In the interest of full disclosure: Raya is a sports events management organization of which I am Managing Director. It had successfully mounted the 2006 and 2007 World Pool Championships in the Philippines in partnership with Matchroom Sport of UK and ESPN-Star Sports. It had likewise mounted the country’s first ever National Pool Championship in 2006 and the National Pool Championship for both men and women pool players in 2007. Starting this year, Raya has secured for the Philippines its own World Pool franchise from the World Pool-Billiards Association (WPA): the World Ten Ball Championship. But that’s another story. I write on this topic not to promote Raya, but to illustrate how an insanely funny situation experienced first hand has the most serious repercussions in the country’s sports development.
TALK about the power of media. In one brief article, no more than 236 words, the Philippine Daily Inquirer had succeeded in projecting the Chairman of the Games and Amusements Board (GAB) as the biggest backside in the Philippines. Kawawa naman. Flashback: The Inquirer reported in its sports section Wednesday, 14 May, that GAB chair Eric Buhain was going to order Raya Sports to cease and desist should it continue what it’s doing without getting a license from his agency. This was in anticipation for the coming Puerto Princesa leg of the Philippine Pool Tour (PPT) organized by the Billiards and Snooker Congress of the Philippines (BSCP) and the respective local government unit (LGU), in this case the office of Mayor Edward Hagedorn. Buhain was apparently smarting from the recently concluded opening leg of the PPT – The Mandaluyong Mayor’s Cup – which the BSCP organized with Mayor Ben-hur Abalos. The BSCP has consistently refused to get any GAB license for the simple reason that the BSCP and its events are not under GAB jurisdiction, being billiard sport’s National Sports Association (NSA). They have argued that if ever they are under any jurisdiction it would be under the Philippine Olympic Committee and under the supervision of the Philippine Sports Commission. Should BSCP give in to GAB, then what of the NSAs of other sports like wushu, track and field, volleyball, lawn bowls and the like? These are just among the questions the BSCP has raised to the Senate. The legislature has resolved to investigate the matter and define GAB’s role or even relevance in the era of open sports. So to avoid any snags to its project the Mandaluyong Mayor got the GAB permit, without prejudice, of course, to what will be settled with the legislature. Buhain then appeared before the Philippine Sportswriters’ Association forum Tuesday and lashed back at BSCP. But in a surprising twist the Inquirer – and only the Inquirer – reported the next day that the GAB chair was training his guns at Raya Sports. Balanced news… THE Inquirer story said that “Raya Sports refused to get the necessary license” from Buhain’s agency and that it was “defying the law” by doing so. In behalf of Raya I issued a letter to the Inquirer editor in chief when the report was published, basically saying: “With respect to the Mandaluyong Cup, the role of Raya Sports was mainly to provide support services in event management. This does not make us the promoter, otherwise, following your reporter’s logic, all the companies who supplied trussing, lighting fixtures, tarpaulin banners, TV production and even janitorial services in the recent Cup all would have had to secure GAB permits.” This was quoted in the follow up story the next day, to which the Inquirer further sought Buhain’s reaction and reported that Buhain “maintained that running the technical aspect of a money event in sports doesn’t exempt a party from the jurisdiction of the government regulatory agency.” The Inquirer report further quoted Buhain: “Look at the PBA (Philippine Basketball Association) Even the ball boys and masseurs get their licenses from GAB…It’s that simple.” Oh dear. Mang Hermie! Paki baba muna yung brush na panlinis mo nung mesa. Pati yung Pledge at basahan. Baka damputin ka ng GAB, wala kang lisensya, boy! Well, in all fairness, I could get the license for poor Mang Hermie so that he can continue working. That’s P800 good for one year, as the Inquirer reported Buhain said. All I have to do is divert our budget, from Hermie and his crew’s Tasty loaf bread and Chizwhiz merienda to their GAB licenses. Prrrrt…. Lisensya! LET’S say I didn’t renew my driver’s license, I can’t and shouldn’t take out the car for a drive, right? That would be breaking the law. But if I merely possessed an expired driver’s license, did I break the law? If I purposely and willfully let my driver’s license expire, did I break the law? If I let it remain expired and just stayed home and didn’t drive, did I break the law? If I let my driver do the driving and I went out for a ride, did I break the law for having an expired license? If I came out to the garage and washed and waxed the car, popped the hood and checked the oil and water levels and even vacuumed the car’s carpet, all with my expired driver’s license, did I break the law? If I got into the driver’s seat, started the car and let it idle in my garage while having an expired license, did I break the law? It is in the light of these questions that I view the conclusion of the Inquirer’s latest sports story with skepticism. Quoting my statement that “Raya is a licensed promoter and has secured permits from GAB for its events,” the Inquirer balances its act by counter-quoting Buhain with “Not yet as of today… He was probably talking about last year. But that permit expired after Dec. 31, 2007. That’s why I’m asking them to get (a license.)” Get a GAB license, we probably will, if and when we do decide to drive. In the meantime, the BSCP and the LGU are driving the Philippine Pool Tour. Raya’s just here to do the washing and waxing. Trackbacks

share ko lang,dito sa amin sa mid-europa ang license ay forever,no renewal but must not have violation,,,pag naka 6 yata or 7 times na minor violation na nakarekord ito ay automatic na mawawalan ng bisa at never na makakuha pa uli.once lang ang previlage na magkaroon ng drivers licence. nahigpit sila lalo na sa batas trapiko,dito laging me priority ang mga nag bi-bike or iyong mga tao sa pedestrial lines.dapat sila ang titignan at bibgyan ng atension to past,pag di nagbigay at me nagreport sa plate number ng auto,ang oras at eksaktong lugar ng pinangyarihan ay naka log book,ganito sila ka cooperative dito at the next day meron ng mag cocontrol sayo sa kalsada w/camera habang nag mamaneho,kaya wlang pwedeng ireklamo na na blackmail lang. every 3 years ang lic renewal. pati new cars ngayon 3 years and first registration.
The reasons why in Philippines has to renew their license every three years,to collect more money for LTO.
If doctors,lawyers,teachers etc.has a lifetime license,what is the reason why driver license has to be renew...one thing for sure a person can never have their license back once they commit a grieve offense but renewing it sound big bull*hit for me....well only in the Philippines,laws and regulations is a big business. My anonymous friend you are talking about the board and bar exams given by PRC... Its a different thing but licenses can be revoked anytime..about the drivers license..one cannot be a driver if he is blind or has no arms..so it is really part of precaution we need an updating on our licenses..also it is a good practice to renew one just to make sure those on the road are responsible and capable..about us paying it is true..just make sure you got a receipt so that what you pay doesnt go to someone else's purse....
getting a receipt for the permit or license is no guarantee of corruption. in the case og GAB, they require you to pay:
1. for players about P900 per year to be licensed as a professional player -- ok lang if you are a professional basketball player in the PBA who get fat salaries. But for boxer, billiards player or cyclist? 2. For the tournament organizer they require: a. license of about P1,000 per year b. P800 per day of the event c. 30% or your ticket sales d. 30% of your sponsorship revenue e. P1,500 per diem for each "monitor" who will attend your games -- usually assign 3 monitors times the number of days. Take note, these monitors are clerks who most likely don't know anything about your sport and have to be paid directly in cash -- no receipts! Let me ask you: What is the value added of GAB in sports development? Nothing! They have not done anything for the welfare of athletes -- nothing but rake in the money! And it all goes to the pockets of the corrupt GAB personnel and the politicians who got them appointed there. I also have my share of experience of bureaucracy, It was when I renewed my driver's license just this year. My license has been long expired, so I have to go the LTO branch office (not those in malls) and renew my license the hard way.
My first encounter was with a gay from LTO. (I will not mention anymore the branch) I assume he's a gay because he was wearing a long hair, has quite feminine ways and has adam's apple. He was in charge with the giving away of the form and the list of requirements. So, I also fall in line to get the list from him. (or her whatever.) It was already my turn to get the list and the gay was reaching for my expired license and everything seems to be in order, when suddenly a man disrupted us and was asking for a reviewer. The gay gave him what he asked for with bonus answers. Then the man took P100 from his pocket and gave it to the gay. I was surprised because the "lagay syatem" was not discreetly done, as if it was part of their procedure. Well, It's alright to ask for reviewers (I also have one before) because It helps also, especially for newbies, but to pay P100 "lagay" is too much. I’m quite sure the OIC and other staff of that branch knows what that gay has been doing, but it seems they do not care at all. (or perhaps they also have a share of that?) I was already in one of the windows there, ready to submit my requirements, my eye and drug test certification which I got a few months back when I first thought of renewing my license but wasn't able to do so because there was an unexpected power breakdown that time. So it was on that day that I continued my long plan of renewing my license. The guy staff from one of the windows told me, my eye and drug test has already lapsed.(Oh no! I didn't notice the date!) So I have no choice but to undergo the eye and drug test again so that means I have to pay another P250 for the drug test and P100 for the eye certification. But what really irked me, was when the staff referred to me a drug testing clinic which was just located nearby and told me to tell his name to the staff of the clinic. So he gave me his name. But I didn't do what he said, (ano sya sinuswerte!) When I was in the drug testing clinic I was asked who referred me, I said none. I finally concluded this is one of the many drug testing clinics who are giving commission to those who could give referrals. So my stay with LTO became longer because I have to wait for the result of my drug test, and for the photo shoot and all. It was like pandemonium. All the noise, confusion and the heat. The agony of waiting was really torturous. I can not even listen to my ipod because I might miss out hearing my name. Good for me I brought a book, so it has somehow lessen my boredom. If there's one thing I learned from that experience that is to renew my license on time to avoid the hassles. Because the hardship I went through was really tremendous, not to mention that I have to go on leave from my office the whole day just to renew a license. Yeah, maybe next time... All I wanted that time was to finish my transaction and leave the place asap.

mas mhirap d2 sa amin lalo na kung wala kang lisensya ang laki ng multa. pero ako nawala ko nman lisensya ko kaya agad akong nagpa blotter sa police para walang ibang makagamit sa lisensya ko mhirap na...lalo pa't gagamitin sa krimen. kumuha rin ako ng affidavit of loss sa abogado dahil isa rin ito sa mga requirements para makakuha ka ng duplicate ng iyong lisensya. d2 kc sa amin ay mahigpit na ipinapatupad ang mga chokepoints... este checkpoints pala para sa seguridad daw kc marami ang mga insidente ng pamamaril d2 sa'min. pag d mo dala ang OR at CRE ng iyong sasakyan maiiwan ang iyong sasakyan saka babalikan pag dala mo na ang mga dokumento na nagpapatunay na ikaw ang may-ari. so kailangan talaga sumonod tayo sa maga batas dito sa atin upang maiwasan ang mag aberya sa daan kung saakaling ikaw ay may gustong puntahan. yun lamang po!!! masayang paglalakbay!!!!!!!!
It's always a pain in the @#$ everytime I register my vehicle. I do not understand why it has to take such a long time to register. LTO should do something to improve their process.

people........ are u not aware of the "expiration dates".. for stuffs / whatever... why wait for the last minute... then complain.. just wondering.
It's not all about expiration dates, it's about the SYSTEM, It's about the SERVICE, It's about BUREAUCRACY, It's about CORRUPTION (even minor ones), which affects the lives of ordinary people.
