With all the wild talks about the ARMM, from ghost employees to corruption, I thought that few would be interested in vying for the OIC posts during the 21- month transition period. The reform agenda is very daunting and the time frame is so short and it would require a miracle to clean the proverbial Augean stable that is the ARMM.
I am dead wrong! The list of ‘wannabes’ seeking OIC posts is, indeed, very long! For the positions of OIC ARMM Governor, there are 74 applicants and nominees; for the position of Vice Governor – 27 and for the Regional Assembly with 24 members representing 8 congressional districts, there are 366 applicants and nominees! WOW! The President established a Selection Committee composed of the DILG Secretary, DND Secretary, Presidential Adviser on Political Affairs, a representative of ARMM Provincial Governors and City mayor, and one civil society organization. The task of the said committee is to short-list the applicants and nominees and then present them to the general public in Cotabato City, Zamboanga City, Jolo and Marawi. And from the short list of nominees, the President shall appoint OIC who would take charge of the ARMM during the transition period of 21 months to implement the much needed reforms. The paramount reforms needed in the ARMM are the following: 1. To expand greater access to basic social services within the whole ARMM, specifically health and basic education; 2. To jump start economic development in the region, particularly in the component provinces that make up the ARMM; 3. To vivify and strengthen internal governance capacity in the regional as well as in the local government units within the ARMM; 4. To undertake concrete steps towards the total overhaul of the electoral system in the ARMM beginning with the setting aside of the voter’ lists and undertake new registration with the use of biometrics and modern technology; and 5. To be innovative and bold in instituting transitional institutional arrangements on the delivery of investment support programs to the ARMM (a sort of mini Marshall Plan) during the 21-month transition. The so-called 366 wannabes come in different ages, faces, sizes and backgrounds both famous and notorious! The re-cycled ARMM politicians are aplenty. The old guards in the ARMM politics equally match the number of re-cycled ones. There are also two sets of ‘revolutionaries’ (MNLF and MILF) in the list of wannabes. There are also new players in the list – they are young and untainted by dirty politics in the ARMM. The million dollar question to you and I is who would gain prominence both in the short list as well as in the actual appointments? Would the new players have any chance at all to make it to the governance structure associated with failure (courtesy of the re-cycled ARMM leaders and the old guards)? In the coming two or three weeks, we shall know if the Aquino government is truly serious in reforming the ARMM. The appointment of OICs would, in many ways, be the acid test of PNoy’s much taunted reforms. In fact, the appointment of OICs would signal the seriousness of the national government in effecting real changes in the ARMM besides the usual sound bytes associated with government pronouncements. Re-cycled ARMM politicians and old guards as OICs would simply dissipate the hope and the dreams of a fresh wind blowing the ARMM. One way of removing the ‘tradpols’ and the re-cycled ones is to reduce the age limit for the ARMM OICs. In fact, I would strongly recommend NOT to appoint anyone above 45 years old as OICs both in the Executive and Legislative branches of the ARMM government. There are new and young blood, and competent nominees in the list. The ARMM belongs to them! It is time for the ‘seniors’ to take the ‘back seats’ and simply act as ‘mentors’ to the new generation seeking to shape their own destiny. I do counsel the re-cycled politicians and the old guards to steer away from the drivers’ seat. Let this new generation shape the present and the future of the ARMM. Trackbacks

ARMM purpose has never work, it is corrupt and a waste of taxpayers money. We already have a political system that exist in Mindanao, its called governor of provinces. This people don't even fly the Filipino flag. If they cannot live among us then they should leave the country. They are 5% of the population. If the Government give them a so called AUTONOMOUS government some region in the country should have autonomous government.

You are being too GENERALIZING. Please try to learn the the History and the contemporary struggles of the Bangsamoro people. Yes, the other tribes had some 'identity' for self-determination, but it is not as STRONG and as LEGITIMATE as the Bangsamoro's Claim.
Do not talk if you do not know anything. Walang patutunguhan ang pag-uusap. Both parties are willing to enter into negotiation. However, the subject for negotiation for the Bangsamoro is actually non-negotiable for the the Govt. How can that be. The claim of the Bangsamoro is now subjugated. The end result of a revolution is not being ask for, it is being fought for.

Why not focus to educate your children in Science and math stop teaching them lies about Islam and christians. Mr. Subanen, why don't you teach your children with your own religion on how to treat good manners. Your attitude reflect in your personality. May God lead you to the true path..Am really pity about you.
Digs Dilangalen is the ONLY man of the Moro race that could best serve and reform the kind of governance ARMM has been ran for almost a generation now. Prior leaders have wasted more wealth for purpose that only serves their interest to perpetuate in power and acquire more of it in the process.
This man has been leading and serving his people by example with excellent education and track record to speak of. No name comes close to his when the issue will be about morality, independence, ideals and principles advantageous to the cause of his constituents. PNoy knew Atty. Dilangalen for he (Digs) is known top be the first law graduate of Ateneo Law School. We can't deny we have lots of Moro lawyers equally brilliant as Digs Dilangalen, but at that moment Dig's brilliance shines the brightest for the brighter future not just in ARMM, but in Mindanao as well. We need to see NEW FACES in this up-coming REFORMATION of ARMM. The old ARMM had been a total failure, and putting those re-cycled Politicians in the loop agin would have greater tendencies of RE-CYLCLING and Repeating the discouragements of the past ARMM Governance. The 21-Month duration of a Transition Government maybe short for a total Reformation but at least, it might be a very good time for RENEWING and RE-CLEANING the Roots of problems in ARMM. This must be done in Preparation for the 2013 Election.

Mr. Mercado forget to mention the most important reform which is the moral values reformation of this office in charge wannabes. the reforms he mentioned is useless, if the persons who would manned this agency is the same rotten tomatoes. Hope this Govt. wont appoint son's or daughters of politician or anyone who has link to old politicians. who made themselves rich and made the ARMM constituents poorest of the poor.
Not all trapos are bad in governance specially in the Muslim areas. The reason why politics were corrupted is because of new young leaders who doesn't know how to govern became leaders because of vote buying and even druglords became mayors and governors, so what can you expect. Other prominent old family of honest politicians like the Alonto's of Lanao became Senator, governor and Congressman had governed fair and honest in their time and never involved in corruption. They don't have to spend money to win an election because people of Lanao loves them. The reason they're not among the leaders today is because they did not enriched themselves in politics, and financially incapable of vote buying. In politics their's always an exception, and not all trapos are bad in governance, they're respected but the young politicians lack the respect of their constituents with the exceptions of few because they don't care the welfare of the community but to get rich and maintain power by any means. the ARMM can only be reformed by an energetic and charismatic leader from a prominent family respected and acceptable by the different ethnic groups from Jolo, Basilan, Maguindanao and Lanao provinces. Don't ever forget that we Muslims have different values in life as we respected our old folks specially the Sultans when it comes to decision, that's why Malaysia and Britain retain the titles of Sultan and Kings because of that. you're right about the older alonto's but how about the younger alonto in ARMM. He put shame on the high reputation of older alontos specially during the ARMM BUDGET HEARING in congress. He also create chaos especially in department of education by designating unqualified person replacing the qualified one.
Speaking of Ghosts, it's not only in ARMM that it existed, but in national/central government as well, as manifested by ghost pensioners in the PNP, and ghost/anomalous transactions as well, too many indeed as it has been gradually unveiled by Pinoy's administration.
In addition to limiting the age for the aspirants, it is high time to set for a standard criteria in terms of educational qualifications,experiences and untainted good track records. Godspeed! In regard to the million dollar question, we can only hope for the best. It's all in Pinoy's hands...

Morale of the story, anybody? There's also a need to re-evaluate the NSO data in ARMM in order to come up w/ more or less precise assessment of the quantity of basic social services needed by the people of ARMM. A number of newly created barangays, and towns emerged in the area during the past ten years, are they for real, or just a rotten version of feudalism?

ARMM pale in comparison to all the corruption in Manila and elsewhere. Moros are what they are because of Christian Filipinos. Give us freedom and we'll show that we can be like malaysia which has surpassed Philippines in all devt fronts!
Freedom, self determination, or whatever, is not being ask for, it is being fought for. Revolution may not be the best way to self-determination for the bangsamoro, but it is the only way.

Ako'y taga Luzon po kaya wala akong masasabi kung ano ang nangyayari at kung ano ang hinaing ng taga ARMM. Tama nga yung ARMM ay ginawa lang gatasan ng mga namamahala dyan. Dahil ako'y naniniwala sa equality ang ARMM ay dapat alisin na at babalik na lang sa mga probinsya probinsya katulad ng luzon, visayas at mindanao na wala naman kaming Autonomous region. Bakit pa ba natin kailangan ang mga ganyan ganyan. Ang importante ay mamuhay tayo ng tahimik at hwag na nga isipin yang separate na separate na iyan. Basing from the long list of aspirants, there will always be old and recycled personalities. More than who they are, the question should be - do they know what should be done to improve not only governance and delivery of services but quality of life in ARMM as well? Next thing to look out for is the appointment of cabinet secretaries because they will play a vital role in reforming ARMM. Selection should not be limited to ARMM residents only although priority should be given to them. I just hope those who will be picked are truly concerned and not just wanting to be in power for convenience.
Sa aking palagay kung hindi lang mabibigay ng Governo ang tunay na hinihingi ng Bangsamoro ay alisin na lang ang ARMM dahil ang nakikinabang lang ay mga tao na may connection sa malakanyang. Mula sa naging unang Governor na si Candao,hanggang sa huli na si Ampatuan. malakanyang lahat ang naglagay sa mga naging Regional Governor hindi totoo na sila ay pinili ng sambayanang bangsamoro. Kahit my election kunwari. Hawak din ng malakanyang kung sino gusto nilang manalo. Dapat palitan nalang ng Autonomous Region in Malakanyang Palace.
