I was at the Batasan last Monday to listen to PNoy’s SONA and I could not help but have mixed feelings about what I was hearing.
As predicted, PNoy spoke in Filipino, his language of choice. This has positive advantages since the greater majority of his ‘BOSS” speak and understand Filipino. The spoken Filipino has a natural flare that the masa loves, including inflection and the one word remark like ‘naman’. PNoy has the mastery of the language and he bring his listeners to linguistic ‘ecstasy’! I spoke with ‘boldness’ giving the impressions that he was not afraid to call spade a spade with no mincing of words. He further developed his wang-wang symbolism of arrogance and entitlement in public service to launch a platform of good governance. The sophisticated would NOT enthuse on the idea of wang-wang, but no one should begrudge him for originality, ingenuity and a language and symbolism easily understood by the masa. I thought PNoy’s wang-wang is a veritable lesson on Good Manners and Right Conduct or GMRC in governance. We, who are older listeners, continue to moan the big CHANGE in citizens’ behavior in the last fifty years. Often, we call the ‘errancy’ in behavior as lack of GMRC, especially when this was taken off the curriculum. We always hold the lack of GMRC as the primary source why ‘modern’ and younger citizens no longer know how to cross streets. They dispose their thrash with no care for the environment and neighbors. Public servants have become public masters. Vehicles meant for official use only become for OFFICIALS’ use only. I, myself, was looking forward to a SONA beyond wang-wang since I was getting bored of a slogan that seems to be short in deeds, especially with the rumored triple Ks (Ka-klase, Kaibigan at Ka-barilan). PNoy’s new twist in his wang-wang symbolism to hammer on good governance as public service is innovative and ingenious! PNoy gave us new by-words – coffee and ghost! PAGCOR’s more than a billion worth of coffee elicited shock as well as derisive humor about graft cover-up under the name of the innocuous brew. It is mind boggling and it tickles one’s imagination on how many cups of coffee a billion pesos could buy! No doubt, a billion-worth coffee can flood more than a football stadium! The other new by-word is GHOST referring to ghost bridges, ghost schools and ghost teachers in the Autonomous Region in Muslim Mindanao or ARMM. PNoy devoted four long paragraphs on the ARMM albeit all on the negatives. He took the bull by the horn with no mincing of words. He cited the COA reports that speak of 80% of the disbursement of the ARMM budget in the Office of the Regional Governor from 2008 to 2009 with NO proper clearances and explanations. With this fund, how many pupils could have completed their basic education crossing ghost bridges, going to ghost schools and being taught by ghost teachers! The constituents of ARMM are so helpless that they continue to suffer and there seems to be no chance of any progress whatsoever. In fact, PNoy could have easily added to his enumeration, ghost voters, ghost employees and above all ghost public officials! There is no doubt, the economic view spelled out in the SONA remains micro with no big plan that would carry the country into the next five years. Economists used to PGMA’s macro-economic plan remain very unsatisfied and knowing full well that PNoy’s macro plan is not forthcoming. Then, there is a deafening silence on the issue of the peace process. I could only surmise that PNoy would NOT raise expectations on a process that remains intractable. He seems to have aversion on making promises that he cannot deliver. The silence, in fact, spells the big difference with his predecessors. PNoy is NOT easy to make promises and he is NO conjuror of scenarios that would not happen but only increase people’s frustration. As a Mindanao strong lobbyist and advocate, I am NOT happy that Mindanao appeared simply as a brief ‘blip’ in PNoy’s radar screen. Sadly, it was a negative ‘blip’! It is good to remind the President, that ARMM is NOT the whole Mindanao! In a similar vein, while I admire PNoy’s boldness, I believe that tact is the better counsel in dealing with the sensitive issues that involve the ARMM. Definitely, there is more good news in Mindanao! We have charted our macro peace and security plan for the next twenty years dubbed as Mindanao 2020. We have re-activated and pursued with greater zeal the continuing collapse of our quadri-lateral borders in trade and security involving all the nation-members of the BIMP-EAGA Zone (Brunei, Indonesia, Malaysia and Philippines). And we have started a security sector reforms on the ground involving the two AFP Commands in Mindanao (Western Mindanao Command and Eastern Mindanao Command). Though we featured but a ‘blip’ in PNoy’s radar screen, we are NOT daunted! Our hope springs eternal… and we believe that in time PNoy would have a real serious Mindanao 2nd look! By then, we shall not be a simple blip but the ‘centerfold’ in his forthcoming 3rd SONA! Trackbacks

I like your post. Especially when all seem to just only cry for complaints: yet not even offering any solutions and help?? Hope you can post more positive comments/articles which can help people see the real picture (without bias). Thanks and more power Sana mag move-on na si Pinoy. Ganyan ba talaga ang trabahao ng mga Aquino puro looking the past. Di ba ganyan din si Cory panay ang tira sa prvious administration. Bakit nung wala sila sa poder ay puro tira ng tira sa admin., ngayong nakaupo na sila ay hindi naman magawa yung gusto nila para sa bayan. Pls move on na para meron ka nang magawa.

Glad to find a columnist bold enough to speak the truth. I myself found the SONA quite empty, if not too 'showbiz'. Please continue to write with such confidence. you can never expect a full solution to our country's problem without looking back at the faults and errors of the previous administration.. site the problem, analyze, and propose a solution.. think thats what the President is trying to do.. dapat collective ang pag tingin ng tao sa issue.. hindi per buhay buhay ng bawat tao sa pilipinas...
The Philippine President is a true leader. He knows, changes can be done one step at a time. He can not please everyone in a moments of a SONA speech. Let just be patience.
not sure if Pnoy had mentioned the ofw's. if not of us, our country would not have enough dollar reserve that helps our economy afloat.

ARMM is a picture of helplessness in the whole of Mindanao so bear with Aquino when he spoke only of ARMM and not the whole of Mindanao. Like a father, a president treats every province, city and municipality as a son to be treated equally. But somehow, there is one among these sons who need more attention than the rest. Yes there is silence in many of the topics people wanted him to talk about. Perhaps Aquino as of yet doesn't have any perfect solution in sight so why tackle issues whose solutons are hard to find?
we should continue to ask question particularly on issues that are yet to be resolved. only by continually and collectively asking we can keep our present and future govt honest. surely at some stage we have to start learning from our past where our officials only wants to talk of things they have done but not those that have been neglected or those that did not work. we all contributed to the problem so we must all play our part in resolution.

maipasa ang RH BILL sa Pilipinas. Napakaraming naghihirap sa bansa dahil kasalanan ng mga Filipino na maraming anak.Panay ang reklamo na hirap sila at walang trabaho.Well,alam naman halos ng lahat na kahit noon pa ay CORRUPT ang gov't sa atin.Kaya huag na lang dapat palaging maghihintay ng tulong sa gov't. Matuto kayong tulongan din ninyo ang sarili ninyo.Walang mangyayari sa mga batikos kabikabila. Tama halos lahat ang sinasabi ng mga OFW malaki ang naiitulong nila sa bansa natin. At ang mga FOREIGN INVESTOR ay takot na rin na mag-invest sa atin dahil din sa walang katapusan na labanan sa Mindanao. Mapalapit lang ang mga FOREIGNER sa lugar nila ay RANSOM ka agad ang gawa nila. Ang tanong: May pag-asa pa ba na guminhawa ang mga kababayan natin? sana the Pres also included developments made in ARMM and not only the negatives. hindi po lahat negative nagyayari sa ARMM. nagkataon po n yung mga officials from the national level ang gumagamit sa ARMM or else... no funds will be released.

People need to see one corrupt punished. Maniwala siguro ako. And I think president Aquino do not have forever to prove that the corruption he is talking here there and everywhere is real and not a mere grandstanding. ang pinagtuunan ng pansin ni Pnoy sa ngayon ay ang corruption at pag kolekta ng tamang buwis. paano ka nga naman makagawa ng magandang proyekto kung kunti lang ang pera sa bulsa mo tapos ninanakaw pa ng kasambahay mo. madali na lang magplano at magpatupad nito kung sapat na ung budget mo at wala na ang magnanakaw nito. ang style ni Pnoy ay "act before you speak and speak according to your actions". hindi yung puro palamuti lang.
1. Ask yourselves: If you were the President, what would you have accomplished and completed in a year's time? The complaining has never stopped. Everyone wants more and more and more. I don't think there could ever be an end to wanting to be pleased. At least this president is really taking steps to curb and stop corruption.
2. Are some people serious about wanting the Peso to go higher against the dollar? Look at it this way. For people earning in dollars, the exchange rate really is not something to be happy about. Let's say you earn $5,000/month. If we use the exchange rate of Php 42.40 your family could be receiving around Php 212,000 less taxes. The higher the rate, the more money your family has. But then, look at the other side of the coin. Think for a moment about those who buy in dollars. If you are importing materials from other countries and the world currency used is $ then, buying at a high rate would mean more Philippine money spent. I am far from being a market or business analyst so I hope that the ordinary Filipino like myself can better understand what goes on and not just wish he or she earns more when the value of the Peso goes higher. 3. On the Wang-wang. Frankly, this was absolutely a good thing. Before the President came into power, how many of us sat in traffic for at least a couple of hours, only to wait even longer as the vehicles of public officials whizzed past? I bet you it made you scowl even more, heave a deep breath and think to yourself how unfair life was. True, this also symbolizes change. 4. Corruption. This must be the by-word of everyday living. See how crazy most government officials are to point blame on the other. Let's all leave that to them and start with ourselves. "Nakakahiya na nga diba?" Stop corruption in our own little way by avoiding namedropping or not giving in to the urge to pay our way out of a very tight situation. Let's stop saying, 'kilala mo ba si general ganito...or si Mr. __. Banggitin lng ang pangalan ni so and so" Ah, the change needs to start with us. 5. English vs. Filipino? Everyone has a point. There are a lot of resources to help people understand. Plus, there's Google Translate. Speaking or writing in English never made me feel less of a Filipino. I don't know about some. 6. Unemployment? Ah...there is just so much to talk about when it comes to unemployment. Some say it's the educational system, some say that there just aren't enough jobs available. Did you ever think of the number of people who just aren't qualified? Look at the advertisements in newspapers, online, and on TV? Wanted: Receptionist Must be 18-24 years old Must be at least 5' 3" College Graduate Pleasing personality This is just a sample. But I know most have seen ads like this. There are a lot of requirements that go with the package. I have no questions about education and personality. But do we really need a preference for height and age? 7. Poverty? We're enveloped in it. But come to think of it, it's not a question of being poor as a country because we have lots of money. You have to believe it! We do. It's a question of where the money is or in whose hands it's in. Think of the billions and billions that have been scammed. What happened to those funds? We have roughly 92 million people in the Philippines to date. How many billions have been scammed? Sum it all and if each individual had at least a million, would it help relieve poverty? We have feeding programs, free education, free medicine, free housing and yet millions still live below the poverty line. I forget now what that amount is. We'd perhaps count ourselves lucky if it was Php 50 per household. Again, it may be higher. Let's all call our government officials to think of a more creative strategy. Obviously, all the free programs have not really gotten us anywhere. If we pay for them, it would cause a major outcry. How did China, Singapore and Japan become world leaders? The answer may lie in what their governments did. That's just a thought. I can hear the furious outcry even before the changes have been initiated. But seriously...think about it. 8. Other programs such as Education and health - it will take more comments to post as there are just so many to talk about. I'll probably write another time. 9. Seriously, if a person drank Php 23,590 worth of coffee in one day, we'd probably have people dropping dead like flies at any given time. If you compute it that way, you'd be flabbergasted at the price. But then lets say you serve Php 200 worth of coffee to at least 118 people on a daily basis*365 days*9years*13 branches and you'd roughly get the 1B plus. But then again, it's all free flowing coffee. I've never been to any Pagcor building so I wouldn't really know. I'm just thinking out loud and having fun with a little math. 10. Ah, GMRC. How I think back to the days of my youth where the mere word or action that was not done by a "lady" was followed by the darkest scowl or worse a spanking! Not only is GMRC gone from the school's curriculum, most parents won't even bother to teach their kids. So we're surrounded by young people who's manners are atrocious! Filipinos have always been impatient. Our best may not be good.
The big question is who is better. Many of the critics might be viewed as worse. Encore Fr. Jun.
This for once is one great piece that is worth reading and spreading. The SONA was nothing but a praise release delivered by PNoy. It was full of accusations and allegations devoid of proof and stable grounds to stand upon. A mere grandstanding to cover up the lack of substantial content. Sadly, Mindanao is not a priority of the present administration. They simply do not have any plan or understanding of the issues besetting its peoples. They only see the bad things that Mindanao did forgetting that we contribute over 40% to the coffers of government in trade and products. I admire this piece totally! On the appointment of Puruganan to BJMP... Action speaks louder than words! The deeds of the PNoy Administration negate the articulated 'matuwid na daan'. In the final analysis... all becomes acoustic and sound bytes! tsk tsk tsk

Nakikita ba nayang lahat ang mga nangyayari sa mga bayan2..? nakikita ba nya noong panahon ng eleksiyon kung gaano gumastos ang mga pulitiko..?! (kasama siya)..! Dapat ang gawin niya bantayan lahat ng pondong pinalalabas ng gubyerno hindi yung puro nalang salita..!! Totoo talamak parin ang curruption..imposibleng di niya alam..!! Umaasa parin ako na uunlad din ang Pilipinas.. |
