am those great heroes that I have just watched. Some of the movies portrait the paradise kind of life of the Americans and their magnificent cities, bridges, buildings, cars, and weapons. It would also suggest that the American people are the most benevolent and kind human creature on this earth. My friends, who were having the same fantasy with me, told me that someday they will live in America and marry a beautiful American girl. Whenever Americans appear in our hometown to buy souvenirs or antiques that produced and manufactured in Tugaya, I and my friends will treat them very well. My father realized something after the 1991 Gulf war and he told me that America is the emperor of the world. In high school I learned from my uncle that the mighty Americans are the prime enemy of Islam today. That is actually a very controversial claim for me and culture shock on my part. My uncle told me, look at the news, there is a war in almost Muslim countries, our brothers in Palestine are fighting for their freedom against Israel. And I ask why are they fighting, my uncle said because of the holy land, the land of promise is the spirit of the three big religion of the world, the Christianity, Judaism, and Islam. Why we not let the other religion to worship their God in the holy land so that peace can be attained, I said to my uncle. My uncle answered in a mad face, no, that is not the issue anymore, because from the caliph Omar we let them to co-exist with us in the said holy land. But during the adventure of the crusaders, the blood of all Muslims spilt in the holy soil, they were massacred by the crusaders. After almost a hundred year Salahodin ( SALADIN or ALADIN) Ayyobin reconquered the land, and the same, he allowed the other religion to freely worship their God. The issue is bigger than what Hitler done to the Zionist during the holocaust, Hitler never buries human being alive, but the Zionist buried our Palestinian brothers alive. After the World War I, with the help of England the Zionist gradually occupied the land by force. They burnt the houses including the householders, they destroyed all the infrastructures, and put all the Palestinian behind the iron wall in Gaza like a chicken. Food, medicines, gas, oil, water, and other materials for human consumption are no longer available to the Gazanians. According to Zionist, the land belonged to them base on their land title, the bible. After that meaningful conversation with my uncle, I went to school with more curiosity, thus, I share the story with my classmates, and they listened to my long story as if I was their new teacher. Some of my teachers heard me, and they were amazed, a man of my age knows something of the current issues, they were expecting me to just play basketball and guitar. From that moment I received extra privileges from them. Because of my curiosity I listen attentively to my father’s friends, one day they were in our house discussing the Israel and Palestinian conflict. I asked them why Israel is not bigger than Mindanao, but then again it has overpowered the entire of Middle East. And they said that the real Israel is invincible, you cannot judge or see it from the map, its power, might, intellect, weapons, and money are from America. They even joked that when there is America there is Israel, when there is Israel there is America; therefore, America and Israel are there. I asked them eagerly that how can Israel manipulate such a great nation, again I cannot accept it. My young friend, the future defender of Islam, said by one of them, you will understand it in the future, and once you have a better understanding of it please share it with us. But I will not going to disappoint you today, in my opinion the Jews who live in America controlled the global economy, they were the richest in American society. They spent millions of the dollars for a certain candidate just to make him win in the election in return of supporting the Zionist cause in Israel occupation of Arab land of spirit. Now at the age of 26, I have learned the most popular war that shakes the imagination of every scholar and almost put an end to the livings of the world, it is called by the history as cold war. The war between Capitalist like USA, France, England; and Communism which represents the USSR, Cuba, China, North Korea, and Vietnam. The cold war came into extreme when Stalin the leader of Russia died in 1953, his successor Khruhshev built a wall in Berlin Germany to apportion into two the German land, west for the capitalist and east for the Communist. The cold war was finally ended in 1991, when the USSR broke away under the leadership of Garbuchi. Communist wanted to dominate the world with their ideology and topple down the domination of the capitalist to the world, its cruelty, their policy of enslaving, exploiting, and subjugating the other weak nation. Ergo; the latter is doing everything to hinder the former to succeed. But in order to win the battle one of them must possess the most powerful wealth and weapon in the 21st century and that is OIL. The five countries in the Middle East, Iraq, Iran, Kuwait, Saudi Arabia, and United Arab Emirates have 711 billion barrels of oil beneath on their soils, 2/3 of world oil reserves. On December 24, 1978 under the Soviet leader Leonid Breznhev, the USSR initially deployed their 40th army in Afghanistan to support the Marxist government of the Democratic Republic of Afghanistan at their own request against the Islamic Mujahidden resistance. President Jimmy Carter’s National Security Adviser wrote to the president that US has now the opportunity to give USSR its Vietnam War. And they worried that the wealth of Middle East might fall into the hands of Communist block which they will regret if they won’t do something to stop it. It was on July 3, 1979 that President Carter signed the first directive for secret aid to the opponents of the pro-Soviet regime in Kabul. USA won the war which led to the end of the Soviet empire, in 1988 Soviet troops withdrew from the land of Mujahideen. As has been said by the former President Bush Jr. that America is addicted to oil. According to the US Department of energy the US gets 40 percent of its total energy from petroleum. Today the country obtains about 70 percent of its oil from foreign suppliers. That cost anywhere from $ 350 billion to $ 700 billion a year, 21 million barrels per day. 70 percent of the oil used in the US is for transportation. Therefore, their economy relies on the OIL imported from the MIDDLE EAST. That is the reason why the America did everything to prevent the return of the Caliph. The social control of the entire Muslim world and all resources for the Muslims only, Muslim federation and parliament, and international Islamic court and global Muslim police force could only be happened if all the Muslims in the world will unite under one Caliph. USA will definitely die if that would happen; hence, they have to stop Taliban, Saddam Husien, and Iran from doing what I have said. They need to send various weapons to their close ally in the region, and the latter will use it to bomb and kill the civilians in Gaza strip and the Hezbollah in Lebanon who sought the same ideals of returning the Caliph. Therefore, they need the assistance of Israel, without Israel there is no America. My friends who have the same sympathy with me do not have the courage to shout what they think is right, because according to them only perfect Muslim has the right to do that. Yes, at this young age of mine, I might have committed things which are wrong under the Qur’an, but would it mean that I will no longer use my skill for the benefit of Islam? take a look in some areas where the clash between them are the cause of deadly conflicts like in afghanistan,pakistan,gaza etc. there might be peace in mindanao if everyone there are all dead and the next invaders would not do stupid things like those past colonizers did in the past history,otherwise the outcomes will be a repeated shadow of the past. but i still hopes the muslim leaders would works on it peacefully and without demanding from both sides to do this and that. |
