Some abridged and proven techniques on budgeting are the following:
1. Pray and thank God every time you receive your salary and ask for His guidance on what to do with His money.
2. Appropriate what is God's (tithes and offerings) above all else right away
3. Have clear financial goals for your priorities to follow (priorities are those contributory to the goals)
4. Always write down the budget before spending. Keep a record of your daily, monthly and yearly spending. In your MS Excel budget plan, have these major and sub columns (find a good template, which I have created one):
A. INCOME (active, passive, and portfolio)
B. FIXED EXPENDITURES (House rent/home loans and other loans, taxes, utilities, etc.);
C. INSURANCE (life, health, auto, home, etc. which are also fixed);
D. SAVINGS (Emergency, Health, Car, College, House, Vacation, et. funds which are also fixed depending on the percentages of each one of them of your income) = about 10-20%
E. INVESTMENT FUNDS (high return businesses, mutual funds, Stocks, Metals, Real Estate, etc.) = about 10-20% of your total income, depending on the type of investing philosophy you follow based on your financial goals. They can be fixed.
F. VARIABLE EXPENDITURES (Groceries, Household Operation, Utilities, Clothing, Personal Needs, Transportation, Education, Recreation, Help/Emergency, Miscellaneous) = about 25-30% of your income. It's here that you can cut down more on expenses.
G. SUMMARY (Fixed Expenditures, Variable Expenditures, Total Expenditures, Income Minus Expenditures, Total Savings,
H. OPTIONAL FOR FINANCIAL FREEDOM (Income, Cashflow, Liabilities, Assets). Read more some of Robert Kiyosaki's books, especially Cashflow Quadrant and Financial Intelligence
5. Reduce expense, increase your income, especially passive income
6. Remember the principle: INCOME MINUS TITHES AND OFFERINGS, SAVINGS AND INVESTMENTS EQUAL EXPENSES
7. Identify what are wants and needs
8. Involve your family in making your budget, and agree with how you spend the money
9. At the end of the month, understand your real cashflow income and expenses, and make it as basis for planning at least a month ahead of time. Track
10. Practice, practice, practice until you get the hang of it, since there is no exactly right or wrong in making a budget depending on your priorities.

When paycheck on income increases, keep the expense on its existing level. Instead increase savings/investment.

very informative article! its contains some basic ways to cut some expenses.. another thing to be reminded is most rich people have perfected stewardships in some ways but the poor have always mismanage their money. this is not to condemn the poor but to help them see those areas that needs some development..
