Government administrators and politicians are now jumping on the bandwagon in criticizing the U.S. Ambassador to the Philippines, Harry Thomas, Jr. for saying that 40% or 4 of every 10 male foreigners who visit the Philippines come for "sex tourism."
Many are offended because they do not like what he said. For them, it is not only humiliating but also demeaning to our pride and dignity as a people. I guess, such knee-jerk reactions are expected. In fact, it is understandable especially when one falls shy of a reasoned counter-argument against a message. One can always refuse to admit that the problem exists, or better, discredit the messenger. But my question is: Does all of this barking and howling address the problem at hand? And why are we really offended? Is it because we could not agree on the accuracy of the percentage? Is it because we do not regard it as a social problem at all? Or, is it because the remark comes out of the mouth of a foreigner? I think it is the latter. We are vexed, and more so provoked by it, not because we disagree with the percentage share nor deny its existence but because it is simply spoken by an outsider! Unfortunately, sex tourism exists in the Philippines and it is a social problem! Why is it then that our leaders and government officials refuse to admit the problem exists? Why is it that this issue remains a "forgotten secret?" To educate the Department of Justice (DOJ) on what is happening on the ground, I suggest that it ask one simple question: How many adult bars, clubs, and shows are operating in the country? If at a minimum, it can come up with a list of red light districts in our various towns and cities, I’ll be grateful. But I guess, this is not the function of the DOJ. So now, it is a personal issue rather than a social issue. Personalizing an issue is a common response of a highly personalistic society like the Philippines. It is a cultural trait that has been the major source of our defensive attitude against actual or perceived criticism until now, without our knowing it. It is the bread and butter of government functionaries who entangle themselves in peripheral disputes thereby blinding themselves to issues screaming for attention and resolution. Rather than facing them head on, we bury our heads in the sand. We not only resort to blaming others but also displace our monetized time and effort to things that do not really matter in the end. That is, finding professional and workable solutions to our social problems. And yet, no matter how we try to ignore the problem of sex tourism, we cannot close our eyes to what is going on. How can we be so blind not to see the reasons that drive many of our women as well as men to sell their bodies for sex? Isn’t it easy to see? For a small country teeming with men, women, and children battered by grinding poverty as well as natural calamities, i.e. typhoons, floods, landslides, and earthquakes on a permanent basis, the physical hardship of our people is scarcely imaginable. Our affected towns and cities are crowded with families in pitiful scenes of grime and slime with nothing but their ill-clothe tubercular bodies huddled under canvases and tents anxiously waiting for government dole-outs as well as presidential visits. Since we do this year in and year out like an unbroken ritual, I am sad to say that unless we break this vicious cycle, ours is a pathetic prospect and future indeed. The basis of sex tourism is right under our noses, in the harsh reality of material and economic conditions of our people. Thus, I suggest that instead of being indignant at U.S. Ambassador Harry Thomas Jr. for exposing the pestering social problem of sex tourism, we should be indignant against the hypocrisy and blindness of those who try to cover it up with flimsy explanations of protecting our dignity, good image, or national sovereignty. I think you make some interesting observations. It is true people get offended when an ambassador of a country with a bigger prostitute problem has the audacity to criticize another. It's not because he is an outsider though, its because of the hypocrisy.
Also, go into many of the bars and you do not see it filled with foreigners but Pinoy! Your article totally missed that very important point. It's obvious there will be some sex tourism - prices in 3rd World Countries are very low compared with, for example, the US. But to suggest 40% of all male visitors are only here for the sex is offensive to the many thousands of tourists here to see the country, visit friends and relations and even, dare I say it, a girlfriend. The 40% figure is fictional. Try Mexico baby, Tijuana right across the U.S border. You will be greated by Army of protititutes and nude bars.
Gringo's (Americans) head south to get cheaper alcohol, fun and pok2x. Malate is a child's play compare to Tijuana, Mexico. The damn place is run by Drug Cartels, where joining the police dept is Pure bravery and courage. Unless you corrupt cop then your life is spared. One only needs to visit the Preda Foundation in Olongapo to see the severity of the end effects of this. How many underaged girls did they Father Shay have to rescue? How many more underaged child-prostitutes will need to be "sacrificed" in exchange for "saving-face" for the Nation.
If Harry Thomas, Jr. gave a wrong statistic, then what is the correct statistic? 41% ? Higher? Go into a bar in Olongapo and you will see most of the men there are Filipino!
Underage sex is a crime and anyone, regardless of their nationality, doing that should be charged. But stop blaming half the tourists to this country, it's simply untrue! If you are not careful tourists will stop coming because they will be afraid to be labeled a sex pervert. Sam,
I find your information on how many pinoy vs. foreigners are in bars interestingly bothersom. How do you come with these statics? Are you self "investigating" our social problems on your own? I believe Mr. Thomas hit a nerve that needs real open-hearted discussion. Fact is, we DO have a problem. Just type in "filipina" into Google and you will find numerous dating sites targeted for foreign men. Go on any asian dating website and the sites are dominated with filipina. Something to ponder... A dating site is not the same as prostitution. Is dating a foreigner also now wrong?????

Sam, Of course you will see Filipino men behind bars; foreigners are extremely difficult to prosecute in our country. Most of them who are found guilty are "only deported" and don't even get charged in their own country.

40% is not true, I say it's 50 or 60% just go to Malate and you'll see hundreds of tourists with exotic Filipinas with them. Filipinos should not be offended if it is true. Philippines has the cheapest rate for prostitutes. It's also investments, since no businessman in their right mind will invest in the Philippines this is a good business for Filipinos. They will earn top dollar on this.
Prostitution is the oldest occupupation in the world that even our cavemen (cavewomen) ancestors used do it in exchange for food.
Third World countries like South Asia, Central America, South America and former Eastern Block countries are the cheapest protitutes available in the market. If the Ambassador had been more clear and states "40% of unaccompanied male tourists" no one could dispute the point. It is time for the Philippines to face reality and understand why so many "Short Time Hotels" are sprouting up everywhere.

For example, we need to persecute those people that put ads in craigslist under the personal - casual encounter section soliciting sex with foreigners. And the Filipino people seemingly nonchalant attitude towards sex crimes among children and women as long as they were not their relative or friend. They don't report the crime. How many of us, saw an old Foreigner dating a very young teenage Filipina girl and yet we look to the other side and pretend we didnt see anything. The suspected British tourist is already out of the country while his co-accused filipina gf was just recently arrested in Manila after months of hiding from the law and yet there was no major public outcry of the crime in the Philippines. I am not a sex tourist. Of course i am am aware that 650,000 American men visit the Philippines every year. No-one needs to research the Internet for long to discover some of the acronyms and expressions that define the attitude of the American sex tourist to Phil. With sincere apologies to US Ambassador Harry Thomas, I once turned down the offer of an American 'green card'. I knew then I didn't want to be an American. I know now I'd rather be a pinoy. And out of the 40% of men that come here, how many end up in marriage or start their first steady relationship maybe in years and I am almost positive that many girls benefit financially and get out of the bar or what ever situation they were in previously, I only wish that the U.S. Ambassador would think before he throws out such a bombshell it can hurt those of us that live here and are very married.
the remarks of thomas is not as indignating to filipinos than to his own countrymen. it only shows how sex oriented his countrymen are, going out just to have sex. sure we have prostitutes here just as in any country in the world, no exceptions, but its the customers who are the worse evil here, the 40% thomas is referring at

i hear you, I myself call things as they are, never been a fan of sugarcoats or euphemisms. sex trade is everywhere and the third world does not have monopoly over it. it's even worse in some developed countries. whether foreigners come to visit the Philippines for sex or otherwise is not the question. we must be asking ourselves what are we doing to address the plight of the Filipino people? sex tourism/trade, like any other problem is best understood and appropriately addressed if we examine its roots, poverty. the truth hurts especially if we have been so adamant at resisting and hiding it.

Ako hindi ko alam ang exact figure ng tourists who comes to the Philippines fro "sexual tourism. but I think 40% is an exaggeration, that is why Thomas apologized. I have nothing against prostituion as long as they are not minors or under age. (Some countries in the world prostitution are legal.) And we have to put behind bars for a long long time, maybe life sentences without parole for those who trade and exploits minor fro sexual promises. Both the users and the providers be it locals or foreigners.
The real problem that US Amb. Thomas really meant was the influx of FOreign Pedophiles!!!
This sex tourists who come to the Philippines not looking for adult filipinas but to make their sick fantasy of child sex a reality in a third world country were the cops are corrupt, where some monthers sell their young daughters to them for DOLLARS. The problem are the Perverted PEDOPHILES who prey on young filipina/filipino children, because our people do not really care about those young prostituted children as long as they are not their own child/ relative. Anyone, foreigner or Pinoy or priest, involved in sex with minors should be jailed.
However, this was not what the ambassador was referring to. He specifically mentioned prostitutes, not children, in his comments. And there is no way that out of 5 million visitors to this country that 2 million are here as sex tourists. It was a stupid thing to say, and he has apologized for it. That's not to say there is no sex tourism, there obviously is, but his figure was a gross over-exaggeration of a problem that exists in all countries, including his own. The U.S. Ambassador's comments were hurt full to those of us that live here and are very married, my wife is actually 4 years older than me and we have been married 24 years, so now when ever I am out and about alone I need to be even more on the alert, thanks a million. Now out of the 40% figure of white men like myself that come her for prostitution, how many of these guys actually had been talking on-line and have planes for marriage, my daughter in-law just married a man from Canada and there is no huge age gap. To be fair on my last trip to Manila, I live far south, I did see a couple of old timers trying to hail down a ride, seriously gross looking with a younger girl, yes that hurts us all and I think the reason being is that some of these guys are so scary or homely looking and it leaves a long-lasting impression that most of the white men are this way, "Not so" in their own countries they would never meet a woman but here I think at best they provide financial help to the girl and her family and the woman provides probably the man's first real try at companionship, so it looks like a mutual agreement.
This US ambassador didn't go to Singapore where doors of every rooms in a hotel have calling cards for any one who wants to have sex !

Not all foreigners want to visit the Philippines country are after for sex. I am Filipina and married with the very nice guy for so many years,no complain at all........ Depende rin naman sa class ng mga tao kong ano ang personality nila at kong anong lugar ang kanilang pinupuntahan.
