Ever since the controversy of the National Broadband Network Project (NBN-ZTE) broke out, there hasn't been any independent study on whether the deal with the Chinese contractor is actually over-priced or not. All we know is that there’s something really fishy about it.
About two months ago, after downloading a copy of the Bill of Quantities which is an annex to the contract, I sifted thru the pages and pages of itemized pricing for materials, softwares and manpower. I earlier wrote about my initial observations here. Included in the contract is the proposed plan on how the network will be implemented. I graphed a simple diagram on how it will look like: ![]() Essentially, several modes of connectivity will be utilized to roll-out the network – WiMax, Satellite, and Commercial Networks. The Bill of Quantities lists down how much goes to what: These are the Equipment Cost: Transmission Backbone Equipment: $47,649,037 Regional WiMax System: $82,077,545 IP Backbone Equipment: $15,510,251 VoIP System: $15,175,887 DC/NOC Equipment: $8,977,882 Information Security system: $6,743,012 Monitor & Environment Equipment: $3,532,877 Uniform NMS: $2,143,540 DC Power & Diesel Generator: $11,505,187 Sub-Total: $194,051,628 And these are the breakdown of Services Cost: Site Prep & Civil Works: $48,571,040 System Implementation & Engineering: $20,607,490 Site Engineering for Remote Office Site: $28,686,840 Service for IDC Construction & Integration: $8,287,281 Joint Project Management Office: $5,995,000 Link Charges: $6,498,000 Training: $1,948,505 Managed Services: $14,875,507 Sub-Total: $135,429,662 The number don’t mean much because most of us would never really know if these prices are within normal market levels. Still, as the saying goes, the devil is in the details. Digging deeper into the documents, there are some very familiar items we can actually make some reasonable comparison with. The equipments and their prices are as follows: Office Printer : 1 set @ $804.20 Desktop Computer : 1 set @ $2,055.94 Laptop Computer : 1 set @ $3,440.56 Basic E1 Tester : 5 units @ $7,128.41 MS SQL Server 2005 Standard Edition : 1 CPU License @ $6,797.73 Here lies the question -- are these items overpriced? A set of office printer was listed at ~Php41,000 (when ZTE sent in their unsolicited proposal on September 2006, the Peso-Dollar exchange rate was still hovering around 51:1) and a desktop computer costs ~Php105,000. The laptop, on the other hand, was priced at around Php175,000. While we can say that market prices for these items still falls within an acceptable range (although in the upper limit), others might argue that they obviously looked overpriced. In my opinion, at least the printer, laptop and PC can be had for half the quoted price. And, if those items were easily padded, one can only imagine how much the other more expensive equipments went for. - Abe Olandres / YugaTech Trackbacks

grabe talaga ang over pricing sa pinas kasi ang alam ko pag bumili ka ng mga office equipment sa isang store lalo na maramihan you are allowed to get a discount at talagang makakakuha ng ibang free stuff...kaya nga wala tayong progress kahit sino pa ang maka-upo na president dahil maraming kurakot 'til now, pag honest ka naman maraming magagalit saiyo.
All I can say about this NBN/ZTE deals is stink to high heaven. If Gloria Arroyo, Don't have anything to hide why is it she's doing everything in her power to cover-it-up! I'll say, she's involed with the corruption on all her deals. Because if everytime she got catch stealing she cancel the contract. Why cancel the contract if everything is above board. she cancel the contract because the contract is involed kickback. And her hand got catch inside the cookie jar. IF SHE DON'T HAVE ANYTHING TO HIDE WHY SUPPRESS THE TRUTH. TRUTH OF THE MATTER IS SHE'S GUILTY TO THE BONES. PERIOD! Hmmm... Ba’t kaya? Ano’ng meron sa Meralco issue para maging napaka-cooperative ng mga galamay ni Pangulong Arroyo? Ibang-iba kasi e. Sa nakaraang mga imbestigasyon sa Senado, paiyakan ang imbitasyon. Nariyang isangkalang ang EO 464. Kapag dumalo naman, ibinabara rin sa mga tanong ang ‘executive privilege’. Umabot pa nga sa Korte Suprema ang girian ng mga senador at mga iniimbitang resource persons ng executive branch pero hindi rin mapilit ang mga opisyal ng pamahalaan na sumipot sa hearing. Mahirap talaga kapag kredibilidad at integridad ang nasira. Kahit maganda na ang ikinikilos, tamang-duda pa rin ang taumbayan kung para ba talaga sa tao itong pagpupursigi ng pamahalaan. We designed a network for the Palace in respect to this connectivity for Rural Banks, Comelec,Napacor, Postal services with respect to Comelec, Meralco, Metro manila Traffic, AFP and PNP all with prudence to connect citizens, telecomunications and Schools thoroughout all baranggays. Our total cost was $57,000,000USD. With us footing most of the bill. We got overwhelming acceptance to this plan on all levels. I can only say that all of our documentations came up missing through the baggage at Ninoy aquino and shortly after we stared hearing of ZTE interest in the network. We have offices in the Philippines and we have workers in the philippines and training for filipinos and want this to be all filippino ran. Sumigaw ng foul si Mayor Paulino Emano nang tangkain daw siyang suhulan ng P400 million para sa pagpapatuloy ng proyekto na walang kumpletong papeles. Kasunod nito, si Emano naman ang iimbestigahan dahil nangingikil daw ito. Suhulan na naman ang pinag-uusapan dito. Kung si Emano ay inalok daw ng P400 million suhol, sabi ni Sen. Panfilo Lacson, magkano naman ang inalok na suhol sa Malacañang? Nangangamoy imbestigasyon ang shipyard project sa Misamis Oriental, mahabang imbestigasyon tulad ng ZTE deal. That is what caused us all to suffer as a result of high prices. If she thinks she can still do something to restore order, she is deluded: the violation of our Constitution automatically disqualified her from office. We don’t need to be told—the problem will correct itself due to our resiliency, not because of her expertise. If she were allowed to stay on, she would eventually use that to claim that she was right all along. Oo panahon pa ni kopong-kopong yan pero bakit di pa rin natuto ang Pilipino? Alam na nga niyang mahirap ang buhay,todo pa rin siyang palaanak. Labingdalawa kaming mgkkapatid noon at alam ko na di tama yon, kaya ngayon na may pamilya na ako DALAWA lang ang anak namin at nabigyan ko ng pangangailangan ang mga anak ko. Mahirap bang intindihin yon?
Ang Thailand, Malaysia, at Vietnam katulad din sa Pinas dati na nangunguna sa populasyon. Pero natuto na sila, kaya hindi sila mahirap ngayon. Nakapagturo ako sa thailand ng isang taon at pinagawa ko ng family tree ang mga first year kong students sa government school. Bihira lang sa pamilya may 5 o mahigit sa limang anak. Minsan isang anak lang. Kya bihira ka lang makatagpo doon na batang malnourished. Bakit ang pinoy di pa rin matuto, inuuna kasi natin ang pagpasarap.... Pag-naghirap, kasalanan na ni Gloria! The nine Magdalo soldiers who pleaded guilty had expressed remorse for their acts and turned their backs on their lost cause. Sen. Trillanes, four years after the Oakwood mutiny, escaped from detention, sowed terror by illegally taking a five-star hotel, and has still not pleaded guilty in all his cases, which makes his case different from the other nine Magdalo soldiers,” Golez said. Meanwhile, in a separate chance interview in Malacañang , Department of Justice Secretary Raul Gonzalez reiterated his stand that stiffer conditions must be set in exchange to the pardon granted to the nine Magdalo soldiers. A total of 903 cases of extrajudicial killings have been reported since President Arroyo assumed office, the human rights group Karapatan said on Tuesday. Of the total, Karapatan said three regions had the most number of extrajudicial killings--Southern Tagalog at 163, followed by Central Luzon at 137, and Bicol Region, 127. Majority of the victims were reportedlt peasants (419) and indigenous people (85) while the partylist group Bayan Muna and Kilusang Magbubukid ng Pilipinas (KMP) have the most numbers of alleged victims placed at 132 and 104 respectively. According to the group's quarterly update of facts and figures contained in the KARAPATAN Monitor which covered human rights violations from January to March 2008, 13 cases of arbitrary executions have been reported for 2008. Karapatan said the year 2008 opened with the killing of Tildo Rebamonte and Ronald Sendrijas who were killed in separate incidents on January 16 and 17 and the disappearance of Flaviano Arante in Negros Oriental on January 25. In Rebamonte’s case, the group said that around 20 policemen came to his house in Barangay Pasig, Claveria in Masbate in the morning of January 12. The policemen allegedly ransacked his house, handcuffed him and took him to a ranch allegedly owned by Claveria Mayor Eduardo Andueza. Police claimed that Rebamonte was killed by rebels in an encounter in Barangay Nabasagan four days later. Sendrijas, meanwhile, was allegedly shot twice on the nape while buying medicine from a pharmacy along Gallares Street in Tagbiliran City. During a joint hearing of the Blue Ribbon Committee and Committee on Environment, police investigators also asserted “there was no bribery” on the strength of the testimony they got from Mayor Paulino Emano of Tagoloan, Misamis Oriental. Emano instead sent an affidavit clarifying his remarks earlier that a Hanjin official sought to bribe him with a P400 million contract, in exchange for allowing the diversion of a river to provide for Hanjin’s construction needs. Emano later retracted his statement after meeting with President Arroyo. “Our conclusion was that there was no bribery,” Police Director Jefferson Soriano of Task Force Tagovill told senators in the hearing. On the counter-accusation that Emano and Villanueva, Misamis Oriental Mayor Juliette Uy tried to extort money from Hanjin, Soriano said they were still “in the process of further investigating the matter.” Uy also begged off from attending the hearing, saying her denial of the bribery and extortion issues had already been amply reported in media. Blue Ribbon Committee chairman Sen. So precarious did Ms. Arroyo’s continued hold on power become that at one point it looked like she might be forced to resign. But then Speaker de Venecia stood by her, and so did former president Fidel V. Ramos. The typically vacillating Catholic Church hierarchy refused to call for Ms. Arroyo’s resignation. The agitation for Ms. Arroyo’s resignation continued with undiminished fervor until the start of the succeeding session of Congress, when a second impeachment complaint was filed. This one was a bogus one, having been filed by an Arroyo ally. Once again, the people’s right to hold Gloria Arroyo accountable was thwarted in so frustrating a manner. At the point Gloria Arroyo’s strategist decided that the nation’s attention had to be diverted from the legitimacy issue to which the Garci tapes had given rise. The way to achieve this result, they decided, was to create military-style diversionary situations. Ms. Arroyo’s Executive Secretary was not a former general for nothing. A seemingly endless series of events intended to take the Filipino people’s attention away from the Garci tapes and the legitimacy issue followed. The first of these was the Japan-Philippines Economic Partnership Agreement (Jpepa) issue. Malacañang was certain that the left and the so-called nationalist segment of Philippine society would object to Jpepa and create a lot of noise against the agreement. Malacañang was right. For the moment, attention was diverted away from the issue of Ms. Arroyo’s being an illegitimate president. Then when the Jpepa issue began to die down, Gloria Arroyo’s strategist put on the Glorietta diversion. A part of Ayala Land Corp.’s Glorietta complex was bombed with ordnance that could only have come from Philippine National Police (PNP) stocks. The PNP claimed that Ayala Land negligence had caused that the blast. While the allegations and charges were exchanged by Ayala Land and the PNP, Gloria Arroyo was out of the headlines and the evening television news. Malacañang was not running out of diversionary tactics. After the Jpepa and the Glorietta diversions, there were the Kalayaan/Spratly boundaries, rice-supply and oil price issues were not of Malacañang’s design or liking, but they have also succeeded in taking Filipino people’s attention away from the illegitimacy issue. The on-going Meralco debate is clearly a product of Malacañang’s diversions-making machine. For a while, the issue of who have been responsible for the steady incidence of Chinese incursion into Philippine territorial waters – and the corresponding erosion of Philippine sovereignty – has been very prominent in the media, but that issue has now cooled down. Into its place have moved the rice, oil and Meralco issues. These are likely to remain hot for many weeks to come. All this time, Gloria Arroyo and her husband Jose Miguel “Mike” Arroyo have not entirely been out of the harsh spotlight of public scrutiny. Since September 2007, the Senate investigation of the scandal involving the purchase of a national broadband network from Chinese firm ZTE Corp. has moved ever closer to Malacañang’s doorstep. The announcement of a new witness who watched Ms. Arroyo discuss business with a foreign supplier of supplement has placed the Arroyo couple in ever greater jeopardy. The Garci tapes and the illegitimacy issue may have been dislodged from a sensation-hungry media by these Malacanang-created diversions. But this dislodgement is only a temporary matter. He is also one of GMAs adviser who persuades her to run in 2004 with a promise to secure the presidency in her favor. With GMA, FG, Puno-Ermita-Gonzales, and Garcillano and with the support of AFP and PNP and Malacanang Mafia, they have created a covert plan to secure the presidency. This includes sourcing of election funds in whatever forms-GSIS/ SSS/ PCSO/ other illegal funds, prearranged cheating, black propaganda against FPJ and other presidentiables, wiretapping and political harassment and etc. FG role is to source more election funds, Sec. Ronnie Puno to GMA is the latter presidential pardon given to former President Erap which is his idea and his demand in order to return the favor to former Pres. Erap who have help Sec. Ronnie Puno a number of times. GMA can’t resist the appeal of Sec. Puno even though the result of her action will result a major rift between GMA and former ally, Gov. Chavit Singson not to mention the further decline of her trust rating and popularity. With the said pardon, Gov. Singson have distance himself from GMA. Sec. Ronnie Puno vast influence among local leaders also resulted to JDV ouster and thus elevating the role of Congressman Prospero Nograles to the Speakership, with the help of Congressmen Mikey and Dato Arroyo, Iggy Arroyo Sec. Puno has muster the support of Members of the Lower House to clamor for change of leadership without a legitimate basis or apparent issue. The said “loyalty packages” to majority of Congressmen include financial considerations and priority project funds for their respective districts. The testimonies of JDV son to the NBN-ZTE scandal is a mere chance because Sec. Puno with the blessing of Malacanang Mafia already decided to boot JDV from Speakership as early as June 2007. Sec. Puno masterplan was again supported by GMA. The rift between JDV and Sec. Puno started with the vision of Parliamentary form of Government before the term of GMA expires and the merger of CMD-LAKAS and KAMPI which JDV decline because his party will be under KAMPI under GMA, Sec. Puno occur everytime the Malacanang Mafia inner circle holds meeting to discuss the merger and other political issues and to counter all impact of various scandals facing FG and GMA regime. Prior to NBN-ZTE scandal, Sec. Puno have already plotted an Oust JDV campaign as early as 2006 . The problem with JDV is his inability to know his real enemy. He is very confident that GMA is on his side come what may. But then again, Sec. Puno succeeded in ousting JDV and forming a stronger political party which he is one of the founders. The idea of “unity walk” and call of support is also his brainchild, he directed all DILG provincial Directors and instructed local officials to do their part in any form to show support to GMA. A fund for “loyalty and support” was provided among local leaders including propaganda funds, pro-GMA rallies, media ads and others. The government shoulders the transportation and accommodation of local officials from governors, congressmen, mayors, councilors and even barangay captains from their respective provinces to Manila and vise-versa. The funds were provided by the Office of the President. His contribution during the 2004 election is so great, that whatever he proposed and asks to GMA and FG is immediately provided. And what is in exchange of Sec. Puno loyalty and steadfast services to GMA and FG? We have seen the clearer picture, the merging of CMD-LAKAS and KAMPI is inevitable. A stronger political party of GMA which Sec. Ronnie Puno belongs to the hierarchy only means one thing - political power beyond 2010. Sec. Puno is as sinister as GMA, not to mention huge amount of money deposited to his bank accounts regularly which was provided by the Arroyo Corrupt-poration, Inc. He knows that being head of a stronger political party of KAMPI/ CMD-LAKAS will further expand his influence among local leaders which is synonymous to power and more money. He has no other concessions or political ambitions aside for eventual political appointments even after GMA terms ends but a firm and clear manipulation of local politicos. With enormous power as party leader he is on the vantage point, a political power to last beyond 2010. Executive Secretary Eduardo Ermita is known as GMA propagandist, his brainchild is the creation of a covert media brigade entirely different from Malacanang Media Group and Office of the Press Secretary. With collaboration with Sec. Ignacio Bunye, they have formed a call-center type media brigade. The main purpose of the said operation is to counteract any negative impact of various scandals and controversies, minimize public outrage and resign GMA clamor which the Malacanang Mafia and Arroyo Corrupt-poration, Inc. is the culprit. The operation is a well-equipped and well-organized and located in three locations; two (2) in Manila and (1) in Cebu. The media brigade is located in PNP compound. They have vast resources funded by the Office of the President and Presidents Intelligence Fund. They have text brigade, blog brigade, tv-print brigade and other mass media form. Their primary role is to monitor all television station, radio station, newspaper and other media group and immediately create a scenario of “silent majority”. The operation is of great help to GMA because it lessens the impact of public opinion and creates divisiveness among various conflicting group. They have also patronize the “divide and conquer” strategy wherein the divisiveness in public opinion created by the Malacanang media brigade and eventually diminishes the momentum of public outrage in any scandals and controversies in GMA regime. The PCSO’s TV ad of GMA self-glorification and phony economic figures and indicators is also under Sec. Ermitas responsibility. Aside from being GMA top propagandist, Sec. Ermita also help Garcillano to elude arrest and public condemnation by hiding Garcillano; after his arrival from forced travel abroad, Garcillano who is the “brain” of 2004 massive electoral fraud and cheating was temporary sheltered by Sec. Ermita in his home turf. With the help of his relative, the Mayor of Balayan City and a very trustworthy close-in security who also from Balayan, Batangas secured Garcillano. Garcillano stays in Balayan City for almost three months; all his needs were provided by the said Mayor with full security by his assigned protector. The same scenario is almost identitical to NBN-ZTE whistleblower. The same forced travel and provision for close-in security was also given to Engr. Jun Lozada but unlike Garcillano, Engr. Lozada opted to come out in the open and speak for the truth which resulted to another public clamor of Oust GMA. While Engr. Lozadas life is now in total mess not to mention continuous harassment and security threat, Garcillano enjoys the comfort of Malacanang protection plus bonuses in the form of monetary rewards. With Sec. Ermitas contribution, Malacanang Mafia have enough time to immediately launched a counter-offensive measures including tampering of Garcillanos passport, relocation and replacement of electoral returns, bribing the electoral majority of congressmen who are pro-GMA, legal front to delay canvassing of electoral returns. And what is in exchange of Sec. Ermita loyalty and steadfast services to GMA and FG? Sec. Ermita’s loyalty to GMA and FG also has its price, Sec. Ermita business interest is in full swing especially in Batangas. He and his relatives, through various dummy companies is on buying spree of prime industrial lots in the new industrial zone of Balayan, including joint venture in port development project as alternative to Batangas City port. With his influence and surprisingly huge financial resources, the Ermitas are now a political dynasty in the making. And such political and business interest only means more power and more money. The last local election in 2007, wherein the son of Sec. Ermita runs for Vice-Governorship position in spite of a being a neophyte only shows a clear sign of Sec. Ermitas influence in Malacanang Mafia. The campaign expense of his son was well funded by Malacanang and Arroyo Corrupt-poration, Inc. despite the outpouring of financial support, the younger Ermita loss the position of Vice-Governor on a slim margin. And despite the loss, the young Ermita earns a huge amount of money from political contributions. Beyond 2010, Sec. Ermita and his political-dynasty in the making will be a major political force to reckon. They have now the financial resources to launch a province-wide campaign for top positions thus protecting their business interest. Sec. Norberto Gonzales, is the most sinister among the triumvirate. He is the one to be avoided, his typically shy and soft-spoken personality is different from who really he is. He is the “ Ominous Intellectual” and the man behind the “GMAs luck and survival”. GMA trusted Sec. Gonzales so much that he provided not only all financial support but also authority to supervise special operation and to handle various “government secrets”. Surprisingly, Sec. Gonzales has no concession or whatsoever with GMA and FG. He has no business interest and political power to protect. His penultimate dream is to change the form of government from the present Presidential to Parliamentary, being the head and president of Socialist Party of the Philippines His ideology of local government equality and decentralization policy is the only answer to the current problem of our country and unless the government set-up is not transformed into parliamentary through whatever constitutional means, he will be loyal to GMA and allies beyond 2010. Sec. Norberto Gonzales brainchild includes the Venable Contract and other lobbying contracts with various US Lobbying firms to get US support to push through with Constitutional Charter Change, the acquisition of wire tapping equipment to further enhance the wiretapping capability of the state to monitor personalities especially the opposition and civil society groups (most of the wiretapping equipments, GPS, surveillance system was purchased in last quarter of 2003-funds was provided by the Office of the President), the creation of “watch groups” composed of military and police to monitor various personalities who are anti-GMA, creation of political crisis scenario, “mastermind” of political killings and forced disappearance, and creator of various secret documents and OPS to avert any political crisis. His most crazy idea during the height of public outrage on the ongoing NBN-ZTE scandal is to create a political crisis including a scripted assassination plots of GMA, carryout a real assassination attempt of one pro-GMA senator and blame the incident to the opposition, bombings in various Mindanao urban centers and declaring a state of emergency wherein the whole country will be place under military and police control for six months depending on the situation. When he joins the Cabinet of GMA, he was promised to help pursue the vision of progressive Philippines under a new form of government. And ever since, he became an action man for GMA. He was blinded by power and forgotten his real intention of serving the country. Unless the triumvirate is with GMA, no political noise or large rallies will force her out of Malacanang. The triumvirates are geniuses on their fields and all their actions contributed greatly to GMA continue survival. Other major personalities in Malacanang Mafia and Arroyo Corrupt-poration, Inc. are: Congressman Ignacio Arroyo – The overnight multi-millionaire is so lucky to be entrusted by his power kingpin brother FG Mike Arroyo the multi-million Jose Pidal account. The said money is so huge that half of it was deposited to various accounts in Hongkong. Cong. Iggy Arroyo is now enjoying the role of major politico in spite of his being a neophyte, the luxurious lifestyle provided by his ever-generous brother. Aside from Php 200M in cash, Iggy is expanding his business interest all over the country including venturing in highly profitable shipping business. He is also a major role player in the Lower House, together with the two Arroyos Mikey and Dato; they are considered the “right persons” to talk to for each lawmaker’s countrywide development fund (pork barrel) which was also confirmed by JDV during his privileged speech. He is a well-known gambler and womanizer after the fortune he amassed from his brother. With so much money and power, he is opting to run for governorship of Negros Occidental in 2010. Congressman Mikey Arroyo – the eldest among the GMA sibling, he is the making of his father. After only a two terms as a lawmaker, he is already a traditional politico. He is the “genie” and make-believe Speaker of the Lower House because of his ability to unite loyal supporters for her mother. With various concession and cash gifts, they have been able to hold a solid block that enables them to oppose any attempts of impeachment. He also works with Sec. Puno to convince and bribed majority of congressmen to oust JDV and elevate Speaker Nograles. His wealth is also unexplainable, in span of only 5 years he has amassed Php 100M in cash and deposited in various bank accounts and not to mention other business interest which he owns or as a majority shareholder. His 2010 ambition is to take the top position of Pampanga and expand the Arroyo dynasty. Congressman Dato Arroyo – This younger Arroyo seems to idolize his father and older brother, as a neophyte solon his been able to assert himself as a major political power player. “So young and yet so corrupt”, the idea of running as a lawmaker in the far distant Camarines Sur only shows how influential the Arroyos in the local level. Totally unknown but with FG’s money and influence he won a landslide margin. His role in Lower House is similar to his brother as a “mediator” Dato is not as greedy as his brother and FG for he only runs for the said position to protect their interest. But in the coming days, Dato will eventually molded into FG and Mikey. Mike Defensor-the former DENR chief who was also chief negotiator under Sec. Ermita and Sec. Ronnie Puno. His vast wealth is of unknown sources except for being the head of DENR who approves mining contracts to a number of foreign mining firms during his stint. His multi-million wealth is the results of hefty commissions from various mining contracts he approves during his DENR days. His rift with Executive Secretary Ermita has resulted to division in Malacanang Media brigade. His senatorial attempt is also mind-boggling for having a well-financed campaign funds in spite of little financial support from Malacanang Mafia. Currently he is still belongs to Malacanang Inner Circle and acting as Public Relations and Media consultant. Sec. Ignacio Bunye- His mishandling of Garci tapes wiretapping scandal lessen GMA trust to the former mayor and congressman of Muntinlupa. His wealth was accumulated during his stint as local officials. He is the local version of Pinocchio but the wealthier version. He is the right man of Executive Secretary Ermita to handle and supervise the covert Malacanang Media brigade. Commissioner Ben Abalos – His reputation being a “commissioner” started during his stint as Mayor of Mandaluyong, his cohorts in various hocus pocus and diversion of city funds, ghost employees, ghost deliveries and ghost projects is her former budget officer who instantly became a multi-millionaire. Commissioner Abalos also received a huge amount from the winning bidder of counting machines for the acquisition of Multi-billion peso election counting machines. His role in 2004 election makes him the best buddy and confidante of FG thus a SC decision acquitting him for any scandal is highly controversial and questionable. His assets are numerous from trading, agri-business, construction, food and etc. you name it; he has every business interest in town especially in Mandaluyong. He has a multi-million peso prawn and milkfish farm in Zambales, trading companies who supply the City government of Mandaluyong from letterhead to office equipments/ machines to civil works construction. Sec. Lito Atienza – the trying hard former Mayor of Manila and now DENR head is identical to Commissioner Abalos in terms of hocus-pocus and being corrupt local officials. His slogan “Buhayin ang MayniLA” is nothing but a mere propaganda. In his three terms as Mayor of Manila, the city coffers is always on budget-deficit, the city revitalization and beautification program is full of corruption. He amassed so much wealth during his stint as Manila Mayor that he is trying to pursue his senatorial ambition, but to his dismay despite of his self-glorification image, various media gimmick to increase his popularity and an avid supporter of a well-loved boxer…his popularity rating remains low after conducting numerous surveys for his chances in the national polls, thus eluding his dream to become a senator. With Php 200M in cash for campaign funds, and claiming that it is his own money? He is trying to attempt again the mayorship of Manila in 2010. Sec. Raul Gonzales – the ever controversial Justice Secretary is only protecting their political and business interest in Iloilo, and he is too old and too sick to pursue another local position. His support to GMA and FG is part of the “guilt factor” to defend GMA legitimacy at all cost. His political influence in Iloilo is diminishing making his dynasty in shambles in the coming election. His loyalty and as a staunch defender of GMA and FG is only to secure continuous funding of his son’s priority projects in order to secure a stable hold in his present position as representative of his district. Chairman BF – he is known as political enemy of GMA before prior to his appointment as MMDA Chairman. The Office of the President provided an open-ended budget to Chairman BF to pursue his goal of beautification and Urban renewal. Thus more budgets means more money, his net worth is almost Php 3Billion and counting and enough to launch a national campaign for his presidential ambition. BF efficiency as local official is only limited and he will never be an effective national leader, his authoritarian rule is infamous in Marikina and his gimmicks and ingenuity in the road improvement programs having caused a lot of deaths and accidents. His loyalty to GMA only for one reason – political ambition and party support in 2010. Bro. Mike Velarde – this self-proclaimed evangelist/ preacher is also a cunning businessman. Not for faith or love for country, but for money he always convince GMA that his support and all of El Shaddai flock will be of major importance in GMA presidency. Not to mention “block voting” during elections with a corresponding tag price referred to as “donations” GMA has provided Bro Mike financial consideration in the form of “donations” for his support and “unity statement”. With so much money coming from donations of his impoverished flock, political contribution and profits from his various business interest, almost Php5Billion is deposited in various large banks; Bro Mike is the epitome of a false prophet mixing religion with business and political influence. He is one of the richest among the Malacanang Mafia, Inc. Congressman Luis Villafuerte – This chameleon and trapos is now enjoying the political power of being a top leader of newly formed political party of KAMPI-CMD/LAKAS. His the personification of a traditional politician who amassed so much wealth even his constituents suffering from extreme poverty. His business interest is so vast and includes a multi-million export-oriented company (Laras Gifts and Decors) which is now under his son’s full possession. The father and son tandem of Cong. Luis and Gov. LRay have made the Camarines Sur into an impoverished province. His loyalty and support to GMA and FG is to secure their vast interest in business and politics and to strengthen their political dynasty in CamSur. Gen. Hermogenes Esperon – The ever loyal and guardian of GMA presidency. His role in 2004 election is only the beginning of his “loyalty services” to GMA and FG. He enjoys the trust and full support of GMA for his crackdown of military upheaval. His promotion to AFP top position is questionable, but with his charisma and draconian action Gen. Esperon has been able to unite the whole AFP to support GMA with various concessions. Among of them and hidden among lower ranks: “loyalty bonus” of Php 30,000/mo. for Captain and Major, Php 50,000/ mo. for Colonels and Generals not to mention provision of new service car for each selected military ranked official; huge budget in logistics and modernization; huge intelligence fund; expanded retirement benefits; key government position of their choice upon retirement and most especially full execution and crackdown of insurgents including the so-called power grabbers. NBI files malversation complaint vs Lozada
The National Bureau of Investigation (NBI) on Friday filed a complaint of malversation of public funds against Rodolfo "Jun" Lozada, the Senate’s star witness in the probe on the scrapped US$329 national broadband network deal between the Philippine government and China’s ZTE Corp. The complaint was filed before the Department of Justice (DOJ) following the NBI’s investigation of the case. The complaint accused Lozada, former president of the Philippine Forest Corp. and Gerardo Cariño, former vice president and now the company’s president, of alleged misuse the P19 million funds set aside by the PFC for the Jathropa project. The NBI complaint alleged that Lozada used a portion of the fund to invest P5 million in insurance to the Insular Life, a private entity, even without a board resolution to approve it. The NBI also said that Lozada and Cariño also illegally transferred P14 million of the fund to the Philippine Army, who were supposed to carry out the first phase of the project. The funds however was returned by the Army after the project failed to get the nod of the national defense secretary. ............................... He said the four cases against him and three others should not have been filed at all because the lone and original complainant, former Manila Representative Mark Jimenez, withdrew the complaint last October. The former justice secretary is facing separate cases for two counts of graft, robbery and falsification of public documents in the first, second, third and fourth divisions of the Sandiganbayan. Perez’s wife, Rosario, brother-in-law Ramon Arceo and business associate Ernest Escaler were named coaccused in the graft and robbery cases. On May 5, the second division also postponed his arraignment and reset it to May 23 because his wife, who was undergoing treatment for cancer of the lymph nodes, was unable to appear before the court. She was also absent at the scheduled arraignment on Friday. The cases stemmed from the allegations of Jimenez that the then justice secretary extorted $2 million from him in exchange for his not revealing the names of personalities involved in the bribery scandal involving a power deal in 1998. Earlier, Suplico said Alex was having second thoughts about appearing before the Senate investigation into the NBN deal because he feared for his life. The witness was also considering moving to another neighborhood because unidentified men were staking out his family and neighborhood, Suplico claimed. It was Suplico, a former opposition congressman, who revealed the existence of the new witness, who told about a supposedly secret meeting between President Gloria Macapagal-Arroyo and officials of China’s ZTE Corp. in Shenzhen, China in November 2006, before the firm won the bidding for the NBN project. The deal was scrapped by Arroyo last year, soon after the Senate opened its inquiry into the alleged bribery and overpricing accompanying the contract, to which the President’s husband, Jose Miguel, and resigned Commission on Elections chairman Benjamin Abalos Sr., have been linked. Malacañang has confirmed the meeting between Arroyo and the ZTE officials but denied there was anything irregular about it. Still, it does make one wonder: Why a mere presidential adviser post for Esperon, who will now take over the functions of Jesus Dureza as presidential peace adviser in the Moro Islamic Liberation Front (MILF) peace negotiations with the government? Dureza, it was announced over the weekend, will be taking over the job of outgoing Press Secretary Ignacio Bunye who has been recycled to the Monetary Board, although he is also to have a Malacañang job as Gloria’s political adviser. Bunye’s twin jobs are easy to glean. As Monetary Board director, Bunye would be out of Malacañang and therefore could be summoned to a congressional hearing. But by being named presidential adviser in political affairs, Bunye remains in the Palace, and is therefore covered by the much abused executive privilege utilized by Gloria to cover up her crimes. In the case of Esperon, apart from the need of Gloria to have him in an executive department position, being the presidential adviser to the peace process which also provides him the continued pathway to still be within the military organization, and provides him too with the military battalion he needs to compose his bodyguards, having made so many enemies within the military establishment. Presumably, as peace adviser, Esperon will also be involved in talks with the commies, whom he has vowed to crush. One wonders how someone who was largely responsible for eliminating leftist leaders through extra-judicial executions under cover of the counter insurgency program called Bantay Laya, could be a credible peace maker — especially in the case of the commies. But evidently, Gloria who was reportedly once a card-carrying social democrat of the Romeo Intengan-Norberto Gonzales type, isn’t serious about forging peace with the commie insurgents, nor for that matter, even with the MILF, as all she and her government seek is a long term ceasefire, which is her way of keeping the insurgents at bay. But with Esperon now taking on the role of peace adviser, Gloria has predictably cemented the perception of a militarized government under her regime. Already, in the case of the MILF-Government peace process, a retired military general, Rodolfo Garcia, is chief of the government negotiating panel. Add to this Esperon taking on the role of peace adviser. The MILF leadership said it is alarmed at the appointment of the newly retired military chief, as it gives the impression of the peace process being militarized. “The impression that we see is that the peace process is now militarized,” said Mohager Iqbal, chairman of the MILF’s peace panel, adding that the situation has become “alarming” since the peace process has yet to move forward. The truth is, that process is not going to move forward because that which the MILF demands, cannot be met by Gloria and her government if the Constitution is to be followed. And at this point in her presidency, if she as much as carves up the republic and grants the MILF its demand to become a virtual independent Islamic state, not unlike the Palestinian Authority, she will not only be facing real problems with the people, especially the Christians in Mindanao but will also have the military up in arms. In her SALN filed with the Office of the Ombudsman last April 28, the President declared a total net worth of P99,616,446.84 for 2007. It was around 50 percent, or about P32.87 million, higher than her net worth since she assumed office in 2001 when she reported a net worth of P66,747,103.36. The President’s annual salary is P693,000. A copy of her SALN, obtained by The STAR, showed that Mrs. Arroyo declared seven real properties amounting to P6,875,637. "His death delivers the strong message that he's a worker; he belongs to the working class. He did not betray his class to the end,'' human rights lawyer Romeo Capulong said in an interview. "Imagine a man of his stature and at his age climbing the roof of his leaky house to protect his family and grandchildren from the elements. He's really a member of the working class,'' he added. Capulong ran for senator in 1987 together with Beltran, Jose Burgos Jr., Horacio "Boy'' Morales, Nelia Sancho, Jaime Tadeo and Bernabe Buscayno under the Partido ng Bayan. He also served as Beltran's counsel in a string of cases. Beltran was a taxi driver when he was taken in by Felixberto Olalia to be part of the Kilusang Mayo Uno in the 1970s. He rose through the ranks to become KMU leader, according to Capulong. Burgos' widow, Edita Burgos, agreed with Capulong's observation: "His death gives us a message that that's how a public servant should live. He led a simple way of living.'' "If you're a congressman you can still choose the way to live your life. He could have hired people to fix the roof of his house, but he chose to do it himself,'' she added. In the DILG, he was also given the job of Anti-Smuggling Task Force Chief, which was again a total failure. After removal from DND and DILG which would have been enough reason for a self-respecting man to leave the administration, Reyes then accepted the junior Cabinet post of Environment and Natural Resources Secretary, clearly a demotion from DND and DILG. His first act as DENR Secretary was to announce the dismantling of fish pens in Laguna de Bay, setting a 30-day deadline. He was unable to implement that program, and illegal logging continued from Quezon to Aurora under him. He also clearly favored the Rapu Rapu mines to the dismay of Sorsogon Bishop Bastes and environmentalists. Just about a year at DENR he was again transferred to the Department of Energy resulting in loud cries on his incompetence and lack of preparation for the job, now proven by GMA’s recent scolding. Often touted as a senatorial material, surveys in 2004 and 2007 and recent surveys for the 2010 elections, Reyes always landed among the bottom placers, confirming his unpopularity. The robbery/extortion case stemmed from a complaint filed by Jimenez who alleged that Perez and the other defendants extorted $2 million from him after he refused to execute affidavits implicating associates of former President Joseph Estrada in the latter’s plunder case. He said the decision on whether or not to release the report is in the hands of the military leadership. President Gloria Macapagal-Arroyo had named Esperon as the new presidential adviser on the peace process, replacing now Press Secretary Jesus Dureza. The beneficiaries were among the 3,000 target beneficiaries of the congressman by the end of this month. Local officials here commended Gonzales for his continuing support for residents of this town. They said the congressman has steadily supported various health and community projects here. Tax targets have rarely been met, which remains the main problem of the government until now, during Gloria’s watch.

FRONTLINE Ninez Cacho-Olivares 05/25/2008 Predictably, former Justice Secretary Hernando “Nani” Perez is going to walk, and the Sandiganbayan is not even trying to hide its justices’ move to dismiss the case of extortion and robbery against Perez, his wife Rosario, his brother-in-law, Ramon Arceo and Nani’s conduit, Ernest Escaler. Even before the first scheduled arraignment of Perez and his co-accused, the Sandiganbayan presiding justice of the Second Division, Edilberto Sandoval, already broadly hinted that the element of extortion and robbery was not present in the case. This time around, during the Perez arraignment, Sandoval even stated that if former Rep. Mark Jimenez, the complainant who had issued an affidavit of desistance, fails to appear before the court, the case will be dismissed. What? This is being told by the justice during the arraignment of Perez et al.? All the justices had to do was to arraign the accused. There is no need for the complainant, whether he issued that affidavit or not, to attend an arraignment. But Sandoval certainly knew this and knew too, that Jimenez is not going to appear before the court and that with his affidavit of desistance, that extortion-robbery case is not going to fly. But precisely, Ombudsman Merceditas Gutierrez, who is perceived to take orders directly from the presidential couple in either making a strong case weak in cases filed against the Gloria allies, and make a weak case appear strong, even when there is no evidence to speak of, when the case involves Gloria’s political foes made sure that the case against Nani would result in a dismissal. Recall that when the high court called on Gutierrez to provide it with the status of the probe on the Commission on Elections (Comelec) commisioners in relation to the case of the anomalous purchase of the poll counting machines, she started off by saying she found evidence pointing to then Comelec chair Ressurection Borra, then claimed that she was still investigating the role of all the commissioners. But when she finally came up with the findings, she informed the Supreme Court (SC) that she found not even an iota of evidence against any and all commissioners, even when the high court already noted the anomalous purchase of the counting machines. So what happened to Gutierrez’ claim that she found probable cause for the Ombudsmans’ office to charge Borra, as she later claimed there was not a single iota of evidence against him and all other commissioners? What likely happened, after she said there was probable cause was the commissioners’ move to threaten to spill the 2004 election fraud beans that involved Gloria’s cheating ways. The same was likely the move of the accused in the extortion-robbery case. Perez knows much too much. He was, after all, the beneficial part and parcel of the Impsa bribe said to have amounted to $14 million, with Perez alleged to have taken $2 million as his share which was deposited in the account of Ernest Escaler at the Coutts bank. So how does Perez explain the fact that the money traveled all the way from the Caymans, to New York to Hong Kong, and then landing in a Swiss bank, with Perez even executing a power of attorney document in favor of his wife, Remedios? And the Ombudsman claimed that plunder raps could not be filed against Perez, despite the fact that, apart from the amount going beyond the plunder threshold of P50 million, and the fact that it was clearly not a single act but a series of acts, with the money transfers? Clearly, Perez and company are being protected by Gloria, because he, along with Escaler, are definitely Gloria’s sacred cows. The fact alone that Gloria, even when she had the documents from the Swiss authorities, sat on them — to this day, already shows that there was that intent not to prosecute Perez and Escaler. Even Gloria’s seminarian-Ombudsman Simeon Marcelo made no move to charge Perez, even as he had all the evidence to make a strong plunder case against Perez. As for Gutierrez, she waited forever to charge Perez and moved to do so, only after an affidavit of desistance was executed by Jimenez, which played out okay for her, since she knew that without a complainant, Perez walks scot-free. But that is the kind of Ombudsmen,justice and justices we have under the Gloria regime. The law is no longer the law. It has become so prostituted — to favor the criminals in Gloria’s stable, while using the same law to destroy her political foes. JdV could be a credible witness in NBN deal—solon.

Why is it only now that he’s going to talk? Political Circus: Some protesters think that the Senate hearing is nothing but entertainment.MANILA, Philippines - As throngs gathered in Makati to take part in the biggest gathering since news broke out about the alleged NBN-ZTE anomaly, another group silently aired what they proclaimed as the other side to the controversy. Their placards and banners carried their positions: They wanted power rates to go down, but not President Gloria Macapagal Arroyo. They dismissed the Senate inquiry on the national broadband network (NBN) project as a "political circus." They claimed whistleblower Rodolfo Noel Lozada was a liar, and had no other ability but to shed tears in front of the camera. But while their slogans clearly defined their calls, those who attended Friday's prayer-vigil at Welcome Rotonda in Quezon City appeared to have banded together for varying purposes and motivations. Some of them, mostly group leaders, were precise about their goals and expectations for the said rally. Others, however, were acting in mere reciprocation for supposed government assistance. Some were more clueless than informed about the issues behind the allegedly anomalous NBN project. And there were even some who were there plainly for the alleged money and, well, some free rice and chicken meal. Multi-sectoral groups Organizers of the prayer-vigil said that although their initial numbers were just around 100 people, they said they expected it to swell to 3,000 by that day's end. The multi-sectoral protesters came from groups like Kongreso ng Mamamayan, Kasangga sa Kaunlaran Urban Land Reform Task Force, Babae Ka, Damayang Maralita ng Taongbayan and other urban poor and peasant groups. RJ Javellana, secretary General of the Kongreso ng Mamamayan, said there is a stark difference between their movement and that in Makati City. Javellana said that they were not lapdogs of the administration but were only after individuals who have "sinned" against the country. He stressed, however, that unlike those in Makati City, they do not resort to "raucous" means and are not asking for Arroyo's ouster. A CATHOLIC bishop on Monday asked former Speaker Jose de Venecia Jr. to reveal everything he knows about the questionable US$329 million national broadband network (NBN)-ZTE project. "He (de Venecia) should reveal everything he knows so that truth will come out," said Caloocan Bishop Deogracias Iniguez. Arroyo Watch: Sun.Star blog on President Arroyo De Venecia, a Pangasinan congressman, earlier said he considers testifying before the Senate inquiry to reveal his personal knowledge on the involvement of President Gloria Macapagal-Arroyo and her husband Jose Miguel "Mike" Arroyo in the anomalous deal. The lawmaker further said his revelation could result in the possible breakdown and the ouster of the President. But Iniguez admitted that de Venecia's pronouncement could be subjected to criticism, scrutiny and questions especially his motives. "Yes, there could be some doubts on that but that should not be a reason not to reveal the truth," he said. De Venecia held the speakership post for more than a decade until his ouster last February after his son Joey testified against the First Couple in the same Senate investigation. Prior to the NBN-ZTE scandal, the de Venecias and the Arroyos are known to be family friends and political allies after the elder de Venecia spearheaded efforts to junk repeated attempts to impeach Arroyo. De Venecia's wife Gina also helped in the campaign period of President Arroyo during the May 2004 elections. The NBN-ZTE scandal was exposed after Joey, owner of Amsterdam Holdings Inc., questioned the decision of the Department of Transportation and Communications (DOTC) awarding the NBN contract to Chinese firm ZTE. President Arroyo and the First Gentleman were both linked to the scandal as among those who received multimillion-dollar kickback from the botched deal. Meanwhile, Malacañang said President Arroyo will not lose sleep over the plan of the former Speaker to testify against her. Executive Secretary Eduardo said there will be no efforts to stop de Venecia from testifying, insisting they do not expect anything alarming from someone who was part of the deal. "There's no need to worry about it after all as I said in our last meeting how can that be secret when he was there? I think what might come out is how much does he know about what they did? I don't know it's hard for me to guess," he said. Ermita was referring to the President's alleged secret trip to Shenzen, China on November 2, 2006 where she and Congressman de Venecia reportedly played golf with ZTE officials. De Venecia claimed that his knowledge of the deal and the various crises besetting the country could be enough to bring the Arroyo government down. The First Gentleman, who, Senate witness Rodolfo Lozada Jr. said stood to gain millions from the deal, was also reportedly part of the Shenzen side trip. MANILA, Philippines - There was a time in their lives when Negros Occidental farm worker Rogelio Salva and his family not only knew how to be poor as a rat - they had in fact eaten rats and gnawed on sugarcane for lunch and dinner. Salva resigned himself to the sorry fate until President Gloria Macapagal Arroyo made a promise to give up some 1,000 hectares of the First Family’s inherited landholdings to beneficiaries of the Comprehensive Agrarian Reform Program (CARP). The promise revived Salva’s hope for a better life. "Pag sa amin na ang lupa, may maipapamana na ko sa mga anak ko. Di na sila magiging katulong (If the land is ours, I would have something to bestow to my children. They wouldn't anymore work as house helpers)," he said. Salva has been working in Hacienda Bacan since 1973. The Department of Agrarian Reform (DAR) said the property, a 157-hectare sugar farm in Barangay (village) Guintubhan in Isabela town, belongs to the Arroyos. The money that Salva earned from working in the hacienda for 35 years has not made his life any sweeter. Not one of his children finished college. Six of them, all women, are working as maids, while his son helps him in his work at the hacienda. Despite the President’s order to immediately distribute her family's haciendas to poor Negros tillers like Salva, the CARP coverage of Bacan has dragged on for years. Seven years after Mrs Arroyo made the promise, and less than a month before the expiration of Republic Act 6657 or the 20-year-old Comprehensive Agrarian Reform Law, the hacienda remains under the name of the Arroyo family. The hacienda workers, who belong to the peasant federation Task Force Mapalad (TFM), claimed that the fruition of their dream of owning the land has been hindered by the DAR – along with the President, her husband Jose Miguel "Mike" Arroyo, and her brother-in-law, Negros Occidental Rep. Ignacio "Iggy" Arroyo. But lawyer Alberto Ruy Rondain, counsel of the Arroyos, said the family does not have any intention to delay the coverage of the hacienda. He blamed the delay solely on the DAR's "lack of action" to the offer made by Iggy to have the hacienda placed under the program. He said the government’s inaction made the offer "deemed abandoned."
