Wednesday, July 7. 2010Romulo compels Aquino to defend Arroyo’s privileged envoys
Anytime this week, the Union of Foreign Service Officers, will bring to court the issue of the extension of the service of political ambassadors appointed by Gloria Arroyo.
It would be the first suit against officials of the Aquino administration. Members of the UNIFORS are not happy doing this but they have to do this to restore the rule of law in the department. The foreign service suffered immensely with Gloria Arroyo’s utter contempt of the law implemented dutifully by her (and now Aquino’s) Foreign Secretary Alberto Romulo. Foreign service officers had great hopes that under the leadership of President Aquino, professionalism would return and department would regain its premier role in the government. It is this yearning for professional foreign service that they are bringing the issue of the extension of the service of political ambassadors to court. The issue stemmed from the assignment orders issued by Romulo starting July 1 to all 21 political ambassadors who stayed on in Philippine embassies despite the fact that they were co-terminus with Gloria Arroyo who appointed them. His July 2 assignment order to Ambassador to Greece, Rigoberto Tiglao spoke of the “President’s approval of your extension as AEP to Greece in a holdover capacity for a period of three months effective noon of 30 June 2010.” Tiglao, former press secretary and author of Arroyo’s “Strong Republic” program, continues to enjoy Greece even as he has started writing a column for the Philippine Daily Inquirer. Six of the political ambassadors, outside the 21, have returned home namely Generoso Senga (Iran), Alejandro del Rosario (Poland), Acmad Omar (Oman) and Alexander Yano (Brunei), Domingo Siazon (Japan) and Delia Albert (Germany). The six, two of them former foreign secretaries, are proof that it’s not impossible for an ambassador to comply with the law and wrap up his or her work before the termination of his appointment June 30, 2010. Last Friday, DFA issued a statement announcing the extension of the services of the 21 ambassadors “upon their request” from “30 June 2010 to 30 September 2010.” It should be recalled that Romulo immediately after election, while he was still lobbying to be retained as foreign secretary issued an order for political ambassadors to return by June 30, 2010. Later Arroyo’s Executive Secretary Leandro Mendoza countermanded that order which elicited some concerns from then presidential candidate Noynoy Aquino. Romulo’s July 1 assignment order in effect reiterates Mendoza’s order. Yet, last Monday, July 5, the Office of the Press Secretary issued a strange press release. Strange because the title was, “Palace eyes envoys’ 3-month term extension.” The lead sentence said, “Executive Secretary Paquito Ochoa Jr., and Foreign Secretary Alberto Romulo have jointly recommended to President Benigno “P-Noy” S. Aquino III a three-month extension of the term of all ambassadors whose appointments are co-terminus with that of former President Gloria Macapagal Arroyo, and therefore deemed to have expired last June 30.” The release said, “The recommendations are now at the President’s desk.” In the same release, Ochoa was quoted as saying, “all ambassadors, either career or political appointees, should stay put in their foreign postings until Sept. 30, unless recalled earlier.” “Everybody stays until they are replaced or until the agreed period, whichever comes first,’ Ochoa was quoted as having said. Romulo, in a TV interview Tuesday, said President Aquino has approved the recommendation “retroactive June 30.” I would like to know in what form was the approval of Aquino made. If it was an “extension” as Romulo and Ochoa say, what was the legal basis? What did he extend? Arroyo’s appointment of the ambassadors ended June 30, 2010. On July 1, those ambassadors were no longer ambassadors. There is nothing in the Constitution that empowers a president to “extend” a terminated appointment. What the Constitution empowers the President is appointment of ambassadors. Did Aquino appoint those 21 former ambassadors? If he did, then those appointments should pass confirmation by the Commission on Appointments which would be convened after the opening of Congress on July 26. After the confirmation of the CA, the DFA should request an agrément or approval from the host country. After that is obtained, it’s only then that the ambassador goes to his country of assignment and presents his credentials to the host country. Without completing the process, the former ambassador has no legal personality in the embassy. He can be charged with usurpation of authority if he insists on performing acts for the government. He could also be charged of malversation if he spends government money. Career finance officers in embassies are worried that they would also be dragged in the malversation cases since they are under pressure to release money to the “ambassadors”. Ochoa showed unfamiliarity with diplomacy when he said he agreed with Romulo “to recommend that they be extended for a few more months because we don’t want to disrupt diplomatic relations with other countries.” What disruption of diplomatic relations would happen if political appointees are recalled? Every embassy has a number two officer. They are usually career officers. They become charges d’affaires in the absence of an ambassador. The Vienna convention that governs diplomatic relations recognizes that role of CDAs. Right now, the six embassies whose ambassadors complied with the law and came home before June 30 (Japan, Germany, Poland, Iran, Oman, Brunei) are run by CDAs. There are no reports of problems in our relations with those countries. When the UNIFORS files their suit, the Aquino government would not be defending an oppressed group of citizens. Please give way to President Noynoy Aquino to handle this situation. Let him select the people he can trust. To do otherwise is a gross disrespect to the Office of the President. Ambassadors enjoy a lot of perks including free education for their children during the time that they are posted abroad. in that sense i'm sure that they're well-prepared and equipped to handle a recall order. same goes for their livelihood; trust me, none of these appointees are going to go for broke anytime soon.
My point is that, you have to understand that these over-extending political appointees affect the promotion of career ambassadors who have been in the foreign service for a long time; the longer they stay at post, the slower the promotion in the service. The slow promotion affects not only the career officers, but the junior officers and even down to the staff. they have to go. period. there are a lot of equally competent if not more competent officers within the ranks who deserve to represent the country. also, P-Noy should remember not to follow the precedent set by his predecessor; that political debts can be paid through these appointments. Btw, your taxes are paying for the costs of sending/recalling these ambassadors to ans from post; as well as their allowances, entitlements etc. so don't feel too bad for them. It's always been the case that whenever an outgoing president was soon to leave office, he or she will eventually return the favors that was given to him or her during the campaign trail. Short of saying, well-i-didn't-forget-about-you.
This may be the reason why the outgoing president is sure to welcome the practice of "midnight appointment" to a slight degree. conversely, it could also be the way of irritating the duly elected president just for the heck of it. It's legal but highly immoral in every which way you look at it. Talk about leaving a lot of your dirty laundry for the next guy to clean them. However, president noy aquino could just practice something that a private company is always keen off, it's about hiring practices by management that goes by the mantra that, not only that they have the power to hire you, but, they also have the strong prerogative to "fire"you. In other words, all this mess was arroyo's doing. Why even bother to keep those people she put in office, if he (aquino) is obviously was having a lot of aggravation about this matter. Sec romulo i think, is becoming more of a pain in the ass and a total liability acting disgracefully in his capacity. He is now at the point that he is beginning to look like something that "refuses to flush". What a total disgrace to the filipinos living abroad. I have a feeling that, aquino in his wanting to have a good rapport with the filipinos would eventually become a victim of his own choosing. He is much too nice to everybody including the church who didn't even wait for him in the church that he was supposed to be a guest speaker. Apologizing for being late? and even explaining to the media why he was late? are you kidding me. The guy is the president of the philippines, not a "scout leader". The media used to wait for marcos at the maharlika house for five hours. Ask kit tatad, he knows all about this waiting game The us of a, or the cia to be specific love to see these things happening in manila, cause, sooner or later they would come to a conclusion that the majority of philippine leaders could be had for nothing. this is just one of the drawbacks of being too nice and too naive. The good thing about this is that, whoever is planning getting into corruption will be discovered in good time. This is actually one of the things that i like about noynoy aquino, he doesn't want to get rich too fast in a bad way. He is one totally wholesome boy raised in good "breeding". Although, sooner than later, the people around him will eventually catch up to his naivete and do bad thing in front of his nose. Just a thought. I just watched a video footage of noynoy attending a church mass and he was apparently late in the occasion. Got into the church door, realizing that he was very very late, decided instead to just sit for a while at the very back of the pews.
This was just a church gathering and already it seems that his guys don't know anything about "engagement protocol" when ever the president has to attend any form of gathering outside the palace. What ever happened to the military officers who are supposed to be the "advance party" at this venue? this is totally wrong in my opinion. I guess he doesn't have one at all, cause if there is a group, his people would have advised the priest or whatever you want to call it, to "delay and wait" for a while cause apparently he is actually on route to that place. What a dumbfounded way to let your leader do the thinking about formal engagements. The only good thing about it, is that he is NOT wasting taxpayer's money in security. Just hope that his people never catch up to the idea, or else, this is going to be one of the biggest headache you people will be facing for at least a few years. Now, the downside of this is that, those people who were thinking of harming him or quite possibly to eliminate him would have a grand time doing it for less than a dramatic way. You people may not realized this, but, the marcos clan is still considered the most powerful political dynasty known to man period. I wonder why bong bong marcos decided to be a senator, he has all the money that everyone else in the business of politics combined. A decade of looting does wonders to your bank account i guess. A hypothetical scenario from me, if i have all the "economic superiority" compared to my constituents and enemies alike, do you think i would have a hard time finding a group of "mercenaries" from abroad with all the sophisticated armaments that my money can buy to get rid of some one cause he happened to irritate my ass? go figure that one out. The name of every political game in the philippines is, "you kill them, before they kill you". Just a thought. It's funny and hilarious to say the least seeing imelda getting orientation seminar on the subject of running the government. I actually have tears in my eyes right now, not because of her taking the seminar, but, having someone who is still considered to be the richest person ever to have taken a seminar on how to "behave" in government.
Can someone tell me if there is a course on "when to stop the looting when ever you see that there is actually nothing to steal from government 101". If there is one, please sign me up on this one, not that i used to rob the government, but just, the thought of it sitting side by side with this lady. Perhaps, i could learn something from her of not feeling anything when she learned that quite a lot of people were buried alive building the national film board, and stayed late that night partying at the maharlika hall with the french diplomat and his guests. I wonder, what she could be thinking when she learned that she has to take that "seminar", she probably thought that it was about "how to re invent yourself, as the lady of the most "flaky of them all". And why on earth i must ask that they be given lectures on how to behave and deal in front of the media? this is totally unacceptable. Shouldn't it be the other way around?
If there is gonna be a certain criteria that you must follow dealing with the media, then, all of those interviews and pronouncements will just be "hogwash", short of calling it a "stage play" by some little kids. Under no uncertain terms that this matter should not be taken more seriously. There was even this thing that someone was having a "role playing" answering questions from the media. How could you possibly tell what's going to happen in a given scenario, things changed every second in government procedure and or actions. A very good example of this one is when any one from the media would ask certain information that deemed "confidential" and any revelation to the public of same would jeopardized the public's interest and welfare. I hope that sec licierdo would not succumbed to this bull....it. I was of the opinion that it seems the media wanted to be treated like a "royalty", and that, every bit of information has to be written down in newspapers. For everyone's perusal. Well, things have change folks, you have to look for any news that you think would serve the public well without resorting to any "uncivilized tactics" and or "uneducated actions and remarks". After all, you are there at malacanang as the uninvited guests of the president and for all intents and purposes, you are also subject to some limitations of your actions. Seeing these things happening in malacanang is enough for kit tatad to cringed. Cause during his term as press secretary, the media is considered being at the bottom of the "pecking order" and the last of the food chain. You wouldn't want that to go the other way around, would you? In other words, the media shouldn't insist that there is news around, for in fact, there is none. You just can not put words in the horses mouth, it's not being done this way. Just a thought. A word of advice to other "intellectual" bloggers here, try your best not to go down to the level of a "nincompoop" by not replying to an extremely uneducated and uncivilized remarks by these idiots.

The only good thing about it, is that, the internet cafe in manila doesn't stay open twenty four seven. Better be that village chieftain in your barangay, Your Excellency, rather than the second man in Rome! Hard post such as Saudi Arabia and other countries in the region where peculiarity. sensitivity and understanding of Islamic diplomacy and negotiating skills will spell a difference in saving the lives and limbs of millions of OFW's presently working and living in the region, is not only a requirement but a must if you are to be posted as Ambassador in this country. We need a Chief of Mission here, who is not only the alter ego of P-noy but a pro-Filipino who is the Ambassador of all Filpinos in the Kingdom regardless of creed, ethnic origin and affiliation. He is not an anti-OFW, must be a pro-worker, able and capable to extend the necessary rescue, assist and legally represent the rights and welfare of our countrymen 24/7, who runs afoul with local calls or become willing victims of abusive employers, co-Filipinos and agencies in the Philippines. We need a career official who have been in the region, who do not have yet his own gray hair, and have passed the litmus test of regional wars, threats of terrorism and other hostile situations which may have put in danger the lives of our countrymen. Somebody whose track record of performance is second to none, who do not complain or the rest of his staff and do not have the habit of harassing , intimidating or threatening their own countrymen inside the embassy premises. Someone who feels the pulse and sensitivity of his own countrymen, a peace maker and able to rally behind and unite a fractious and divisive community whose values they have inherited from former PGMA and her minions that the OFW's are as good only as "milking cows and a Robin Hoods" of their own skin while the non-stop labeling continues to drum up political support that this govt. really cares for the OFWs. We are tired and sick of lip service, photo eds and posturing. When "push comes to a shove", he is the Chief of Mission who will exemplify the DFA principles and mandate of a good and effective diplomat worthy of respect from leaders of his host country of assignment and put into work the vision of P-noy in furtherance of the OFW agenda while implementing without fear or favor the provisions of RA 10022 or our own Magna Carta for the Overseas Filipinos. He must be ready, as well as anyone of his service corps, to be tagged as "PERSONA NON GRATA" provided they had struggled hard to fight a good cause in terms of reason and truth for the dignity, honor and name of his Filipino nationals wherever they are. A servant leader whose economic insights will alter the imbalances of trade between the host country and Manila govt while harnessing the potentials of millions of his countrymen as potential entrepreneurs of their own communities back home. ..and the incumbent Chief of Mission here is none of the above. This is worse than reading dean dela paz's blogs.

Magserbisyo kayo ng tama sa kapwa at hindi dapat ninyo binabastos ang inyong kapwa na lumalapit sa inyo dahil nanumpa kayo na serbisyo ang inyong kapwa hindi ang inyong sikmura, bank account at inyong pamilya. Kaya tama lamang na palitan na sila lahat at simulan ang pag ddesiplina sa mga edukadong mga taong ito.
