I’d like to start this reflection on presidential leadership by saying that it is disconcerting that President PNoy is constantly defamed by pundits from all directions of the political spectrum - right, center, or left.
He has been called ABNoy, retarded, lunatic, and autistic. These attacks on him are not only highly disrespectful but irrational and extremely personal. I know many will say that's Philippine politics and it’s dirty. I hope not. And it doesn’t have to be that way. I believe that unlike other leaders, PNoy is an honorable person who speaks against corruption and is committed to bringing perpetrators to face the bar of justice. I also believe that his leadership does not deserve the unfair and vicious ill will of others. Perhaps, this is wishful thinking on my part. But if I had my way, I wish our country possessed a stronger defamation law, maybe, something similar to the Defamation Act of Singapore. If that happens, it’ll make many of the pundits who are not paragons of responsible journalism themselves to have second thoughts about freely slandering the president or other public officials in media. Well, since my wish will not come true, I decided to express my reflection on presidential leadership differently. Here it is. A few years ago, two of my students in a graduate seminar on urban and regional planning and development were aghast when I told them in an after-class chat that whoever takes on the presidential job of running a developing country like the Philippines will have to be part Social Darwinist, part Social Democrat, but with a Zen-like calm as an enforcer. I can understand their spirited reactions because we just discussed a variety of perspectives that view the causes and consequences of third world planning and development in terms of modernization, dependency, world system, and new international division of labor theories. I still recall how they were particularly animated and impressed by perspectives that drew their ideas on the impact and outcomes of colonialism and neocolonialism to urbanization. Over the course of our exchange, I found out that one student ascribes to a left-wing utopia, and the other, to a neo-anarchist dogma. Indeed, our world views were just too far apart and could not be reconciled. In my case, I had to explain to them that the Philippines like any developing country had urgent real-world problems to solve and could not afford to be circumscribed by utopian thinking or dogmatic assertion. Needless to say that the president’s tenure is only limited to six years. In reality though, he has less than five years left, after filling in vacancies in its bureaucracy and division of labor. Seriously, what can the president really plan and do in five years that will have strategic, dramatic, and sustainable multiplier effects? I think, not much. Perhaps, it’s the construction of world-class transportation networks to spur new growth areas? Maybe, it’s the building of more geothermal plants to secure reliable and competitive rates of electricity? Or possibly, it’s the establishment of more freeports as relocation sites for foreign companies? I know one thing. If there is something immediate to be done, the president does not have to reinvent the wheel nor be bogged down by ideological constraints. That is, to move forward and quickly, he or she has to find the merits of existing successful planning models to emulate. I am not sure that I convinced and changed my students’ theoretical positions. Still, despite our disagreements, we remained civil for the rest of the quarter. Why part Social Darwinism? A Social Darwinist has one simple guiding principle---survival. The Philippines must be more competitive, more efficient, more secure, more peaceful, and better organized legally than other countries in the region, if it is to survive. If we are only as good as the others, that won’t cut the mustard for us. For what would be the reason for investors to choose our country? Why part Social Democrat? A Social Democrat has one basic guiding trajectory ---welfare provision. The Philippines must proactively pursue welfare state measures to promote and protect the economic well-being of our citizens. Since the former is regarded as allied to the principle of non-intervention and rugged individualism, and the latter, to intervention and socialism, they are structured as antithetical and contradictory to each other. For example, in the U.S. the cognitive divide is so intense, if not, highly toxic that it perpetually sends the two traditional parties (the so-called non-interventionist Republicans and interventionist Democrats) into a warpath. Advocates of Social Darwinism argue that the welfare system undermines the principle of meritocracy. Thus, it makes people more dependent and less inclined to work. Critics of Social Darwinism, on the other hand, contend that doctrines such as survival of the fittest and natural selection are simply ideologies used to justify class, race, age, and gender inequalities in society. But most importantly, it rationalizes indifference and inaction against the least-privileged members of society. After all, when asked about the responsibility of the rich for the poor, the Social Darwinist unmistakable response: NOTHING! And yet, studies have shown that there is no negative association between economic performance and welfare expenditure and vice-versa. Successful modern welfare states such as Denmark, Finland, Norway, Sweden, The Netherlands, Belgium, Germany, Luxembourg, and Singapore have provided their citizens with a high level of social insurance. In fact, these states are ranked at the top by all measures of economic and quality of life indices. For example, the GDP (PPP) per capita of these modern welfare states ranges from $31,000/year to $82,600/year which is approximately nine times or twenty eight times higher than let us say, the Philippines GDP (PPP) per capita of $3,500/year (CIA World Factbook, 2010). Why a Zen-like calm? The leader must be unperturbed. Like an individual in a meditative state, the president can be passive, and yet, active, knowing fully well that with limited time, he or she must single-mindedly focus in achieving his or her goals, objectives, and strategies. As it is, governing a country is already difficult in itself. More so, when the country’s population is bursting at the seams, the tremendous pressure on land, resources, and economy produces maraming pasaway, daghang buluyagon, o damo nga salawayon. I am sad that many in Philippine media have shallow political analysis. They influence people who also do not know any better. Mga pasaway. The only see the surface not the depth of the problems. Tapos and expectation, pag upo ng isang leader solve kaagad ang mga problems, parang magic wand. As far as I am concerned, I like the way Aquino is running the government, especially his fight against corruption. Sadly, many people in Philippine media are corrupt that's they want the way Arroyo and politicians like her ran the country because they partake of the political largesse. Akala nila politics is magic that can make all our problems disappear. Unrealistic. Unfortunately, there are politicians who make the problems appear again and again. Im glad that there are people outside the malacañang comm group who comment here. President aquino is definitely not ABnoy. He just acts like one. Consider these: he talks about putting up a monorail in the UP campus when even the university's own School of Urban and Rural Planning never dreamt about it. The university needs funds which malacañang slashed and then he offers something they do not need? Pray, tell me, gawa ba ng taong may matinong pag iisip yan? He asks congress to fast track the very divisive RH bill when we need congress to pass laws that would unite us and address economic issues in order to alleviate the economic condition of the people. We cannot blame the people who criticize the president especially with the work attitude that he displays. He talks about corruption as if it is exclusively committed by his predecessor. Does this mean that it is not being committed today under his administration? And what is it about the yellow ribbon pin that he keeps on wearing? It is the very symbol of division when he should be wearing the pin of the Philppine flag because he is already the president of all Filipinos and not just the yellow mob. Lastly, the president is a blabber mouth. He talks before he thinks making his three headed hydra of the comm group scrambling to clarify ridiculous statements that he make. Sure, the president is not autistic. But if talks like a duck and walks like a duck then it must be a duck.

I am not asking for a miracle but he is not doing anything concrete. Ang palasyo ng malakanyang ay hindi paaralan, from day one, the president must deliver results.

Ideologies? Politics? Ha!! The perception of majority voters are much based on hearsay. Excuse me but I am very disappointed how we vote "leaders" of this country. The more they accuse anyone, the more they look credible. As I quote Winnie Monsod "A lie spoken over and over will seem to be the truth". Lambasting, grandstanding, false pretense, fake evidence, what else? Pinagkaguluhan, pero pag na kuryente, nobody is interested. Ano ang nangyari sa isang bilyong kape?

The people and media also forget that the president does not have all the power to get things done. He has the judiciary, the congress and the senate to contend with, and they are all highly politicized. Take the RH bill, this has been debated for the past 15 years and the debate still continues. Tens of millions of people were added to our uncontrolled population since then.
The reason why the welfare states you mentioned are successful and have such high per capita income is that their population is low. They are also productive and efficient. Having zero correlation between welfare and success means welfare is working.
In the Philippines you have the CBCP meddling about population control, as if they are experts on this. If population growth cannot be controlled, there is no way welfare will work here. I meant: "Having zero correlation between welfare and success does NOT mean welfare is working."

27 September 2011 Professor Efren Padilla's essay, "On Presidential Leadership," clearly identifies the areas where President Benigno Aquino III will have to focus if he has to achieve something worthile in the way of putting the Philippines securely on a path to economic and social progress. Professor Padilla does not limit his perspective to the fight against Corruption and against Poverty, on which Benigno Aquino III rode to victory in the last presidential elections. In short, beyond these two paramount objectives, there are others as equally important. Many observers of the Philippine scene have been quick to fault President Aquino for not having done much in terms of solid achievements so far. But the fact is that Mr. Aquino's fight against Corruption is gaining good ground. I have serious reservations, however, about the way Mr. Aquino is fighting Poverty. He is limiting himself to spending billions of pesos as Conditional Cash Transfers [CCT] to poor Filipino families, to be doled out at the rate of P1,400 a month. I know that the CCT is pretty much in line with the 8 United Nations Millennium Development Goals. But, as far as the Philippines is concerned, I think the CCT is not only ill-advised and mis-directed: It has the clear potential to create a CULTURE OF DEPENDENCY. Thus, my sense is that the billions being budgeted for CCT, for this year and the next, and through the year 2015, could produce better results as far as making a real dent on Poverty is concerned if these are instead spent on creating hundreds of thousands of jobs all over the country. The other highly effective way to fight Poverty is for the National Government to launch a well-designed and well-implemented National Population Control Program, with the end in view of effectively reining in the explosve rate of growth of the country's population which now doubles every 35 years. The Congress has a clear duty to pass the Reproductive Health Bill without further delay. I wonder tuloy anong grade ni abnoy kay gma noong estudyante sya ng latter? I understand that PNoy is the target of many personal attacks, but these are the direct result of him not acting as a leader with the country's best interests at heart. His campaign promises of change and a new type of governance obviously don't apply to his friends.
I only hope that we don't get another "ampaw" leader like him, God help the country if the likes of Chiz Escudero actually get the Presidency. Wala namang lovelife yan. Publicity lang yan. The Filipinos voted a candidate who hadnt even showed experience in governance...raising and rearing a family. Boksy, you are right.

If I were to listen, I'd rather listen to Mr. Padilla's ideas than pay attention to lousy comments of strongwind, jose rizal, boksy, atbp. The country really need is "Leaders" who have a balance zen between darwinist & social democrats. "Leaders" not only the president but up to the brgy. & sk chairman, sadly we only have the Trapos and dynasties.

that's democracy without ethics & morality; we could go back to a better time in the past, revert back to 2 party system, and clean voters qualifications: 1) raise up voting age from 18 to 21 years old( used to be 21 yrs age ) 2) return to old qualification that requires a voter to be able to read & write ( used to be this way ) 3) criminal liabilities for voters & candidates in election offenses in the special electoral courts( not comelec ) Regardless as to who is the president, there will always be someone that will describe and brand the president in a very disrespectful words. Let us just say it freedom of speech or freedom of expression at its worse case.
If we are to rise above others, each one of us need to step up. Self-discipline is a trait that is very rare to see in many Filipinos. You can clearly see that at home and in the streets. In the government, they are easily tempted by the sight of money; thus, corruption and plunder is a normal occurrence. The country already have enough laws to ensure that everyone acts accordingly. It is just a matter of enforcing the law. However, from police to politicians to Court, law can be twisted and bought; thus corruption, injustice, and inequality is a common place in our society. Furthermore, our political system created division among people. The multi-party system concept is to provide political access to every Filipinos out there with different background, beliefs and personality. We now have gay, security guard, socialist representative in the Congress. We also have PNOY supporters, Arroyo supporters and also supporters from Estrada, Binay, Roxas, etc. The whole concept of representation really becomes misrepresentation of a vibrant democratic nation. No matter what law or political system we have, in the end, each one of us is responsible for what the country had become. With an estimated 94 million population, these 94 million people needs to look in the mirror and asks themselves: Am I discipline enough to be a responsible parent, a responsible citizen, a responsible human? With the current state of the nation, this country, the citizenry, there is no discipline at all. There may be few among us that can bring about change but it takes more that a few to keep the country rise above from others. Tama na wishful thinking on your part when pnoy himself muddied the political landscape with his penchant for accusing his political detractor with lies, public trial and his hypocracy, and les we forget his total incompetence exacerbated by his vindictiveness, you seem enamored with his so called transparency and his fight against corruption and yet you turn a blind eye on his corruption and his attempt to turn the constitution upside down Ala Marcos. Thanks god your student were smart enough to see the truth.
Don't give your self too much credit for your intelligence. I think you'll flunk Prof. Padilla's class. I appreciate his rational and insightful observation. Unlike yours that are irrational and ad hominems.
