Cotabato City and the neighboring municipalities are under a state of calamity. Flooded rivers brought downstream tons of water hyacinth or water lilies that clogged the Rio Grande de Mindanao. Tens of kilometers of water hyacinths blocked the Cotabato Delta River spilling the flooded water on both banks submerging almost 36 barangays of Cotabato City and some areas in the municipality of Sultan Kudarat.
For almost a week now, the people are practically living in a ‘water world’ wading through a waist deep of water. Classes are suspended and people scamper to higher grounds. The flooding in Central Mindanao has given rise to urgent calls to revisit and change policies and behavior that directly impact the fragile eco-system. First, by its very name, Maguindanao, the place tells a story of water inundation every time the Rio Grande de Mindanao is swollen. This is an annual occurrence as far back as memory remembers. Second is the fact that Cotabato Delta and all low-lying areas of Cotabato City and the neighboring municipalities are actually part of the great Cotabato Marsh consisting of three major subdivisions. The upper Cotabato that constitutes an upper arc covering roughly the municipalities of Pikit, Pagalungan, Datu Montawal, Kabacan, Matalam, M'lang, Tulunan, Datu Paglas, Datu Paglat, Sultan sa Barongis, Rajah Buayan, Mamasapano, Datu Salibo and Datu Piang. This upper arc is also known as the Liguasan Marsh. The middle Cotabato has its own body of water that borders the municipalities of Pigcauayan, Libungan, Midsayap, Upper Kabuntalan and Talayan. This middle portion is officially known as the Libungan Marsh. The lower Cotabato covers the areas of Lower Kabuntalan, Dinaig, Sultan Kudarat and Cotabato City. It is officially known as the Ebpanan Marsh. The three said marshes are the natural catchment for flooded waters when the major Cotabato rivers are swollen due to heavy rains. These rivers are (1) Rio Grande de Mindanao or Pulangi; (2) the Kabacan-Marbel River; (3) the Kabulnan River; (4) Allah River; and (5) Libungan River. From Datu Piang, all these great rivers form one mighty Pulangi which forks again at the upper Cotabato City into two rivers (Mindanao River and Tamontaka River) and empty their water to Illana Bay. Once upon a time, before the ‘honorable’ men and women of the empire province of Cotabato altered their eco-system, the yearly water inundation was a normal occurrence and formed part of the cultures of the people of the flooded plains (Maguindanao). The three Cotabato Marshes cover about 288,000 hectares. By design, they serve as natural filters and flood control for the plains of Cotabato. But due to heavy siltation and proliferation of water hyacinths, these three marshes no longer serve their natural ecological functions. Things began to change when the forests of Cotabato were given as logging concessions to big families. They wantonly cut trees without provisions for reforestation - a complete violation of existing laws. With the logging concessionaires came the settlers and they gave the coup de grace to the rape of remaining forests by cutting the secondary growth for agriculture. In time, the soil erosion becomes a phenomenon every heavy downpour. People suddenly wake up to behold the heavy siltation of all the major rivers. Since they all empty their waters into the Illana Bay, it, inevitably, condemns the Bucana lost, because of heavy siltation. The second man-made major catastrophe was the so-called rechanneling of the combined water of Pulangi and Kabacan River to the Liguasan Marsh. The man-made channel in Tungol redirected the natural water flow of these two mighty rivers. By redirecting the river to the Liguasan Marsh, the Liguasan ‘returns’ all the flooded waters to Mindanao River plus water hyacinths and the thick marsh grasses. The Liguasan will never be lacking of water hyacinths and grasses. There are thousands of cubic tons of these waiting to be washed away into the Mindanao River. And there is NO way of stopping them. The Cotabato City flood has only short-term solutions that constitute only immediate relief from the menace of water hyacinths. The long-term solution would require not only a change of policies and behavior but also a gargantuan budget that the country cannot afford in the next 15 or 20 years. It is for this reason that I passionately believe that the millions spent (more than P52 million) for the STUDY of the Cotabato River System to give a long and permanent solution to the Cotabato flooding is not only ill-advised but an utter waste of money. The study, when completed, would end up in our collection of rare books that would remain in our bookshelves. The Task Force Mindanao River Basin has become the biggest joke in southern Philippines, particularly Central Mindanao. The most that can be done is to give immediate relief to the flood victims by making sure that the water hyacinth and the marsh grass do not clog the Delta River and the Tamontaka River. This means a regular watch of these two rivers both via massive man-labor and water master to clear the clogging of the Delta River. By setting our eyes on long-term solutions to the flooding of Cotabato City and its environs, we go for the impossible dreams and the unreachable stars. Trackbacks

What a piece Bapa. You had poured your heart into it being a maguindanao - wata na Datu Piang.
It will take massive money and efforts to address this gigantic man-made problem. Keep on writing about our area, we loved it. Next time write about Spartly Islands, and the mediocre Philippine Military and corruption.
I love Philippines its geographic location in the tropics. I'm ashamed of being Filipino. It's not my fault that i can't be proud. We could have fight China on its claim of Spratlys but we can't, we don't have modern Navy ships and jet fighters. Our Navy and airforce are world war II vintage belong to museums. Corruption makes Philippines a Mediocre nation. 2010 audit on ARMM covers tens of millions of pesos intended to solve the annual flood problem in Liguasan marsh and Pulangi river system. I know for a fact that a 2nd hand dredging equipment was bought as brand new, to the tune of more of less 50 million pesos and now it is rotting as a scrap equipment along the river. I saw it myself. In the end, we are the ultimate losers in this scam.
i recall that the Liguasan Marsh is also fed by the river from as far as Bukidnon so the environmental neglect extends way beyond the marshland and includes to irresponsible homesteaders and loggers which predates WW2 through the period thereafter...
Let's file a class suit against the Consunji Logging Company and other logging companies that continously to this day wantonly destroyed and still destroying our last frontier and is causing the perennial flooding in central Mindanao. These logging companies did not reforest the logged areas,.
In fact a group of tiruray in the upper areas of Ampatuan and Datu Abula Sangki has filed complains of harrassment from Consunji, which now evolved its operations from logging to industrial tree plantation--resulting to encroachment into the ancestral domain of our brother tirurays. Reported P-Noy that the 52 million worth STUDY on the river basin will be out by July 2011. A Manila based consultant is engaged for his study..
Simply HOPING that Government goes beyond prefeasibility and feasibility studies... It would appear that the Task Force was formed to produce a study on the flood... hu hu hu hu! Siguro if that 52 million was used to remove the water lily and its land accretion, the people of Maguindanao and Cotabato City would have been served better.
Many of the studies remain as studies without much results. Oftentimes, budget area scarce based on priorities or studies are not followed instead vested interest are given the priority. I hope there will change specially now that more people suffer due to the bloated river. Disasters debilitate livelihood, the expenses incurred are much bigger that supposed investments to mitigate impact of this type of disaster.

Buti nalang at di naapektuhan ang munisipalidad ng Makilala, North Cotabato na kalapit lang ng Mlang and Kidapawan City! Di lang naman sa Cotabato City bumabaha. sana din ay mabigyang pansin ang mga binahang lungsod ng North Cotabato para matulungan man lang..
I think the P52million study fund would have been more useful if directly spent for the immediate rehab of the flood victims shelter and preventive measures for similar floods in the future. So the Maguindanao Cotabato floods lead to the 52 million flood to the pocket of a Manila-based study group.
If the study is indeed very important, we in Mindanao do not fall short of similar study group. We have NDU, MSU, USM, WMSU and other Universities in Mindanao who could possibly do the research work. These Mindanao institutions are more familiar with the people, the terrain and many other variables of the study . . . There were Mindanao based NGOs and research groups who actually participated in the process but were not short listed as potential bidders for the simple reason of limited operating assets. It needs at least half of the project price to qualify. I agree with you Professor that Mindanaoans do better research than others in Mindanao.
The people of Cotabato and the rest of the Philippines suffer out of their own doing. The Ampatuans are emblematic, granted somewhat extreme, of the political leadership of the country. The Filipino accepts, elects and re-elects the same officials from the same clans and expect change, if that is not insanity, I do not know what is. When Filipino politicians promise bigger government hospitals, more government classrooms or more government anything please think for a moment what they are actually promising. Only the poor go to government hospitals. Only the poor attend public schools. By promising to expand all these services are they not in fact promising there will be more poor people to use these facilities? So the next time there is an increase in the number of families in poverty in your town, please remember the promises that were made and the fulfillment of those promises which leads to more impoverished Filipinos. Next elections look for candidates who will at least try to keep enrollment in public schools down if not less or those who will try to reduce dependence on government hospitals because Filipinos can now afford to go to private hospitals. Mag-isip naman tayo kahit kaunti.
Before asking Pres. Aquino to do something w/ the Cotobato flooding...the local govt./ officials should be the first party to act on it...what have the local enginnering group did with the problems? have they even made some analysis and have gathered engineering data for submission to the provincial govt? hence to the Dept. of Public Works and Hiways?.....
Naaawa ako sa mga kababayan natin nsa cotabato at sa ilang lugar sa pinas na plagi bnabaha pero sa aking opinion 3 lang nman ang solusyon dyan una political will,2nd tangalin ang mga tirahan ng tao sa daaanan ng tubig at huli pagiging disiplina ng tao sa basura.Msma pa nito kinukurakot pa ng ilang tao sa govt ang dapat sana ilaan sa proyekto na dapat sa tao napupunta.ang problema sa cotabato ay tao hindi ang pagbaha dahil ilang dekada na yang problema na yan di nasolusyunan ng mga political family dynasty na yan at mga tao nman na bumuto sa knila pasenya kyo ngayon.
I'm not an engineer, but anyway a i suggest they redesign the footings of the Delta bridge e.g. wedge type with the pointed side facing the currents. in this way accumulation of the water hyacinths will be minimized. the present design allows this. another would be to put a bridge detachment to monitor any accumulation. Of course the dredging of the river mouth downstream would be another matter.
To our elected Mayor of Cotabato City! Be more visible to your constituents! Instead of pampering yourself in Davao City, Be a hands-on Mayor and take the reins of running the city! Not your sisters!
the problem with most Filipinos is that we just accept the fact na wala na tayong magagawa.. and we always see every effort by the government as useless... at least may ginagawa.. ang mahirap kasi sa atin puro na lang tayo reklamo.. why not help your selves.... at wag buhay ng iba na gustong tumulong ang pinakikialaman ninyo.. sabi nga kung wla ka man lang masabingmaganda .. manahimik ka na lang.. lalo na kung ang gagawin mo lang ay mag critizise lang ng magandang layunin.... samantalang ikaw wala ka naman ginagawa... every filipino wo does nothing doesnt even have any right to comment on other persons effort to help....
