Many were caught by a big surprise when the Social Weather Station came out with its latest publication released on 10 October 2011 celebrating the 20th anniversary of the local government Code or RA 7160.
The special focus on the ARMM is per request of DILG. Believe it or not, within the ARMM, the residents are contented with the performance of the present incumbents; 63 percent are satisfied and 18 percent as dissatisfied, for a net rating of +45. The good performance in the ARMM (first time since 1989) is, definitely, something to celebrate. The positive mark is mostly credited to the indefatigable Executive Secretary, Atty. Naguib Sinarimbo. His energy and youthful enthusiasm are akin to a virus that spreads itself to the whole ARMM structure since the incumbents have taken over the helm of ARMM government in December 2009 following the tragic Maguindanao massacre on 23rd November 2009. The mark of good performance in the ARMM governance for the last two years sets a new benchmark that is hard to follow. The present incumbents will soon leave their posts with a sole distinction of good and satisfactory performance in office. They have shown to the world and the nation that with a few good men in office who are committed and devoted to real public service, ARMM regional government can pick of the pieces and rise from the shame brought about by long years of bad governance and impunity of which the 2009 Maguindanao Massacre is the ignominious symbol. The Supreme Court has, finally, decided on the constitutionality of RA 10153 or the law synchronizing the ARMM elections with the mid-term national elections on the 2nd Monday of May 2013. And now the ball is in PNoy’s court, that is, to consolidate the good performance of the past two years by way of appointing GOOD PUBLIC SERVANTS as OICs in the ARMM. The premise often cited for the appointments of OICs is to carry out the much needed reforms in the ARMM. They are identified as: (1) improving access and delivery of basic services, particularly in the areas of health and basic education; (2) doing away with clan and dynastic politics that have held the ARMM politics hostage; (3) good governance and accountability of regional allocation and expenditures; and (4) exorcising the ghosts not only in government bureaucracy but also in notorious electoral system that is well known for the100% voting average and 100% delivery of votes in favor of the pre-selected candidates. The selection process for the OICs had been completed. The short list is now submitted to the Office of the President for PNoy’s lucky and ‘magic’ anointment. The actual selection process engendered a consultation process not known in the ‘culture’ of ARMM since its creation in 1989. The short listed nominees presented their platform of governance in public and they were all subjected to panel interviews and public scrutiny. This was a novel process in the ARMM long used to the feudal leaders dictating to their constituency. With the good satisfaction rating of the present incumbents, the incoming OICs are challenged to work harder and to perform better. At stake is not only their own reputation as good public servants but the President himself who has worked hard to lobby in Congress for the passage of the controversial law that provides not only for the cancellation of the scheduled August 8th, 2011 ARMM elections but also for the appointment of OICs until their successors are duly elected and qualified in 2013 mid-term elections. The PNoy administration is now poised to unravel a reform road map that includes among others a sort of mini ‘Marshall Plan’ to put on solid footing the desired long-term stability of the ARMM. The ‘extra-ordinary’ intervention or assistance would be taken from the budget of the select national agencies as their concrete contribution to actual reforms in the ARMM. It is NOT ‘business as usual’ but a call for harder work and greater commitment to good governance and peace and development in the region. No doubt, the reforms and rehabilitation work would entail cost! But with the President’s men and women who shall be in charge as OICs, the necessary wherewithal to effect real change and development in the ARMM would, hopefully, not be wanting. In the same vein, partnership would remain the ‘by word’ in the reform road map. It would require a solid partnership particularly with the private sector and donor communities. The public and private investments in the autonomous region would provide the needed assistance as the new OICs embark in the path of reforming the ARMM. The incoming OICs in the ARMM should know that they have actually NO CHOICE! They are NOT allowed to fail! They are all the personal choices of the President and as such they are directly accountable to him who shall actively exercise supervision over the ARMM governance. boy, mahirap ka ba? kasi napansin ko panay post mo ng comment. me pang internet ka! mahirap ka ba talga o isa ka din dun sa sinasabi mong sinungaling? pero agree ako sa mga panawagan mo. kelangan mag-appoint si PNoy ng karapat dapat...maging sino man sya. karapat dapat in-a way na lam nya sitwasyon sa buong ARMM, lam nya pano nya i-handle ang iba pang mga politician na incumbent o yong mga leader ng mga kanya kanyang lugar (this is to make sure that all his plans will go on smoothly), at ang pinaka mahalaga eh gusto din nya mabago ang sitwasyon mali o di tama at yong mga nasimulan nang tama eh ipagpatuloy nya.
...reform efforts could be in vain if the track record of those groomed to be appointed are mired by corruption. I hope PNOY will not do another mistake...

A Call for Sobriety and Peace!
Folks, Peace! The tragedy that happened in Basilan, specifically the battle in al Barka that left 19 AFP young officers and men killed came as a shock to all. Everybody holds on the ceasefire agreement notwithstanding the ambiguity in the present talks. This tragedy poses a strong temptation for retaliation... and we are beginning to hear rumblings that demand blood for blood or an eye for an eye. But it also in these times that all people of goodwill NEED to rise from the grief brought by the tragedy albeit difficult and painful and proclaim anew our commitment to the peace process. It may not be popular to call for peace in these times... but peace making is NEVER a popularity contest. We do understand the pains as well as the bitterness brought by the recent losses in al Barka... Yet, in the midst of these pains and losses, we have to proclaim our faith in the peace process. Two Army soldiers were killed in an ambush in Alicia, Zamboanga Sibugay Province. Missing in action are 12 other Army personnel of the 102nd Brigade while four others were wounded. Suspected members of the Moro Islamic Liberation Front are believed to have perpetrated the ambush. Details will be posted as soon as they become available.-Gmanews.tv To: Fr. Tapos tuwing totohanin ng AFP sa pag atake ang MILF ay agad sisigaw ng CEASEFIRE at mag usap muna tayo ng PEACE. Ngunit kung sila ay mas nakakalamang ay sige sige mag ambush. Habang buhay na ba ganito ang mga pangyayari sa Mindanao? Pag may opensiba ang militar laban sa MILF ay agad HUMAN rights, at hihingi ng tulong sa mga foreign islamic countries upang ipahinto ang military operation. Ngunit okay lang pag sila ang mag ambush ng mga sundalo. This tragedy has been repeating itself every few years. Here is how the vicious cycle turns:
1. Philippine Government Declares a Ceasefire to facilitate On-going Peace talks. 2. During this temporary period, MILF recruits more rebels, secures more weapons, builds foxholes, bunkers and rebel training camps. (If during this period, their little children grows up, they will be trained into a rebel fighter) MILF population grows exponentially replacing the dead from the previous battle. 3. MILF will then again try to force their agenda of INdependent state of MIndanao by flexing their muscles. 4. Rouge MILF commanders who are tired of waiting and training for nothing will begin to do criminal activities like kidnapping, extortion, bombing. 5. Government forces will try to arrest after those rogue MILF rebels. 6. Another ambush by the MILF. 7. If there is an all-out war declared, govt will help evacuate local villagers into schools. 8. Government gives food, shelter, water and clothing to evacuees/refugees not knowing this are the families of the MILF. 9. MILF laughs while killing govt soldiers because while they kill our soldiers; our govt is busy feeding their families in evacuation centers. (Try to observe the news footage of evacuees, majority are women, children, disabled men or very old men. Where are their fathers? Brothers or uncles and teenage sons?! They are busy killing our soldiers while govt feeds their families. 10. If MILF feels they are losing the battle from govt airstrikes, they ask Malaysia to intervene and calls for PEACE talks. 11. Back to Step 1 and the cycles starts all over again. Haaaayyyy... Some people say that only peace talks can solve the problem of moro rebellion by islamic secessionists in Mindanao like MILF.
However, sometimes it is only through a devastating and tactical military offensive against these MILF rebels will the Philippines achieve Peace. A very good example is SRI LANKA. Their government finally quashed the LTTE or Tamil Tigers last 2009 after decades of insurgency and wars. Please research SRI LANKA and how they were able to get rid of the LTTE or TAMIL TIGERS rebels. The TAMIL TIGER rebels are more powerful and heavily armed than our MILF. The TAMIL tiger rebels even have their own navy and air force and yet the SRI LANKAN government was very determined to end the rebellion. So therefore, sometimes WAR is the best and only option to achieve lasting peace. Research SRI Lankan tamil tiger rebels. We HONOR the memory of the fallen...

1. Corrupt senior officers. 2. GRP's continues recognition of treasonous groups. 3. AFP's lack of logistical tools. 4. National and local gov. corruption. 5. Poverty in Mindanao. 6. Church continues to play blinds on corruption for 300 years as long as collections keeps coming. Why don't our government require BULLETPROOF vests and helmets to our soldiers especially the SPECIAL FORCES who risk their lives going into enemy camps and territories.
Those BULLETPROOF vests and helmets would have made a BIG BIG difference in that encounter with the MILF rebels. Could somebody please point this out to our government officials or military leaders. If the AFP general can afford to go play GOLF in exclusive golf courses then why don't they buy their foot soldiers some bulletproof vests to save their lives during combat. |
