The end of a beginning invariably compels a review of policies against outcomes. We all recognize that Benigno Aquino III was swept into office by unexpected circumstances, a rejection of the immediate past, hope for the future and the machinations of the ambitious. These make a review imperative. More, when we realize his track record prior to the presidency was unremarkable.
The alchemy of these factors is best tackled by more astute analysts. We have neither the stomach nor the acumen for politics so our criterion based on whoppers, lies and broken promises is simple if not simplistic, revealing a bias perhaps deemed unfair by those with some explaining to do. Against critics, Malacanang foists an “it’s-too-early-to-tell” excuse with one factotum labeling commentators as troublemakers. That’s unfortunate. And idiotic. Only the lazy ignore wake-up calls. Our review is comprised of documented reversals. These are not functions of time but of conviction or its absence. In no particular order, we’ve listed thirteen reversals of policies and pronouncements that reflect the consequences of a laid-back, feet-on-top-of-the-table, work-averse, delegated (or abdicated) style of mismanagement. Let us start with the economy. Sometime last April, amidst the uncontrollable rise in aggregate prices, Aquino promised to study the reduction of the Expanded Value-Added Tax. His timeline betrays him. A month before promising, speaking in Singapore, Aquino had already committed to keep the E-Vat despite its negative impact on the inflation-weary. His position on taxes is similarly tenuous. Aquino promised no new taxes, yet his government insisted on implementing a heretofore suspended value added tax (VAT) on tolls despite VAT’s inapplicability on such fees. Likewise on foreign investments, during the Public-Private Partnership launch, an appointee announced that the Philippines “is now open for business”. Unfortunately realities conflict with clichés. Last week, one foreign chamber of commerce raised the issue of the instability of business contracts. Victimized by temperamental capriciousness are two critical projects- a French-funded port project and a Belgian-funded dredging operation, the latter twice signified legitimate by the Justice Department. Last February, referring to a P28.5 million remittance from government-owned and controlled corporations (GOCC), Aquino claimed credit from his administration’s efforts in “working overtime to bolster our abilities to give back to the Filipino people”. Never mind that of the total, P9.3 billion were earned from 2003 to 2006, P5.4 billion from 2009, and P1.3 billion from 2010 - all prior to Aquino’s presidency. Aquino likewise promised a lean cabinet and yet he created a three-headed bureaucracy by spawning a superfluous communications and strategic planning office. It would not have been a laughable media gadfly had not the immature hydra evolved into the antithesis of communications and strategy. Still on appointments, vowing a “level playing field” Aquino declared over radio that he would not extend favors to “allies and supporters”. Yet, he did just that. Campaign supporters, their relatives and friends in the entertainment industry now sit on the boards of GOCCs and other agencies. In Aquino’s playing field, obviously, some are more equal than others. In defending an official accused of involvement in carjacking and aiding and abetting corporate raids, Aquino evoked due process. Never mind that due process had already been applied by two departments. Apparently, double and disparate standards rule. In another agency, within days, sans due process, Aquino unceremoniously sacked a distinguished and lettered career scientist. In his inaugural, Aquino promised emergency employment. Last Labor Day, he promised one million jobs created under the Community-Based Employment Program (CBEP). Again, the numbers don’t match. Between September 2010 and March 2011, unemployment ballooned from 7.4 million to 11.3 million while prospective jobs created by the CBEP top off at 832,132 of which 43.30% are generated by infrastructure works where short-term employment ends upon a project’s completion. Worse, under Aquino, a good number of jobs, sadly lacking economic support, vanished completely. The statistics show that for half of Aquino’s first year, nearly 4 million gainfully working went from employed to unemployed. At least the unemployed are alive. Before European ambassadors, Aquino declared seeking “closure” to extrajudicial killings. His record shows otherwise. From July 2010 to March 2011, fifty incidents of extrajudicial killings and disappearances were recorded. Do the math. In six years Aquino will attain what took the previous incumbency eight. Mortalities are likely to escalate. Unaccountable autocracy has been imposed in Mindanao from Aquino’s insistence on denying Muslim Mindanao suffrage – a violation of his oath to defend democratic processes and the constitution. Likewise, Aquino promised to enact a freedom of information law. On this promise, Aquino has completely reneged and betrayed years of spadework. Finally, Aquino’s thirteenth whopper is a promise to quit smoking upon attaining the presidency. On that, Aquino’s failure is understandable. Pnoy is not a competent and charismatic leader, it is obvious that his leadership will go down to the gutter before even his term ends. A strong leader is pretty much a good tactician and smart enough to know where to lead his people. A leader who is willing to risk his life to free his people from poverty. In history of Philippine presidency none has ever taken a task to alleviate Filipinos out of poverty, instead from Aguinaldo to Aquino only their immediate cronies benefited from their presidency.
The country is always been in chaos. Overpopulated, lowest quality of education among third world, one of the most corrupt nation, infrastructure is very poor, military is unprepared to defend the country from local and foreign threat have to rely on USA for protection, being an OFW is the most shameful thing created by the government. insurgency of NPA and Milf is still not wipe out since the 1950s, crime rate in big cities are too high. In comparison with Malaysia and Indonesia which is our closest ethnic brothers they make a name for themselves in world stage already. O yeah Filipinos are making a name like Charise, Leah S., manny pacquiao, is that all they can do entertainer, there is no impact to the overall economy. Pnoy should resign from the Presidency, He is incompetent. Don't ask me who you gonna replace. i couldn't agree more. this yellow cult is propelling us to nowhere!

mr. de la paz, i think you are foreign-based? since your profile in your blog in 2010 said that you are the program director for financial education at a UK-based university. so, if you're abroad, why are you 'meddling' in Philippine affairs? hahah! but then, also, your profile in 2010 said that you sit as independent member of the Board in one of Pinas' oldest banks and also a senior consultant to a government financial institution. So maybe you lost your government position(s) when PNoy took over, and now have an axe to grind? Just wondering.

...Guys, I don't think one year would be enough to solve all the problems in this country esp. if He inherited the big-time corruption of GMA and her cohort. His promises or shall we say goal of making this country a better way to live can be spread during his term. We just have to wait and at the same time do our own responsibilty to be a good citizen. I just hope that everyone cooperates and not be interfered by the church.
Mr. Dela Paz is obviously under the payroll of an influential person who lost last election, that's why he is always against Pnoy. Better the lies and broken promises than wanton acts of corruption. Do I wish not so many promises were broken, of course. If PNOY completes his term with 13 lies per year in exchange for not committing any acts of corruption, he would have become the best President the PHL has ever known. 65 more lies and broken promises to go.
Yan ang problema sa mga Pinoy, namatayan lang ng nanay eh perceived savior na. Alang accomplishment sa Congress at Senate si Penoy pero dahil naulila eh underdog mentality agad tayo. Hindi pa nga siya nag-iinit sa Malacanang eh puro kapalpakan na ang nangyayari sa mga EOs and Memos nya. Mas bagya siguro kung sumali na lang siya sa "Laban o Bawi". Anyway, anu na ba ang nagawa nya??? Di ba ala pa? So far puro flagship projects ni GNA ang pinatutupad niya tulad nung 4Ps nung DSWD. On his own ala pa except mag-pacute sa love life niya kuno at ibenta yun Porche na binili nya earlier.
Malapit ng mag SONA sa July 25 at sa tingin ko ang mag-irereport lang ni Penoy is yun "No Wangwang policy" nya at yun status ng pangliligaw nya kay Grace Lee. So stuck pa tayo with Penoy for another five years. Buhay talaga. If Filipinos would only learn to separate the wheat from the chaff during the election period, the PHL will probably be a much better place. But then again Pinoys should learn to look the gift horse in the mouth to determine its suitability for the race. Like now, the horse called the Aquino administration cannot even made up its mind on the numerous problems affecting the country. Camote!!!
If he is man enough, I suggest he stop shifting the blame on his predecessor everytime his weaknesses and incompetence is made public. He must be made to understand that presidency are not sustained by the blame game as it only works for a limited time. You simply don't hear Obama doing the same thing to Bush. At pahabol pa, kung gusto ni Penoy na magreklamo eh dapat nagtinda na lang siya ng yosi sa kanto para masisi nya ang mga manufacturers kapag nagtaas ng presyo. Oopps, maling suggestion pala, matutuwa nga pala siya sa ganung position kasi chain smoker siya.
The rule of thumb in efficiently running a government is to get the best and brightest people in the private sector to work for you. Kay Penoy, ang ginagawa nya, yun mga ungas at bopols na tulad nya ang kinuha kaya ngayon, nagkakaloloko tayo. Patunayan lang dito yun Luneta crisis last year. Di pa dapat nag-resign na si Robredo dahil sa kapalpakan ng mga pulis nya? Haaay naku, puro kasi pacute at pangako ng matuwid na daan. Anung matuwid na daan eh puro butas ang daan natin ngayon!!!
given the intellectual credentials of the writer, i'd say at the least he is entitle to his own analysis of the present government. going through his article, i'd say there are indeed factual and yes funny points that can or already is an embarrassment to this administration. however, i need more to juice to really be convinced this government is already a failure. already, if we see it a the lenses used by this writer, it is looking like just another version of the same old story.
but then writers are remarkable tunnel builders. they can be creative and forceful in encapsulating our perspective into a unidirectional path where truth is defined only by the facts suggested within the reading moment. to a gullible uninitiated reader, that experience can already be enlightenment. i commend dean dela paz for a well-written article whose intelligence exudes class and almost scientific cadence. i just hope next time he will make us understand that being critical doesn't have to be imbalanced.
